Systems Requirement Document for the MSRE U-233 Conversion System

The fissile material reclamation activities for the MSRE remediation project include the removal and recovery of uranium from the off-gas system, from the stored fuel salt, and finally, from the uranium-laden charcoal in the Auxiliary Charcoal Bed (ACB). Each of these operations produces an uranium/fluoride compound that is not suitable for long-term storage. The uranium-fluoride compounds can be stored for a limited period of time in pressure vessels. The interim-storage vessels are designed to handle the internal pressure buildup from gases formed by radiolysis of the uranium-fluoride compounds. The conversion process will take the pressurized vessels from interim storage and process the materials in a hot cell located at Building 4501. The gas in the vessels will be vented through chemical traps and then the traps will be processed to convert the various uranium-fluoride compounds to a stable uranium oxide form. This will be done one trap at a time. The chemical form of uranium being extracted from the off-gas system and from fuel salt fluorination process is uranium hexafluoride UF{sub 6}. During the operations at MSRE, the UF{sub 6} is chemisorbed onto sodium fluoride (NaF) traps where it forms the complex, 2NaF{center_dot}UF{sub 6}. The conversion process that will be …

Optical Imaging in Microstructures

This research was focused on developing morphology-dependent stimulated raman scattering (MDSRS) spectroscopy as an analytic optical imaging technique. MDSRS uses the cavity modes (called morphology dependent resonances, MDRs) associated with axisymmetric dielectric microstructures to generate nonlinear optical signals. Since different cavity modes span different regions inside the microstructure, it becomes possible to generate location-specific spectra. The information gotten from MDSRS imaging experiments is analogous with that generated from magnetic resonance imaging (MRI) studies in that spatial variations in chemical composition and molecular configuration within a structure can be mapped out. The authors demonstrated that MDSRS imaging is feasible and is free from nonlinear artifact. They did this by measuring the molecular structure variations that are present in the interfaces of 180 {micro}m dia. charged water droplets. The 4 publications that resulted from these studies are attached. From a chemical perspective a water droplet is, however, a simple thing. Will it be possible to use MDSRS imaging to study more complex systems such as combusting fuel droplets, layered polymer or glass fibers, or biological cells? Neutronics Benchmarks for the Utilization of Mixed-Oxide Fuel: Joint U.S./Russian Progress Report for Fiscal Year 1997

In 1967, a series of critical experiments were conducted at the Westinghouse Reactor Evaluation Center (WREC) using mixed-oxide (MOX) PuO{sub 2}-UO{sub 2} and/or UO{sub 2} fuels in various lattices and configurations . These experiments were performed under the joint sponsorship of the Empire State Atomic Development Associates (ESADA) plutonium program and Westinghouse . The purpose of these experiments was to develop experimental data to validate analytical methods used in the design of a plutonium-bearing replacement fuel for water reactors. Three different fuels were used during the experimental program: two MOX fuels and a low-enriched UO{sub 2} fuel. The MOX fuels were distinguished by their {sup 240}Pu content: 8 wt% {sup 240}Pu and 24 wt% {sup 240}Pu. Both MOX fuels contained 2.0 wt % PuO{sub 2} in natural UO{sub 2} . The UO{sub 2} fuel with 2.72 wt % enrichment was used for comparison with the plutonium data and for use in multiregion experiments.

Mechanical properties of 20% cold-worked 316 stainless steel irradiated at low dose rate.

To assess the effects of long-term, low-dose-rate neutron exposure on mechanical strength and ductility, tensile properties were measured on irradiated 20% cold-worked Type 316 stainless steel. Samples were prepared from reactor core components retrieved from the EBR-II reactor following final shutdown. Sample locations were chosen to cover a dose range of 1-47 dpa at temperatures from 371-385 C and dose rates from 0.8-2.8 x 10{sup -7} dpa/s. These dose rates are about one order of magnitude lower than those of typical EBR-II in-core experiments. Irradiation caused hardening, with the yield strength (YS) following approximately the same trend as the ultimate tensile strength (UTS). At higher dose, the difference between the UTS and YS decreases, suggesting the work-hardening capability of the material is decreasing with increasing dose. Both the uniform elongation and total elongation decrease up to the largest dose. Unlike the strength data, the ductility reduction showed no signs of saturated at 20 dpa. While the material retained respectable ductility at 20 dpa, the uniform and total elongation decreased to <1 and <3%, respectively, at 47 dpa. Report on HVAC Option Selections for a Relocatable Classroom Energy and Indoor Environmental Quality Field Study

It is commonly assumed that efforts to simultaneously develop energy efficient building technologies and to improve indoor environmental quality (IEQ) are unfeasible. The primary reason for this is that IEQ improvements often require additional ventilation that is costly from an energy standpoint. It is currently thought that health and productivity in work and learning environments requires adequate, if not superior, IEQ. Despite common assumptions, opportunities do exist to design building systems that provide improvements in both energy efficiency and IEQ. This report outlines the selection of a heating, ventilation, and air conditioning (HVAC) system to be used in demonstrating such an opportunity in a field study using relocatable school classrooms. Standard classrooms use a common wall mounted heat pump HVAC system. After reviewing alternative systems, a wall-mounting indirect/direct evaporative cooling system with an integral hydronic gas heating is selected. The anticipated advantages of this system include continuous ventilation of 100 percent outside air at or above minimum standards, projected cooling energy reductions of about 70 percent, inexpensive gas heating, improved airborne particle filtration, and reduced peak load electricity use. Potential disadvantages include restricted climate regions and possible increases in indoor relative humidity levels under some conditions.

