Enron: A Select Chronology of Congressional, Corporate, and Government Activities

This report presents basic background information on the collapse of the Enron Corporation, identifying public policy issues in financial market oversight. This report briefly summarizes some federal laws carrying criminal penalties which may be implicated in the events surrounding the collapse of the Enron Corp. This report compares the auditing and accounting reform measures passed by the House (H.R. 3763) and reported by the Senate Committee on Banking, Housing, and Urban Affairs. This report compares the major provisions of three auditor and accounting reform proposals: H.R. 3763, S. 2673, and a rule proposed on June 20, 2002, by the SEC that would create a new auditor oversight board by using the SEC’s existing authority to regulate corporate accounting. The report focuses on Section 404(a) of the Employee Retirement Income Security Act (ERISA), the federal statute that regulates employer-sponsored pension plans. Section 404(a) is considered the “touchstone for understanding the scope and object of an ERISA fiduciary’s duties.”

European Views and Policies Toward the Middle East

Managing policy differences on a range of issues emanating from the Middle East poses serious challenges for the United States and its European allies and friends. The most vitriolic dispute has centered on the conflict in Iraq. However, divisions over how best to approach the ongoing Israeli-Palestinian conflict, manage Iran and Syria, and combat terrorism also persist. How deep and lasting the clash over Iraq and subsequent Middle East policies will be to transatlantic relations will likely depend on several factors, including whether Washington and European capitals can cooperate more robustly to rebuild Iraq; whether Europeans perceive a renewed U.S. commitment to revive the Middle East peace process; and whether differences over Mideast issues spill over into NATO or impede EU efforts to forge a deeper Union.

Prevalence of Mental Illness in the United States: Data Sources and Estimates

This report briefly describes the methodology and selected findings of three large federally funded surveys that provide national prevalence estimates of diagnosable mental illness: the National Comorbidity Survey Replication (NCS-R), the National Comorbidity Survey Replication Adolescent Supplement (NCS-A), and the National Survey on Drug Use and Health (NSDUH). This report presents prevalence estimates of any mental illness and serious mental illness based on each survey and ends with a brief discussion of how these prevalence estimates might inform policy discussions.

This report shows that in recent years, attention has increasingly focused upon the minority composition of the Federal judiciary, in apparent response to concerns that judges appointed to the Federal bench should more compositely reflect the U.S. population they serve. Two of the larger U.S. subpopulations served by the Federal judiciary are blacks and Hispanics. Accordingly, this mini brief lists chronologically and cumulatively the appointments of blacks and Hispanics to the Federal bench, which includes the U.S.Supreme Court, Circuit Courts of Appeals, and District courts.
