A letter report issued by the General Accounting Office with an abstract that begins "From fiscal years 1997 through 2000, the number of individual and business tax returns filed electronically increased from 23 million to 41 million. During the same period, the Internal Revenue Service's (IRS) expenditures for submission processing grew from $795 million to $924 million, an increase of 16 percent. Because it costs less to process an electronic return than a paper return, a growth in processing costs seemed improbable. Interviews with IRS officials and an analysis of relevant documentation identified several factors that limited the impact of electronic filing. Specifically, (1) the overall number of individual and business tax returns filed increased, and the resources needed to process that increase partially offset the resources saved by processing more electronic returns; (2) the number of the most costly to process individual income tax returns filed on paper essentially stayed the same; and (3) the number of individual income tax returns filed on paper and received during the peak filing period stayed relatively the same, and peak processing needs drive the resources needed to process individual paper returns. Mathematical modeling and simulations of semisolid filling processes remains a critical issue in understanding and optimizing the process. Semisolid slurries are non-Newtonian materials that exhibit complex rheological behavior. There the way these slurries flow in cavities is very different from the way liquid in classical casting fills cavities. Actually filling in semisolid processing is often counter intuitive

Fuel cell systems are attractive for their high efficiency (i.e., electric power generated per weight/volume of fuel,) and lower emissions. These systems are being developed for applications that include transportation (propulsion and auxiliary), remote stationary, and portable. Where these systems use on-board fuel processing of available fuels, the fuel processor requires high-purity water. For utility applications, this water may be available on-site, but for most applications, the process water must be recovered from the fuel cell system exhaust gas. For such applications, it is critically important that the fuel cell system be a net water-producing device. A variety of environmental conditions (e.g., ambient temperature, pressure), fuel cell system design, and operating conditions determine whether the fuel cell system is water-producing or water-consuming. This paper will review and discuss the conditions that determine the net-water balance of a generic fuel cell system and identify some options that will help meet the water needs of the fuel processor.

Despite its name, automatic differentiation (AD) is often far from an automatic process. often one must specify independent and dependent variables, indicate the derivative quantities to be computed, and perhaps even provide information about the structure of the Jacobians or Hessians being computed. However, when AD is used in conjunction with a toolkit with well-defined interfaces, many of these issues do not arise. They describe recent research into coupling the ADIC automatic differentiation tool with PETSc, a toolkit for the parallel numerical solution of PDEs. This research leverages the interfaces and objects of PETSc to make the AD process very nearly transparent.

A letter report issued by the General Accounting Office with an abstract that begins "The Defense Logistics Agency (DLA) plays a critical role in supporting America's military forces worldwide. DLA relies on software-intensive systems to support its work. An important determinant of the quality of software-intensive systems, and thus DLA's mission performance, is the quality of the processes used to acquire these systems. DLA lacks mature software acquisition processes across the agency, as seen in the wide disparity in the rigor and discipline of processes between the two systems GAO evaluated. DLA also lacks a software process improvement program to effectively strengthen its corporate software acquisition processes."

We use polarization-modulated second harmonic generation to image fiber orientation in collagen tissues, with an axial resolution of about 10 {micro}m and a transverse resolution of up to 1 {micro}m. A linearly polarized ultra-short pulse (200 fs) Ti:Sapphire laser beam is modulated using an electro-optic modulator and quarter-wave plate combination and focused onto a translation stage mounted sample using a microscope objective. The generated second harmonic light is collected using a photomultiplier tube and demodulated using phase sensitive detection to obtain signal intensity and fiber orientation information. In order to obtain second harmonic generation images of different types of collagen organization, we analyze several different tissues, including rat-tail tendon, mouse aorta, mouse fibrotic liver, and porcine skin. We can use our technique to image fibrotic tissue in histological sections of damaged liver and to identify burned tissue in porcine skin to a depth of a few hundred microns. Polarization-modulated second harmonic generation potentially could be a useful clinical technique for diagnosing collagen related disease or damage, especially in the skin.
