Improvement Continues in DOD's Reporting on Sustainable Ranges, but Opportunities Exist to Improve Its Range Assessments and Comprehensive Plan

Correspondence issued by the Government Accountability Office with an abstract that begins "In the midst of the global war on terrorism and recent operations in Iraq and Afghanistan, the Department of Defense (DOD) is working to make U.S. forces more agile and expeditionary. This transformation involves a shift from a Cold War era defense posture to a military that can surge quickly to trouble spots around the globe. In order to accomplish this transformation, it is vital for U.S. forces to train as they intend to fight. New advances in technology, coupled with this shift in force posture, mean that DOD needs to continually update and maintain its training ranges. Military training ranges vary in size from a few acres--for small arms training--to over a million acres for large maneuver exercises and weapons testing, as well as broad open ocean areas that provide for offshore training and testing. These ranges face ever increasing limitations and restrictions on land, water, and airspace as residential, commercial, and industrial development continues to expand around and encroach upon once remote military training and testing installations. Mad Cow Disease: An Evaluation of a Small Feed Testing Program FDA Implemented in 2003 With Recommendations for Making the Program a Better Oversight Tool

Correspondence issued by the Government Accountability Office with an abstract that begins "In 1997, the Food and Drug Administration (FDA) banned the use of most proteins derived from mammals (referred to as prohibited material) in feed intended for cattle and other ruminants. The feed-ban rule is one of the primary actions taken by the federal government to protect U.S. cattle from bovine spongiform encephalopathy (BSE), commonly known as mad cow disease, which is believed to be spread through feed that contains malformed protein found in certain tissue--particularly brain and central nervous system tissue--of BSE-infected animals. Earlier this year, mad cow disease was found for the first time in a 12-year old animal born and raised in the United States. In January 2002, we reported on the effectiveness of federal actions to prevent the introduction and spread of BSE in the United States and identified a number of areas where improvements were needed to strengthen FDA's oversight of firms in the feed industry. In February 2005, we issued a follow-up report that examined the effectiveness of FDA's actions since the 2002 report to ensure industry compliance with the feed-ban rule and protect U.S. cattle from BSE. Benefits and Costs of the Debt Relief Enhancement Act of 2002

Correspondence issued by the General Accounting Office with an abstract that begins "Despite years of effort to provide debt relief to the world's poorest countries, these countries' debt problems still have not been resolved. In response to this situation, Congress introduced Senate Bill 2210, the Debt Relief Enhancement Act of 2002, to reduce these countries' debt service payments to manageable levels. The act proposes that no qualified country pay more than 10 percent of its revenue on external debt service or no more than 5 percent if the country suffers a public health crisis. GAO found that the act would immediately lower the debt service of countries that qualify for relief. It would cost $2.7 billion for 26 countries over the next 3 years and have no effect on long-term debt sustainability. If applied over a 20-year period, the act's provisions would address the long-term debt sustainability of these countries. However, the cost of the proposal would grow to between $7 billion and $12 billion for those 26 countries. An alternative debt proposal, proposed by the Bush administration, is to convert up to 50 percent of future multilateral concessional loans to grants. Anthrax Vaccine: Preliminary Results of GAO's Survey of Guard/Reserve Pilots and Aircrew Members

Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the Department of Defense's (DOD) Anthrax Vaccine Program. Many questions have been raised about the program since DOD began vaccinating its 2.4 million active duty and reserve members in 1998. A major concern has been the program's effect on the National Guard and Air Force Reserve's retention of trained and experienced personnel. A questionnaire sent to 1,253 randomly selected Guard and Reserve pilots and others revealed that the anthrax immunization was a key reason these individuals left or otherwise changed their military status. Since September 1998, an estimated 25 percent of the pilots and aircrew members of the Guard and Reserve in this population transferred to another unit, left the military, or moved to inactive status."

Internet Privacy: Comparison of Federal Agency Practices With FTC's Fair Information Principles

Testimony issued by the General Accounting Office with an abstract that begins "This testimony compares federal agency Internet privacy policies with the Federal Trade Commission's (FTC) fair information principles. The World Wide Web requires the collection of certain data, such as Internet addresses, from individuals who visit web sites. However, the collection of even this most basic data can be controversial because of the public's apprehension about what information is collected and how it could be used. FTC supports the following four fair information principles: notice, choice, access, and security. Although these principles apply to Internet privacy issues in the commercial sector, federal web sites are governed by specific laws designed to protect individual's privacy when agencies collect personal information. GAO found that all of the 65 federal web sites it analyzed collected personal identifying information from their visitors."
