SAF/IEB will oversee a series ofMAJCOM directed site surveys for bases affected by BRAC 2005 recommendations. These site surveys are the first step in identifying BRAC 2005 operational, communications and construction requirements for use in future programming actions. Attached is the installation site survey priority list (Atch I).

The analysis phase of the BRAC 2005 effort is coming to a close. It is time to consider implementation guidance and how it affects you. Initial guidance is being prepared to help you during preliminary BRAC implementation planning. The basic preparation for closure or realignment is similar to what bases and MAJCOMs went through during the last four BRAC rounds. Details might differ but the end result will be the same.

Testimony issued by the Government Accountability Office with an abstract that begins "GAO has identified Afghanistan and Pakistan as two of the most urgent issues facing this Administration and this Congress. In March, the President announced a strategy for Afghanistan and Pakistan, with a broad strategic goal of disrupting, dismantling, and defeating Al-Qaeda in Afghanistan; destroying its allies and safe havens in Pakistan; and preventing their return to Pakistan or Afghanistan. With additional U.S. resources and attention focusing on Afghanistan and Pakistan, there will be additional oversight to ensure the accountability of U.S. efforts. This testimony addresses (1) GAO's oversight of U.S. efforts in Afghanistan and Pakistan; (2) how GAO coordinates its efforts with its colleagues in the accountability community; and (3) some of the challenges GAO faces carrying out oversight. This testimony is based on past GAO reports and testimonies examining U.S. efforts in Afghanistan and Pakistan. Testimony issued by the Government Accountability Office with an abstract that begins "Amtrak has provided food and beverage service on its trains since it began operations in 1971. Amtrak has struggled since its inception to earn sufficient revenues and depends heavily on federal subsidies to remain solvent. While a small part of Amtrak's overall expenditures, Amtrak's food and beverage service illustrates concerns in Amtrak's overall cost containment, management and accountability issues. This testimony is based on GAO's work on Amtrak's management and performance as well as additional information gained from Amtrak and other transportation providers. This testimony focuses on (1) the provisions written into Amtrak's contract with Gate Gourmet to control costs, (2) the types of management controls Amtrak exercises to prevent overpayments, and (3) the information Amtrak collects and uses to monitor the service and to report to stakeholders such as its Board of Directors."

Testimony issued by the Government Accountability Office with an abstract that begins "GAO has done many studies over the past 7 years on anthrax vaccine safety and anthrax detection methods. GAO has reported the lack of validated methods for detecting anthrax contamination and has recommended a coordinated approach to improving the overall process for detecting anthrax that included a probability-based sampling strategy. GAO also reported that the vaccine has not been adequately tested on humans; no studies have been done to determine the optimum number of doses; the long-term safety has not been studied and data on short-term reactions are limited; however, women report higher rates of reactions than do men. Given these problems, GAO recommended the development, of a better, alternative vaccine."
