National Estuary Program: A Collaborative Approach to Protecting Coastal Water Quality

Education for the Disadvantaged: ESEA Title I Reauthorization Issues
This issue brief covers only Parts A and E of ESEA Title I. Part A of Title I, grants to LEAs, constitutes over 90% of total Title I funding, while Part E authorizes program evaluation and demonstration projects of innovative practices, including the Comprehensive School Reform Program. Other Parts of Title I authorize the Even Start program of joint services to young disadvantaged children and their parents (Part B), plus aid for the education of migrant (Part C) and neglected or delinquent youth (Part D).

Environmental Protection Agency: FY1998 Budget
EPA appropriations are included in the annual VA-HUD-Independent Agencies Appropriation Bill. Two major issues were whether Superfund cleanups should be accelerated in the absence of statutory reforms and whether the requested state assistance funds are adequate. Because the House and Senate were in agreement on not granting the requested 50% increase in Superfund and in passing increased state funds, the chief conference issue focused on the roughly $225 million difference between the House and Senate versions.

Bosnia: Civil Implementation of the Peace Agreement
Since Dayton Peace Accords, the civilian side of peace implementation has been challenged by the scope of the tasks, and by the lack of commitment demonstrated by the Bosnian parties to various aspects of the peace agreement. In addition, issues such as International Framework for peace implementation, formation of governmental institution, election, civil police task force and displaced persons are discussed in this report.

The Individuals with Disabilities Education Act: Discipline Legislation in the 106th Congress
Although Congress described its 1997 changes to discipline provisions in the Individuals withDisabilitiesEducationAct (IDEA) as a “carefulbalance,” it was not long before amendmentsto change the provisionssurfaced. In 1999 the Senate passed S. 254, 106th Cong., the Violent and Repeat Juvenile Accountability and Rehabilitation Act of 1999, and the House passed H.R. 1501, 106th Cong., the Child Safety and Protection Act, both of which contained amendments to IDEA. These amendments would have changed section 615 of IDEA to eliminate IDEA’s different disciplinary procedures for children with disabilities in certain situations. In the Senate the amendment applied to children with disabilities who carry a gun or firearm while in the House the amendment would cover a weapon. These amendments were not enacted.

Campaign Finance Debate in the 106th Congress: Comparison of Measures Under House Consideration
On September 14, the House passed H.R. 417 on a vote of 252-177, as amended by three perfecting amendments: Bereuter/Wicker #6; Faleomavaega #1; and Sweeney #21. This report features two tables. Table 1 summarizes and compares the ten perfecting amendments, current law, and the Shays-Meehan proposal. Campaign Finance Bills in the 106th Congress: Comparison of Shays-Meehan, as passed, with McCain-Feingold, as considered
On September 14, 1999, the House passed the Shays-Meehan bill--H.R. 417, the Bipartisan Campaign Finance Reform Act of 1999, as amended, by a vote of 252-177. Senate sponsors of the companion measure, S. 26 (McCain-Feingold), revised their proposal and, on September 16, introduced S. 1593, containing just four sections of H.R. 417 and S. 26. The Senate debated S. 1593 from October 13-20, culminating in unsuccessful cloture votes October 19 on two amendments: Daschle amendment 2298, substituting text nearly identical to the House-passed H.R. 417; and Reid amendment 2229 (a perfecting amendment to no. 2298), substituting text of S. 1593 as offered, plus McCain amendment 2294 (adopted October 14), which added certain disclosure requirements. This report compares provisions of the House-passed bill with the one considered by the Senate in October 1999. No further updates are planned.

U.S.-Sub-Saharan Africa Trade and Investment: Programs and Policy Direction
U.S. trade with sub-Saharan Africa, like investment, is a small share of U.S. world totals. Several government programs promote U.S. trade and investment through loan guarantees, preferential tariffs for foreign products, credit insurance, and other means, and although these programs assist commercial transactions with sub-Saharan Africa, they are not exclusive to the region. The Clinton Administration took several major initiatives to improve U.S. economic relations with sub-Saharan Africa. In May 2000, the African Growth and Opportunity Act (Title I of P.L. 106-200, the Trade and Development Act of 2000), which offers economic benefits to sub-Saharan countries, was enacted. This report will be updated periodically.

Indonesian Separatist Movement in Aceh
This report discusses the separatist movement in the province of Aceh, in Indonesia, as well as US hesitance to involve themselves in aiding President Abdurrahman Wahid in controlling the Indonesian military. The paper details the leading separatist organization, as well as its leadership, and the factors that played a role in the rise of the separatist movements in the province. It also cites aggression from the Indonesian military, which produced reports of human rights violations, as a cause for the hesitance from the Clinton Administration to involve the US in the conflict.

The World Trade Organization: Background and Issues
The World Trade Organization (WTO) was established on January 1, 1995, under an agreement reached during the Uruguay Round of multilateral trade negotiations. The Uruguay Round was the last of a series of periodic trade negotiations held under the auspices of the WTO’s predecessor, the General Agreement on Tariffs and Trade (GATT). Among the questions asked during debate on U.S. trade policy and the WTO are: To what extent should the United States meet its trade goals in theWTO versus other options? Can the United States maintain its sovereignty as a member of the WTO? Are U.S. interests served through the WTO dispute process? Should the WTO continue to cover traditional trade issues only, or should it be broadened to include nontraditional issues such as labor and the environment? What is the role of Congress in U.S. participation in the WTO?

Enforceability of Mandatory Arbitration Agreements:
In Wright v. Universal Maritime Service Corp., the U.S. Supreme Court found that a mandatory arbitration clause in a collective bargaining agreement was not enforceable because it failed to specify arbitration as the covered employees' sole method of obtaining relief for their statutory claims. Without such explicit language in the agreement, the union could not have made a "clear and unmistakable waiver" of the employees' rights to a judicial forum. Although the Court identified a "clear and unmistakable waiver" standard for determining whether a mandatory arbitration agreement could be enforced, it refrained from deciding whether a union could actually bargain for such a waiver
