SEISMIC SOURCE SCALING AND DISCRIMINATION IN DIVERSE TECTONIC ENVIRONMENTS

The objectives of this study are to improve low-magnitude regional seismic discrimination by performing a thorough investigation of earthquake source scaling using diverse, high-quality datasets from varied tectonic regions. Local-to-regional high-frequency discrimination requires an estimate of how earthquakes scale with size. Walter and Taylor (2002) developed the MDAC (Magnitude and Distance Amplitude Corrections) method to empirically account for these effects through regional calibration. The accuracy of these corrections has a direct impact on our ability to identify clandestine explosions in the broad regional areas characterized by low seismicity. Unfortunately our knowledge of source scaling at small magnitudes (i.e., m{sub b} < {approx}4.0) is poorly resolved. It is not clear whether different studies obtain contradictory results because they analyze different earthquakes, or because they use different methods. Even in regions that are well studied, such as test sites or areas of high seismicity, we still rely on empirical scaling relations derived from studies taken from half-way around the world at inter-plate regions. We investigate earthquake sources and scaling from different tectonic settings, comparing direct and coda wave analysis methods. Oral History Interview with Hilda Tagle, July 10, 2016

Hilda G. Tagle is a Senior United States District Judge of the United States District Court for the Southern District of Texas. Born in Corpus Christi, Texas, Tagle received an Associate of Arts degree from Del Mar College in 1967, a Bachelor of Arts degree from East Texas State University in 1969 and won a Distinguished Alumni Award in 2012, a Master of Science from North Texas State University in 1971, and a Juris Doctor from the University of Texas School of Law in 1977. Tagle was nominated for her seat by President Bill Clinton on March 21, 1997, to a new seat created by 104 Stat. 5089. She was confirmed by the United States Senate on March 11, 1998, and received her commission on March 17, 1998. She took senior status on December 31, 2012.

Tactical Vulnerability Assessment Training Program

The Department of Energy sponsors a 9-day training program for individual who are responsible for evaluating and planning safeguards systems and for preparing DOE Master and Security Agreements (MSSAs). These agreements between DOE headquarters and operations offices establish required levels of protection. The curriculum includes: (1) the nature of potential insider and outsider threats involving theft or diversion of special nuclear material, (2) use of computerized tools for evaluating the effectiveness of physical protection and material control and acoountability systems, and (3) methods for analyzing the benefits and costs of safeguards improvements and for setting priorities among proposed upgrades. The training program is varied and highly interactive. Presentations are intermixed with class discussions and ''hands-on'' analysis using computer tools. At the end of the program, participants demonstrate what they have learned in a two-and-one-half day ''field excercise,'' which is conducted on a facility scale-model. The training programs has been conducted six times and has been attended by representatives of all DOE facilities. Additional sessions are planned at four-month intervals. This paper describes the training program, use of the tools in preparing MSSAs for various DOE sites, and recent extensions and refinements of the evaluation tools.
