Global Climate Change: A Survey of Scientific Research and Policy Reports

This report is intended to guide the reader through U.S. global climate change policy from the passage of the National Climate Program Act of 1978 (P.L. 95-367) through the 1992 Earth Summit in Rio de Janeiro, where the U.N. Framework Convention on Climate Change (FCCC) was opened for signatures. It offers a summary of scientific research on global climate change and related U.S. policy and identifies what many consider to be important milestones in the international policy debate on global climate change.

Agricultural Marketing Assistance Loans and Loan Deficiency Payments

Marketing assistance loans for the major crops were designed to facilitate orderly marketing by providing short-term financing so that farmers could pay their bills right after harvest and spread their sales over the entire marketing year. However, the persistence of very low commodity prices transformed the loan program into a major vehicle of farm income support. Marketing loan program benefits (primarily loan deficiency payments, LDPs) to farmers amounted to about $5.9 billion in 1999, and will exceed $6.5 billion in 2000. Such levels of use and high costs have revealed several administrative problems and given rise to several policy issues. Some policy makers have favored broadening the scope and enhancing the benefits of the program to achieve greater farm income support. Anticipated adverse market impacts have discouraged adoption of these proposals to date. A persistent policy issue is the payment limitation on marketing loan gains.

State-by-State Comparison of Selected Electricity Restructuring Provisions

Since 1996, twenty-one states have restructured their electricity markets. While the extent of this restructuring varies by state, four issues have generally been considered by all state legislatures: stranded costs, aggregation, universal service, and public benefits. This report compares the treatment of these issues in the restructuring legislation of the twenty-one states. Using information collected directly from the relevant state laws and the rules promulgated by state public utility commissions, this report provides a state-by-state comparison of the restructuring provisions relating to the four issues.

The FY2001 appropriations for the U.S. Department of Agriculture (USDA) and related agencies (P.L. 106-387/H.R. 4461) was signed into law on October 28, 2000. The act addressed agricultural emergency assistance (disasters and market losses) for specific fruits, vegetables, and nursery; contingency funding for APHIS to control crop diseases; funding for the methyl bromide transition program; and funding for the National Organic Program. It also would provide for the establishment of a marketing order for Hass avocados, and would redirect the duties charged foreign countries for dumping to injured farmers, ranchers, and others.

World Heritage Convention and U.S. National Parks (open access)

World Heritage Convention and U.S. National Parks

P.L. 106-429, in which H.R. 5526, the Foreign Operations, Export Financing, and Related Programs appropriations act for 2001 was referenced, contained language prohibiting funding from this bill for the United Nations World Heritage Fund. This Fund provides technical assistance to countries requesting help in protecting World Heritage sites. On May 20, 1999, the House passed (by voice vote) the American Land Sovereignty Protection Act (H.R. 883), which requires congressional approval to add any additional U.S. national parks and monuments to the World Heritage List, a UNESCO-administered list established by the 1972 World Heritage Convention. This paper describes the operation of the UNESCO Convention and will be updated periodically.

Particularly since the Tiananmen Square incident of June 4, 1989, the U.S. Congress has considered two diametrically opposed types of action regarding China's nondiscriminatory, or most-favored-nation (MFN; normal-trade-relations) tariff status in trade with the United States. One has been its total withdrawal, the other--of more recent origin--its extension on a permanent basis.
