Over the past two decades, the Latin America and Caribbean region has made enormous strides in terms of political and economic development. Legislative and oversight attention to Latin America and the Caribbean in the 109th Congress has focused on continued counternarcotics efforts; trade issues; challenges to democracy, especially in Venezuela; efforts to bring political stability and ameliorate poverty in Haiti; efforts to foster political change in Cuba; and cooperation on migration and border security, especially with Mexico. The 109th Congress is considering proposals to amend the Endangered Species Act (ESA; P.L. 93-205, 16 U.S.C. §§1531-1543). Major issues in recent years have included changing the role of science in decision-making, modifying critical habitat (CH) procedures, incorporating further protection and incentives for property owners, and increasing protection of listed species, among others. In addition, many have advocated enacting as law some ESA regulations promulgated during the Clinton Administration. This report identifies other bills that have been introduced in the 109th Congress to address specific concerns related to how the ESA is implemented and how endangered species are managed.

FEMA Reorganization Legislation in the 109th Congress

In the aftermath of Hurricane Katrina, Members of Congress and others raised questions about the scope and reach of federal emergency management policies, the procedures used to administer federal statutory authorities, the qualifications of personnel, and other issues. Most of the questions focused on the Federal Emergency Management Agency (FEMA), the agency primarily responsible for coordinating federal and non-federal disaster response activities. This report provides information on provisions of the Senate-approved amendment (S.Amdt. 4560) to the FY2007 appropriations bill, H.R. 5316, and H.R. 5351 that address concerns identified after Hurricane Katrina. To provide a context for information on the legislation, this report first summarizes findings and recommendations of the congressional and White House studies pertinent to the pending legislation reported from the House committees.

In the next ten years, nearly 20% of the nation’s nonfederal hydropower projects will require new federal licenses to continue operating. New licenses will establish facilities’ operating parameters for the next 30 to 50 years. These operating parameters will affect the total quantity and timing of electricity production. They will also affect flood control, irrigation, municipal and industrial water supplies, recreation, fish and wildlife habitat, and transportation.

Immigration Legislation Issues in the 109th Congress

While immigration reform proposals remain pending, Congress has enacted limited provisions on temporary and permanent employment-based immigration as part of P.L. 109-13. It also has enacted legislation concerning alien victims of domestic violence, trafficking in persons, and refugees. This report discusses these and other immigration-related issues that have seen legislative action or are of significant congressional interest. DHS appropriations and immigration legislation related to Hurricane Katrina are covered in other products and are not discussed here. The final section of the report lists enacted legislation and selected bills receiving action.
