Hong Kong After Its Return to China: Implications for US Interests (open access)

Hong Kong After Its Return to China: Implications for US Interests

Hong Kong's return to China on July 1, 1997, went surprisingly smoothly. In the ensuing months, policy analysts are trying to assess how the territory will fare in the longer run under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in recent years suggest Washington might be hesitant to do so.

China's Foreign Conventional Arms Acquisitions: Background and Analysis

This report examines the major, foreign conventional weapon systems that China has acquired or has committed to acquire since 1990, with particular attention to implications for U.S. security concerns. It is not the assumption of this report that China’s military, the People’s Liberation Army (PLA), will engage in conflict with other forces in Asia. Nonetheless, since the mid-1990s, there has been increasing concern about China’s assertiveness in Asia and greater threats against Taiwan.

China's Exchange Rate Peg: Economic Issues and Options for U.S. Trade Policy

The continued rise in the U.S.-China trade imbalance and complaints from U.S. manufacturing firms and workers over the competitive challenges posed by cheap Chinese imports have led several Members to call for a more aggressive U.S. stance against certain Chinese trade policies they deem to be unfair, such as China’s policy of pegging its currency (the yuan) to the U.S. dollar. Some Members assert this policy constitutes a form of “currency manipulation” intended to give China an unfair trade advantage and is contributing to the loss of U.S. manufacturing jobs.

Internet Development and Information Control in the People's Republic of China (open access)

Internet Development and Information Control in the People's Republic of China

Since its founding in 1949, the People’s Republic of China (PRC) has exerted great effort in manipulating the flow of information and prohibiting the dissemination of viewpoints that criticize the government or stray from the official Communist party view. The introduction of Internet technology in the mid-1990’s presented a challenge to government control over news sources, and by extension, over public opinion. While the Internet has developed rapidly, broadened access to news, and facilitated mass communications in China, many forms of expression online, as in other mass media, are still significantly stifled. This report discusses the history of this issue and examines the U.S.'s response.
