Oral History Interview with Travis Smith, February 12, 2015

The National Museum of the Pacific War presents an oral interview with Travis Smith. Smith joined the Army Air Forces in September 1942. He qualified as a pilot trainee and began training in San Antonio. In May, 1944, he graduated and received his commission. Smith went overseas to the Philippines, arriving in March, 1945. Later, he moved to Okinawa and flew bomber escort for bombing missions to China and Japan. He flew over 50 combat missions before the war ended and then went to japan on occupation duty. Smith was discharged in 1946, but stayed in the reserves.

GFOC Project results: High Temperature / High Pressure, Hydrogen Tolerant Optical Fiber

Tests results are given for exposure of multimode optical fiber to high temperatures (300 deg. C) and high partial pressure (15 bar) hydrogen. These results demonstrate that fluorine down doped optical fibers are much more hydrogen tolerant than traditional germanium doped multimode optical fibers. Also demonstrated is the similar hydrogen tolerance of carbon coated and non-carbon coated fibers. Model for reversible H2 impact in fiber versus T{sup o}C and H2 pressure is given. These results have significant impact for the longevity of use for distributed temperature sensing applications in harsh environments such as geothermal wells.

Interpretation of Flow Logs from Nevada Test Site Boreholes to Estimate Hydraulic conductivity Using Numerical Simulations Constrained by Single-Well Aquifer Tests

Hydraulic conductivities of volcanic and carbonate lithologic units at the Nevada Test Site were estimated from flow logs and aquifer-test data. Borehole flow and drawdown were integrated and interpreted using a radial, axisymmetric flow model, AnalyzeHOLE. This integrated approach is used because complex well completions and heterogeneous aquifers and confining units produce vertical flow in the annular space and aquifers adjacent to the wellbore. AnalyzeHOLE simulates vertical flow, in addition to horizontal flow, which accounts for converging flow toward screen ends and diverging flow toward transmissive intervals. Simulated aquifers and confining units uniformly are subdivided by depth into intervals in which the hydraulic conductivity is estimated with the Parameter ESTimation (PEST) software. Between 50 and 150 hydraulic-conductivity parameters were estimated by minimizing weighted differences between simulated and measured flow and drawdown. Transmissivity estimates from single-well or multiple-well aquifer tests were used to constrain estimates of hydraulic conductivity. The distribution of hydraulic conductivity within each lithology had a minimum variance because estimates were constrained with Tikhonov regularization. AnalyzeHOLE simulated hydraulic-conductivity estimates for lithologic units across screened and cased intervals are as much as 100 times less than those estimated using proportional flow-log analyses applied across screened intervals only. Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the GAO report on accountability for small arms and light weapons that the United States has obtained and provided or intends to provide to the Afghan National Security Forces (ANSF)--the Afghan National Army and the Afghan National Police. Given the unstable security conditions in Afghanistan, the risk of loss and theft of these weapons is significant, which makes this hearing particularly timely. This testimony today focuses on (1) the types and quantities of weapons the Department of Defense (Defense) has obtained for ANSF, (2) whether Defense can account for the weapons it obtained for ANSF, and (3) the extent to which ANSF can properly safeguard and account for its weapons and other sensitive equipment."

Iraq and Afghanistan: Availability of Forces, Equipment, and Infrastructure Should Be Considered in Developing U.S. Strategy and Plans

Testimony issued by the Government Accountability Office with an abstract that begins "The United States is in the process of developing its strategy for operations in Afghanistan, as well as for the drawdown and continued operations of forces in Iraq. As of December 2008, approximately 32,500 U.S. troops were deployed in Afghanistan. Moreover, DOD may add an additional 30,000 troops in Afghanistan. Since 2001, the war in Afghanistan changed from a violent struggle against al Qaeda and its Taliban supporters to a multi-faceted counterinsurgency effort. As of December 2008, U.S. troops in Iraq numbered approximately 148,500. DOD also had about 162,400 contractors in Iraq as of mid-2008. Today's testimony addresses (1) key observations regarding the development of U.S. strategy in Iraq and Afghanistan; (2) factors that should be considered as the United States refines its strategy for Iraq and plans to draw down forces; and (3) factors that should be considered as the United States develops a strategy for Afghanistan and plans for increasing forces. This statement is based on GAO reports and testimonies on Iraq and Afghanistan."

Oral History Interview with Ruth Scarse, February 12, 2009

The National Museum of the Pacific War presents an oral interview with Ruth Scarse. Scarse joined the Army in 1943 and became a WAAC. She was trained as a teletype operator and was sent to England to serve with the 8th Air Force. Scarse describes the voyage over on the Queen Mary, in particular having to share a state room with 24 others. She details her duties as a teletype operator and the place where she worked. Scarse also discusses the social activities that she took part in during her stay in the London area. She also describes how she met and married her husband who was an American supply sergeant and how an English couple hosted their honeymoon. Scarse returned to the US after the war and reunited with her husband a short time later.