Effect of catalyst structure on oxidative dehydrogenation of ethane and propane on alumina-supported vanadia

The catalytic properties of Al2O3-supported vanadia with a wide range of VOx surface density (1.4-34.2 V/nm2) and structure were examined for the oxidative dehydrogenation of ethane and propane. UV-visible and Raman spectra showed that vanadia is dispersed predominantly as isolated monovanadate species below {approx}2.3 V/nm2. As surface densities increase, two-dimensional polyvanadates appear (2.3-7.0 V/nm2) along with increasing amounts of V2O5 crystallites at surface densities above 7.0 V/nm2. The rate constant for oxidative dehydrogenation (k1) and its ratio with alkane and alkene combustion (k2/k1 and k3/k1, respectively) were compared for both alkane reactants as a function of vanadia surface density. Propene formation rates (per V-atom) are {approx}8 times higher than ethene formation rates at a given reaction temperature, but the apparent ODH activation energies (E1) are similar for the two reactants and relatively insensitive to vanadia surface density. Ethene and propene formation rates (per V-atom) are strongly influenced by vanadia surface density and reach a maximum value at intermediate surface densities ({approx}8 V/nm2). The ratio of k2/k1 depends weakly on reaction temperature, indicating that activation energies for alkane combustion and ODH reactions are similar. Atomic-Based Calculations of Two-Detector Doppler-Broadening Spectra

We present a simplified approach for calculating Doppler broadening spectra based purely on atomic calculations. This approach avoids the need for detailed atomic positions, and can provide the characteristic Doppler broadening momentum spectra for any element. We demonstrate the power of this method by comparing theory and experiment for a number of elemental metals and alkali halides. In the alkali halides, the annihilation appears to be entirely with halide electrons.

Transcript of an oral interview with James Avery. Mr Avery was a junior at the University of Illinois when Pearl Harbor was attacked. He signed up with the Army Air Corps since they would let him finish his degree before they would take him. However, the Army Air Corps was not able to honor its commitment since they needed pilots badly. In March 1943, they called him up and sent him to Lackland Air Base for the preflight program. From there, Avery went to Fort Stockton where he learned to fly in a Fairchild PT-19 and then to Goodfellow Field in San Angelo to learn to fly a BT-13. After two months of basic training, he went to Reese Air Base in Lubbock to train in the AT-17 and got his wings there in January 1944. Avery wanted to fly the B-26 and he got his wish; reporting first to Del Rio and then to Barksdale Field where he got his crew assigned. There were six of them in the crew. After about three months at Barksdale, they went to Savannah, Georgia to pick up a brand new airplane. However, they had to wait six weeks for their ship; Martin …

FIELD DEMONSTRATION OF A MEMBRANE PROCESS TO RECOVER HEAVY HYDROCARBONS AND TO REMOVE WATER FROM NATURAL GAS

The objective of this project is to design, construct and field demonstrate a 3-MMscfd membrane system to recover natural gas liquids (NGL) and remove water from raw natural gas. An extended field test to demonstrate system performance under real-world conditions is required to convince industry users of the efficiency and reliability of the process. The system will be designed and fabricated by Membrane Technology and Research, Inc. (MTR) and then installed and operated at British Petroleum (BP)-Amoco's Pascagoula, MS plant. The Gas Research Institute will partially support the field demonstration and BP-Amoco will help install the unit and provide onsite operators and utilities. The gas processed by the membrane system will meet pipeline specifications for dewpoint and Btu value and can be delivered without further treatment to the pipeline. Based on data from prior membrane module tests, the process is likely to be significantly less expensive than glycol dehydration followed by propane refrigeration, the principal competitive technology. At the end of this demonstration project the process will be ready for commercialization. The route to commercialization will be developed during this project and may involve collaboration with other companies already servicing the natural gas processing industry.

Transcript of an oral interview with George Allen Barrett. Born in Pittsburgh, Pennsylvania in January 1922, he enlisted in the Navy in January 1940. He completed Recruit Training in San Diego and was transferred to the Hospital Corps School at the Naval Hospital San Diego in April 1940. Upon graduation in July 1940, he was assigned to the Naval Hospital, Pearl Harbor, Hawaii. In July 1941 he was transferred to the USS McDonough (DD 351) where he recalls that on the morning of December 7, 1941, the McDonough was in Pearl Harbor undergoing repairs. He remembers the crew reassembling the propulsion machinery and the ship getting underway to out of the harbor. He recalls that McDonough remained homeported out of Pearl Harbor and conducted various patrols into the South Pacific theater. He recounts that in February 1942 McDonough collided with the USS Colorado (BB-45) in heavy seas. Later in 1942 he was assigned to the Oakland Naval Hospital, where he recalls his duties and his subsequent marriage. He states that he requested reassignment and was transferred to a Combat Utility Battalion in San Bruno, California for training in anticipation of the upcoming invasion of a Pacific island (unnamed). Agriculture and Fast Track or Trade Promotion Authority

