COOLING OF THE HFIR BERYLLIUM REFLECTOR FOLLOWING A REACTOR SCRAM OR AN ELECTRICAL POWER OUTAGE

Thermal stresses in the HFIR beryllium reflector were computed for the unlikely case where the reactor is scrammed with a simultaneous loss of coolant flow and for the case following an electrical power outage where the reactor power level and the coolant flow rate are reduced simultaneously. For the case where the reactor is scrammed with a sudden loss of the coolant flow, the resulting maximum tensile thermal stress following the scram is 22,500 psi. In case of an electrical power outage, the maximum tensile thermal stress following a reduction of the fission power level from 100 Mw to 10 Mw with the lowering of the coolant flow rate to 10% of the normal value is 12,800 psi. Target plane imaging system for the Nova laser

The Nova laser, in operation since December 1984, is capable of irradiating targets with light at 1.05 ..mu..m, 0.53 ..mu..m, and 0.35 ..mu..m. Correct alignment of these harmonic beams uses a system called a target plane imager (TPI). It is a large microscope (four meters long, weighing one thousand kilograms) that relays images from the target chamber center to a video optics module located on the outside of the chamber. Several modes of operation are possible including: near-field viewing and far-field viewing at three magnifications and three wavelengths. In addition, the entire instrument can be scanned in X,Y,Z to examine various planes near chamber center. Performance of this system and its computer controls will be described.

Large aperture optical switching devices

We have developed a new approach to constructing large aperture optical switches for next generation inertial confinement fusion lasers. A transparent plasma electrode formed in low pressure ionized gas acts as a conductive coating to allow the uniform charging of the optical faces of an electro-optic material. In this manner large electric fields can be applied longitudinally to large aperture, high aspect ratio Pockels cells. We propose a four-electrode geometry to create the necessary high conductivity plasma sheets, and have demonstrated fast (less than 10 nsec) switching in a 5x5 cm aperture KD*P Pockels cell with such a design. Detaid modelling of Pockels cell performance with plasma electrodes has been carried out for 15 and 30 cm aperture designs.

Preliminary design report for OTEC stationkeeping subsystems (SKSS)

Lockheed Ocean Systems with IMODCO prepared these preliminary designs for OTEC Stationkeeping Subsystems (SKSS) under contract to NOAA in support of the Department of Energy OTEC program. The results of Tasks III, V, and VI are presented in this design report. The report consists of five sections: introduction, preliminary designs for the multiple anchor leg (MAL) and tension anchor leg (TAL), costs and schedule, and conclusions. Extensive appendixes provide detailed descriptions of design methodology and include backup calculations and data to support the results presented. The objective of this effort is to complete the preliminary designs for the barge-MAL and Spar-TAL SKSS. A set of drawings is provided for each which show arrangements, configuration, component details, engineering description, and deployment plan. Loads analysis, performance assessment, and sensitivity to requirements are presented, together with the methodology employed to analyze the systems and to derive the results presented. Life cycle costs and schedule are prepared and compared on a common basis. Finally, recommendations for the Commercial Plant SKSS are presented for both platform types.

Unfunded Mandates Reform Act: History, Impact, and Issues

This report examines debates regarding what constitutes an "unfunded federal mandate" and the Unfunded Mandates Reform Act of 1995's (UMRA) implementation. It focuses on UMRA's requirement that the Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.
