World Trade Organization (WTO): Issues in the Debate on U.S. Participation

In a report submitted to Congress on March 2, 2005 on the costs and benefits of continued participation in the WTO, the Administration cited a number of statistics that show growth in the U.S. and world economies since establishment of the WTO. Whether the growth cited was the result exclusively or mainly of activity in the WTO is arguable. Academic studies indicate that the United States would gain substantially from broad reductions in trade barriers worldwide. At the same time, some workers and industries might not share in those gains. Questions of governance and power are among the issues at the heart of the debate on the WTO. Major decisions in the WTO are made by member governments, who determine their negotiating positions, file dispute challenges, and implement their decisions. However, some challenge the claim that the WTO is democratic in nature by arguing that smaller countries are left out of the decisionmaking and that governments tend to represent large commercial interests only.

WTO Doha Round: Agricultural Negotiating Proposals

The pace of negotiations in the Doha Round of multilateral trade negotiations has quickened as the mid-December Hong Kong Ministerial Conference of the World Trade Organization (WTO) approaches. At Hong Kong, WTO member countries are expected to reach agreements on specific measures (known as modalities) to expand global trade in agricultural and industrial products and services and set the stage for intensive negotiations that would take place during 2006. Despite intense negotiations, agreements on modalities, especially for agriculture, have eluded negotiators. This report provides background information on the WTO, the Doha Round, the key negotiating groups, and a schedule of historical and upcoming events relevant to the agricultural negotiations; reviews the agreements reached in the July 2004 framework and identifies issues that remain to be resolved by the Hong Kong Ministerial in December; discusses and compares the major agricultural negotiating proposals; and discusses the potential effects of an agricultural agreement on U.S. farm policy.

X-Ray Absorption Studies of Vanadium-Containing Metal Oxide Nanocrystals

Metal oxide nanocrystals offer significant potential for use as catalysts or catalyst supports due to their high surface areas and unique chemical properties that result from the high number of exposed corners and edges. However, little is known about the catalytic activity of these materials, especially as oxidation catalysts. This research focused on the preparation, characterization and use of vanadium-containing nanocrystals as selective oxidation catalysts. Three vanadium-containing nanocrystals were prepared using a modified sol-gel procedure: V/MgO, V/SiO2, and vanadium phosphate (VPO). These represent active oxidation catalysts for a number of industrially relevant reactions. The catalysts were characterized by x-ray diffraction and Raman, UV-VIS, infrared and x-ray absorption spectroscopies with the goal of determining the primary structural and chemical differences between nanocrystals and microcrystals. The catalytic activity of these catalysts was also studied in oxidative dehydrogenation of butane and methanol oxidation to formaldehyde. V/MgO nanocrystals were investigated for activity in oxidative dehydrogenation of butane and compared to conventional V/MgO catalysts. Characterization of V/MgO catalysts using Raman spectroscopy and x-ray absorption spectroscopy showed that both types of catalysts contained magnesium orthovanadate at vanadium loadings below 15 weight%, but above that loading, magnesium pyrovanadate may have been present. The Yen/Dollar Exchange Rate

The dollar declined abruptly in value against the yen in the second quarter of 1994, spurring the central banks of seventeen nations to coordinate a series of intervention efforts in the world's currency trading markets. In addition, the dollar's decline sparked discussions of the possible policy moves the United States and other nations might take to stem the fluctuations in the value of the dollar. Economic theory and empirical evidence indicate that the underlying movement of the exchange rate is tied to the long-term, macroeconomic movements of the economy, or to the combined movements of the economies of different countries, such as the United States and Japan. These macroeconomic factors account for at least half of the overall movement of exchange rates.

Youth Opportunity Grants: Lessons Can Be Learned from Program, but Labor Needs to Make Data Available

A letter report issued by the Government Accountability Office with an abstract that begins "The Youth Opportunity Grant program (YO) represented an innovative approach to improving education and employment opportunities for at-risk youth by targeting resources in high poverty areas and incorporating strategies that experts have identified as effective for serving this population. The Department of Labor (the Department) awarded 36 grants in 2000, and the program continued for 5 years. The Department had used a similar approach on a smaller scale in previous programs, but little information is available on the impact of these other programs. In order to understand what can be learned from the Youth Opportunity Grant program, GAO examined the grantees' implementation of the program, challenges they faced, and what is known about the program's outcomes and impact. Yucca Mountain Milestone

The Department of Energy project to determine if the Yucca Mountain site in Nevada is suitable for geologic disposal of high-level nuclear waste reached a major milestone in late April when a 25-foot-diameter tunnel boring machine ``holed through'' completing a five-mile-long, horseshoe-shaped excavation through the mountain. When the cutting-head of the giant machine broke through to daylight at the tunnel's south portal, it ended a 2 1/2-year excavation through the mountain that was completed ahead of schedule and with an outstanding safety record. Video of the event was transmitted live by satellite to Washington, DC, where it was watched by Secretary of Energy Frederico Pena and other high-level DOE officials, signifying the importance of the project's mission to find a repository for high-level nuclear waste and spent nuclear fuel produced by nuclear power plants. This critical undertaking is being performed by DOE's Office of Civilian Radioactive Waste Management (OCRWM). The tunnel is the major feature of the Exploratory Studies Facility (ESF), which serves as an underground laboratory for engineers and scientists to help determine if Yucca Mountain is suitable to serve as a repository for the safe disposal of high-level nuclear waste. The CIF will treat hazardous and mixed low-level radioactive waste in a rotary kiln and secondary combustion chamber. A high efficiency air pollution control system follows the secondary chamber. The rotary kiln is designed with a gas seal at each end of its rotating barrel which provides a barrier between the interior of the kiln and outside air. The internal pressure of the rotary kiln will be maintained below atmospheric pressure, so exterior air passing the seals is forced into the kiln`s interior. Positive pressure may be applied in the seal labyrinth, adding a barrier to flow. Both CIF seals will be covered entirely with exhaust hoods, drawing air over the outside of the seal and into a HEPA filtered exhaust system. Cam follower misalignment on a John Zink rotary kiln seal caused damage to the seal`s rotor. The misalignment was quantified, corrected, and checked to verify straightness. The primary purpose of the correction was to allow seal testing 1 to continue, but the information is applicable to the Consolidated Incineration Facility (CIF) since two large seals of similar design will be installed there. Zirconium Tube Rupture from Localized Overheating

Very little information and data are available on the various physical properties of Zircaloy tubing, especially the high temperature- high pressure failure aspects. As greater use is being made of the low cross-sectional properties of this material in the design and development of reactor components, it was considered desirable to determine the type of failure that would be experienced under conditions of a localized over-heating. This hot-spot could be caused by "cocked" or warped fuel elements coming in direct contact with the process tube, thereby preventing adequate cooling media at the particular location.

Zirflex Dissolution of the Annular Cladding of Simulated Power Fuel Elements

The current interest in a tube-in-tube type Zircaloy-2 clad UO2 fuel element for use in the power reactors provided the incentive for a study of the dissolution of cladding from an annular space. The objectives of the study were to compare the estimated rate of dissolution in the annuli with rates on fully exposed metal. Because of an interest from the design standpoint, heat balance data from the study are reported.