New “fast track” (or, trade promotion) authority (TPA) is at issue in the 107th Congress. Such authority could enable the Administration to submit negotiated foreign trade agreements to Congress for consideration under expedited procedures. Efforts to renew this authority, which expired in 1994, have not succeeded since then. Many agricultural and food industry interests are among the export-oriented enterprises that support TPA, arguing that foreign trading partners will not seriously negotiate with an Administration that lacks it. However, some farm groups argue that fast track ultimately will lead to new agreements that could have adverse effects on U.S. producers, at least in some commodity sectors.

Ordering sparse matrices for cache-based systems

The Conjugate Gradient (CG) algorithm is the oldest and best-known Krylov subspace method used to solve sparse linear systems. Most of the coating-point operations within each CG iteration is spent performing sparse matrix-vector multiplication (SPMV). We examine how various ordering and partitioning strategies affect the performance of CG and SPMV when different programming paradigms are used on current commercial cache-based computers. However, a multithreaded implementation on the cacheless Cray MTA demonstrates high efficiency and scalability without any special ordering or partitioning.

Neutron and Gamma Fluxes and dpa Rates for HFIR Vessel Beltline Region (Present and Upgrade Designs)

The Oak Ridge National Laboratory (ORNL) High Flux Isotope Reactor (HFIR) is currently undergoing an upgrading program, a part of which is to increase the diameters of two of the four radiation beam tubes (HB-2 and HB-4). This change will cause increased neutron and gamma radiation dose rates at and near locations where the tubes penetrate the vessel wall. Consequently, the rate of radiation damage to the reactor vessel wall at those locations will also increase. This report summarizes calculations of the neutron and gamma flux (particles/cm{sup 2}/s) and the dpa rate (displacements/atom/s) in iron at critical locations in the vessel wall. The calculated dpa rate values have been recently incorporated into statistical damage evaluation codes used in the assessment of radiation induced embrittlement. Calculations were performed using models based on the discrete ordinates methodology and utilizing ORNL two-dimensional and three-dimensional discrete ordinates codes. Models for present and proposed beam tube designs are shown and their results are compared. Results show that for HB-2, the dpa rate in the vessel wall where the tube penetrates the vessel will be increased by {approximately}10 by the proposed enlargement. For HB-4, a smaller increase of {approximately}2.6 is calculated.

Supplemental analyses are described that include the addition of surveillance specimen mounts to discrete ordinates models of HFIR beam tubes. These models have been used to calculate the changes in the displacements/atom/s (dpa rate) in the reactor vessel wall that result from design changes in the HB-2 and HB-4 beam tubes. The dpa rate is related to the embrittlement of the vessel wall that results from radiation damage. The work reported is in support of the materials surveillance program that will be implemented in conjunction with the upgrade design. Modifications to the earlier models have only a small effect on the results at the primary areas of concern in the vessel wall.

Revisiting the 'Buy versus Build' Decision for Publicly Owned Utilities in California Considering Wind and Geothermal Resources

The last two decades have seen a dramatic increase in the market share of independent, nonutility generators (NUGs) relative to traditional, utility-owned generation assets. Accordingly, the ''buy versus build'' decision facing utilities--i.e., whether a utility should sign a power purchase agreement (PPA) with a NUG, or develop and own the generation capacity itself--has gained prominence in the industry. Very little of this debate, however, has focused specifically on publicly owned electric utilities, and with few exceptions, renewable sources of supply have received similarly scant attention. Contrary to historical treatment, however, the buy versus build debate is quite relevant to publicly owned utilities and renewables because publicly owned utilities are able to take advantage of some renewable energy incentives only in a ''buy'' situation, while others accrue only in a ''build'' situation. In particular, possible economic advantages of public utility ownership include: (1) the tax-free status of publicly owned utilities and the availability of low-cost debt, and (2) the renewable energy production incentive (REPI) available only to publicly owned utilities. Possible economic advantages to entering into a PPA with a NUG include: (1) the availability of federal tax credits and accelerated depreciation schedules for certain forms of NUG-owned renewable energy, and …

Pd/Cu site interchange in UCu{sub 5-x}Pd{sub x}

Although Pd/Cu site interchange in the non-Fermi liquid (NFL) material UCu{sub 4}Pd has been observed, the relationship between this disorder and the NFL behavior remains unclear. In order to better compare to the UCu{sub 5-x}Pd{sub x} phase diagram, they report results from Pd K edge x-ray absorption fine structure (XAFS) experiments on this series (x = 0.3-1.5) that determine the fraction of Pd atoms on the nominally Cu (16e) sites, s. They find that for these unannealed samples, s is at least 17% for all the samples measured, even for x < 1.0, although it does climb monotonically beyond its minimum at x = 0.7. These data are compared to changes in the lattice parameter as a function of x.