Transportation Research: The Department of Transportation Has Made Progress in Coordinating and Reviewing Its Research Activities

Testimony issued by the Government Accountability Office with an abstract that begins "Research, development, and technology (RD&T) activities are vital to meeting the Department of Transportation's (DOT) priorities, such as increasing safety, enhancing mobility, and supporting the nation's economic growth. In fiscal year 2008, the department's RD&T budget totaled over $1.1 billion, primarily for highway and aviation projects. Over the years, concerns have been raised about DOT's capabilities to improve RD&T coordination and evaluation efforts across the agency. In 2004, Congress created DOT's Research and Innovative Technology Administration (RITA) to coordinate and review the department's RD&T programs and activities for the purposes of reducing research duplication, enhancing opportunities for joint efforts, and ensuring RD&T activities are meeting goals. In 2006 GAO reported that RITA had made progress toward these ends, but needed to do more. GAO's testimony focuses on (1) the importance of coordinating and evaluating RD&T activities and (2) RITA's progress in implementing GAO's 2006 recommendations. GAO's statement is based on its 2006 report, a review of best practices for coordination and evaluation, and follow-up discussions with RITA officials on actions to implement GAO's recommendations. Primary Care Professionals: Recent Supply Trends, Projections, and Valuation of Services

Testimony issued by the Government Accountability Office with an abstract that begins "Most of the funding for programs under title VII of the Public Health Service Act goes toward primary care medicine and dentistry training and increasing medical student diversity. Despite a longstanding objective of title VII to increase the total supply of primary care professionals, health care marketplace signals suggest an undervaluing of primary care medicine, creating a concern about the future supply of primary care professionals--physicians, physician assistants, nurse practitioners, and dentists. This concern comes at a time when there is growing recognition that greater use of primary care services and less reliance on specialty services can lead to better health outcomes at lower cost. GAO was asked to focus on (1) recent supply trends for primary care professionals, including information on training and demographic characteristics; (2) projections of future supply for primary care professionals, including the factors underlying these projections; and (3) the influence of the health care system's financing mechanisms on the valuation of primary care services. GAO obtained data from the Health Resources and Services Administration (HRSA) and organizations representing primary care professionals. GAO also reviewed relevant literature and position statements of these organizations."

Testimony issued by the Government Accountability Office with an abstract that begins "The nation's wildland fire problems have worsened over the past decade. Recent years have seen dramatic increases in the number of acres burned and the dollars spent on preparing for and responding to wildland fires. As GAO has previously reported, a number of factors have contributed to worsening fire seasons and increased firefighting expenditures, including an accumulation of fuels due to past land management practices; drought and other stresses, in part related to climate change; and an increase in human development in or near wildlands. Recent GAO reports have identified shortcomings in the approach to wildland fire management taken by the responsible federal agencies--the Department of Agriculture's Forest Service and four agencies within the Department of the Interior. GAO was asked to testify on agency efforts to (1) develop a cohesive strategy for preparing for and responding to wildland fire, (2) contain federal expenditures related to wildland fire, and (3) improve the processes used to allocate funds for reducing accumulated fuels and to select fuel reduction projects. The National Museum of the Pacific War presents an oral interview with Edwin LeBreton. LeBreton was born in Louisiana and was in the Army National Guard stationed in Texas when Pearl Harbor was attacked. He served in an engineering outfit before entering military intelligence. After the war, LeBreton was sent to an engineer depot in Japan. After leaving Japan, he was stationed in France at another supply depot.

Oral History Interview with Joseph Dague, February 12, 2005

The National Museum of the Pacific War presents an interview with Joseph Dague. Dague joined the Army Air Forces Cadet Program in May of 1943. He trained on PT-17s, PT-13s, AT-10s, AT-6s and B-25s. He graduated from flying school in 1944 and transferred to the 434th Troop Carrier Command and went to George Field, Illinois. They were trained in pulling gliders and dropping paratroopers and supplies. He pulled Waco gliders and provides some detail of this experience. Dague worked on aircraft and at a railroad shop, filling box cars, though he never shipped out. He was discharged in 1946 as a second lieutenant. Upon being discharged he opted to sign up for active reserves, which he served in for 20 years. He served also in the Vietnam War and provides some details of those experiences.

In an effort to strengthen the security of commercial aviation, the Transportation Security Administration (TSA) was created and charged with making numerous enhancements to aviation security, including federalizing passenger and baggage screening and screening checked baggage using explosive detection systems. To assess the progress of passenger and baggage screening operations, GAO was asked to describe TSA's efforts to (1) hire and deploy passenger and baggage screeners, (2) train the screening workforce, (3) measure screener performance in detecting threat objects, and (4) leverage and deploy screening equipment and technologies."

IRS's current program, commonly referred to as Business Systems Modernization (BSM), began in fiscal year 1999; about $1.4 billion has been reported spent on it to date. While progress has been made, the program continues to face significant challenges and risks. In recognition of these risks, IRS and a contractor recently completed several comprehensive assessments of BSM, including one of its Customer Account Data Engine (CADE) project, which is to modernize the agency's outdated data management system. At the request of the Subcommittee on Oversight, House Committee on Ways and Means, GAO's testimony will summarize (1) GAO's prior findings and recommendations, along with those of the recent assessments; and (2) actions IRS has taken or plans to take to address these issues."
