NMR measurements in SSC dipole D00001

The first 16.5 m long SSC dipole magnet (D00001) had its field intensity measured as a function of position with a custom made NMR magnetometer. A short description of the probe is presented. The data obtained (most of it near 2 T spaced apart by one inch) shows an average transfer function of 1.02830 T/KA with position dependent values deviating from the average by up to .00130 T/KA revealing contruction inhomogeneities that were measured with a sensitivity of 25 ppM.

A letter report issued by the Government Accountability Office with an abstract that begins "Over the next several years, implementation of the Department of Defense's (DOD) Integrated Global Presence and Basing Strategy will result in the realignment of U.S. forces and the construction of new facilities costing billions of dollars at installations overseas. The Senate and House reports accompanying the fiscal year 2004 military construction appropriation bill directed GAO to monitor DOD's overseas master plans and to provide congressional defense committees with assessments each year. The Senate report accompanying the fiscal year 2007 military construction appropriation bill directed GAO to review DOD's master planning effort for Guam as part of these annual reviews. This report, first, examines how the overseas plans have changed and the extent to which they address the challenges faced by DOD and, second, assesses the status of DOD's planning effort and the challenges associated with the buildup of military forces and infrastructure on Guam."

Defense Logistics: Better Strategic Planning Can Help Ensure DOD's Successful Implementation of Passive Radio Frequency Identification

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) has had problems with tracking and identifying inventory for many years, most recently in Operation Iraqi Freedom. One of several tools DOD is using to address these inventory problems is radio frequency identification (RFID). RFID technology consists of passive or active tags that are attached to equipment and supplies that are shipped from one location to another. Although DOD did not begin official implementation of passive RFID technology until January 1, 2005, DOD has been using active RFID technology since the early 1990s and began developing policy and pilot testing passive RFID in 2003. As of January 1, 2007, all commodities, excluding bulk commodities, are to have passive RFID tags. Full implementation of passive RFID is estimated to cost hundreds of millions of dollars. This report (1) provides information on the status of passive RFID implementation, (2) addresses the extent to which DOD has developed a strategic approach for implementing passive RFID, and (3) highlights challenges DOD recognizes it faces in implementing passive RFID and any plans developed by DOD to mitigate these challenges."

Testimony issued by the Government Accountability Office with an abstract that begins "The National Nuclear Security Administration (NNSA), a separately organized agency within the Department of Energy (DOE), has successfully ensured that the nuclear weapons stockpile remains safe and reliable by using state-of-the-art facilities as well as the skills of top scientists. Nevertheless, DOE’s and NNSA’s ineffective oversight of its contractors has contributed to many safety and security problems. As work carried out at NNSA’s sites involves dangerous nuclear materials such as plutonium and highly enriched uranium, stringent safety procedures and security requirements must be observed. In response to numerous serious safety incidents over several decades, DOE has taken steps to improve safety oversight. Recently, laboratory and other officials have raised concerns, however, that federal oversight has become excessive and overly burdensome. To address these concerns, DOE completed a safety and security reform effort to streamline or eliminate many DOE directives. However, GAO reported in April 2012 that the benefits of this reform effort are unclear because DOE did not determine if the original directives were, in fact, burdensome. Space Based Infrared System High Program and its Alternative

Correspondence issued by the Government Accountability Office with an abstract that begins "The U.S. relies on infrared satellites to provide early warning of enemy missile launches and protect the nation, its military forces, and allies. In 1996, the Department of Defense (DOD) initiated the Space Based Infrared System (SBIRS) program to replace the nation's current missile detection system and provide expanded capabilities to support intelligence, surveillance, and reconnaissance missions. DOD expected to field SBIRS by 2004 at a cost of about $4.2 billion. However, over the past 11 years, SBIRS has proven to be technically challenging and substantially more costly. In an effort to stem cost increases and schedule delays, DOD has restructured the program multiple times, including revising program goals. SBIRS is now estimated to cost over $10.4 billion, and the first satellite launch is expected in 2008. Because of continuing problems with SBIRS, DOD began a parallel alternative effort in 2006 known as the Alternative Infrared Satellite System (AIRSS), to compete with SBIRS and ensure that the nation's missile-warning and defense capabilities are sustained, or possibly provide a follow-on capability to SBIRS. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) does not know the total amount its components invest in research and development (R&D) and does not have policies and guidance for defining R&D and overseeing R&D resources across the department. According to DHS, its Science & Technology Directorate (S&T), Domestic Nuclear Detection Office (DNDO), and U. S. Coast Guard are the only components that conduct R&D and, according to GAO’s analysis, these are the only components that report budget authority, obligations, or outlays for R&D activities to the Office of Management and Budget (OMB) as part of the budget process. However, GAO identified an additional $255 million in R&D obligations by other DHS components. For example, S&T reported receiving $50 million in reimbursements from other DHS components to conduct R&D. Further, 10 components obligated $55 million for R&D contracts to third parties and $151 million to Department of Energy (DOE) national laboratories for R&D-related projects, but these were not reported as R&D to OMB. GAO recently concluded that that report did not adequately consider the potential accounting ramifications of USPS's unique statutory obligations, which are not applicable to other multiemployer plans--both pension and other postretirement benefit plans. Testimony issued by the Government Accountability Office with an abstract that begins "Future overseas contingencies are inherently uncertain, but effective planning for operational contract support can help reduce the risks posed by those uncertainties. The Department of Defense (DOD) has made an effort to emphasize the importance of operational contract support at the strategic level through new policy and guidance and ongoing efforts. For example, in January 2011, the Secretary of Defense issued a memorandum outlining actions and indicating a need to influence a cultural shift in how the department manages contracted support in a contingency environment. DOD has also recognized the need to translate strategic requirements into plans at the operational level, but GAO's past work has shown that DOD's progress in anticipating contractor support in sufficient detail in operation plans has been slow. As a result, DOD has risked not fully understanding the extent to which it will be relying on contractors to support combat operations and being unprepared to provide the necessary management and oversight of deployed contractor personnel.
