SAF/IEB will oversee a series ofMAJCOM directed site surveys for bases affected by BRAC 2005 recommendations. These site surveys are the first step in identifying BRAC 2005 operational, communications and construction requirements for use in future programming actions. Attached is the installation site survey priority list (Atch I).

The analysis phase of the BRAC 2005 effort is coming to a close. It is time to consider implementation guidance and how it affects you. Initial guidance is being prepared to help you during preliminary BRAC implementation planning. The basic preparation for closure or realignment is similar to what bases and MAJCOMs went through during the last four BRAC rounds. Details might differ but the end result will be the same.

This is to inform you all awards of MILCON, P7111 P713 MFH MILCON, O&M Sustainment, and O&M Restoration & Modernization projects in CONUS and US territories will immediately be placed on hold through 16 May 2005. This applies to all projects with bid openings and those pending contract award. For projects currently out for bids or ready for advertisement, recommend MAJCOMs proceed to open bids with bid acceptance periods of 120 days.

Disregard restriction header and footer - We audited the procedures, data, and controls that the Reserve Component Process Action Team used to develop Army Reserve Component proposals for inclusion in the Base Realignment and Closure 2005 process. Although we identified some areas where the Process Action Team needed to strengthen procedures, the team took corrective actions during the audit, and we concluded that the team had appropriate procedures for identifying candidate facilities and functions to study for possible closure or realignment. Our review of the support for the critical data elements for 59 Reserve Component proposals identified differences in amounts reported and what was supported by documentation or audit results. However, the team took actions to mitigate the risk of using incorrect data and established procedures to correct and recertify the data. Specifically, the team:

We performed this audit as part of our overall audit of the 2005 Army Basing Study. We will include the results of this audit in a summary report at the end of the study. Our conclusions are positive; thus we are making no recommendations and the report is not subject to the command-reply process that Army Regulation 36-2 prescribes. However, we have incorporated the official Army position on our conclusions in Annex C.
