Child Well-Being and Noncustodial Fathers

This report displays and discusses some of the data related to the poverty of children and their living arrangements and data on male employment and earnings, educational attainment, and incarceration. It then provides information on federal programs that could play a greater role in addressing poverty of children through the fathers of these children (nearly all noncustodial parents are fathers). The report also examines federal programs that have the purposes of preventing teen pregnancy and helping disadvantaged youth obtain the skills and support they need to make the transition to adulthood. The report concludes by presenting several public policy approaches proposed by the policy community that might improve the lives of low-income noncustodial fathers and their children.

In addition, the Fed acts as a "lender of last resort" to the nation's financial system, meaning that it ensures continued smooth functioning of financial intermediation by providing financial markets with adequate liquidity.

As a result of the recent debate over guns, gun rights, and gun-related violence, there has been a marked increase in sales of many weapons as well as ammunition. Through an excise tax on firearms and ammunition, such sales have a marked beneficial effect on funding for state wildlife programs through the Wildlife Restoration Program (also known as Pittman-Robertson or P-R). This report examines these taxes, their allocation, and their use. It also examines the effects of sequestration of this account, pursuant to the Budget Control Act of 2011 (BCA, P.L. 112-25).

The Animal Welfare Act: Background and Selected Animal Welfare Legislation

In 1966, Congress passed the Laboratory Animal Welfare Act (P.L. 89-54) to prevent pets from being stolen for sale to research laboratories, and to regulate the humane care and handling of dogs, cats, and other laboratory animals. The law was amended in 1970 (P.L. 91-579), changing the name to the Animal Welfare Act (AWA). The AWA is adminstered by the U.S. Desprtment of Agricultures Animal and Plant Health Inspector Service. Congress periodically has amended the act to strengthen enforcement, expand coverage to more animals and activities, or curtail practices viewed as cruel, among other things.
