This report provides results from an ongoing project to monitor the migration behavior and survival of wild juvenile spring/summer Chinook salmon in the Snake River Basin. Data reported is from detections of PIT tagged fish during late summer 2007 through mid-2008. Fish were tagged in summer 2007 by the National Marine Fisheries Service (NMFS) in Idaho and by the Oregon Department of Fish and Wildlife (ODFW) in Oregon. Our analyses include migration behavior and estimated survival of fish at instream PIT-tag monitors and arrival timing and estimated survival to Lower Granite Dam. Principal results from tagging and interrogation during 2007-2008 are: (1) In July and August 2007, we PIT tagged and released 7,390 wild Chinook salmon parr in 12 Idaho streams or sample areas. (2) Overall observed mortality from collection, handling, tagging, and after a 24-hour holding period was 1.4%. (3) Of the 2,524 Chinook salmon parr PIT tagged and released in Valley Creek in summer 2007, 218 (8.6%) were detected at two instream PIT-tag monitoring systems in lower Valley Creek from late summer 2007 to the following spring 2008. EpiPOD is a modeling system that enables local, regional, and county health departments to evaluate and refine their plans for mass distribution of antiviral and antibiotic medications and vaccines. An intuitive interface requires users to input as few or as many plan specifics as are available in order to simulate a mass treatment campaign. Behind the input interface, a system dynamics model simulates pharmaceutical supply logistics, hospital and first-responder personnel treatment, population arrival dynamics and treatment, and disease spread. When the simulation is complete, users have estimates of the number of illnesses in the population at large, the number of ill persons seeking treatment, and queuing and delays within the mass treatment system--all metrics by which the plan can be judged.

Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. The non-residential sector's commanding lead in terms of installed capacity in recent years primarily reflects two important differences between the non-residential and residential markets: (1) the greater federal 'Tax Benefits'--including the 30% investment tax credit (ITC) and accelerated tax depreciation--provided to commercial (relative to residential) PV systems, at least historically (this relative tax advantage has largely disappeared starting in 2009) and (2) larger non-residential project size. The SLAC National Accelerator Laboratory (SLAC), in collaboration with Argonne National Laboratory (ANL), Lawrence Livermore National Laboratory (LLNL), and the University of California at Los Angeles (UCLA), is constructing a Free-Electron Laser (FEL) research facility. The FEL has already met its performance goals in the wavelength range 1.5 nm - 0.15 nm. This facility, the Linac Coherent Light Source (LCLS), utilizes the SLAC 2-Mile Linear Accelerator (linac) and will produce sub-picosecond pulses of short wavelength X-rays with very high peak brightness and almost complete transverse coherence. The final one-third of the SLAC linac is used as the source of electrons for the LCLS. The high energy electrons are transported across the SLAC Research Yard, into a tunnel which houses a long undulator. In passing through the undulator, the electrons are bunched by the force of their own synchrotron radiation and produce an intense, monochromatic, spatially coherent beam of X-rays. By varying the electron energy, the FEL X-ray wavelength is tunable from 1.5 nm to 0.15 nm. The purpose of this project was to manage the Western Resources Project, which included a comprehensive, basin-wide set of experiments investigating the impacts of coal bed methane (CBM; a.k.a. coal bed natural gas, CBNG) production on surface and groundwater in the Powder River Basin in Wyoming. This project included a number of participants including Apache Corporation, Conoco Phillips, Marathon, the Ucross Foundation, Stanford University, the University of Wyoming, Montana Bureau of Mines and Geology, and Western Research Institute.

Calculations performed as part of this study indicate that injection of treated groundwater containing treated regenerant solution has a high potential for precipitate formation that could lead to plugging of formation porosity surrounding the injection well. In the worst case scenario, substantial plugging could occur within a year of the initiation of injection. Some uncertainty is associated with respect to this conclusion. The uncertainty results from the fact that equilibrium with the most stable mineral assemblage cannot always be assumed and that slow precipitation rates could occur and reliable estimates of precipitation kinetics under Hanford aquifer conditions are not available. It is recommended that the potential of calcium phosphate precipitation be investigated further using a combination of laboratory and field investigations.

Research on nuclear thermal propulsion systems (NTP) have been in forefront of the space nuclear power and propulsion due to their design simplicity and their promise for providing very high thrust at reasonably high specific impulse. During NERVA-ROVER program in late 1950's till early 1970's, the United States developed and ground tested about 18 NTP systems without ever deploying them into space. The NERVA-ROVER program included development and testing of NTP systems with very high thrust (~250,000 lbf) and relatively high specific impulse (~850 s). High thrust to weight ratio in NTP systems is an indicator of high acceleration that could be achieved with these systems. The specific impulse in the lowest mass propellant, hydrogen, is a function of square root of absolute temperature in the NTP thrust chamber. Therefor optimizing design performance of NTP systems would require achieving the highest possible hydrogen temperature at reasonably high thrust to weight ratio. High hydrogen exit temperature produces high specific impulse that is a diret measure of propellant usage efficiency.

We present a computational framework for integrating the state-of-the-art Weather Research and Forecasting (WRF) model in stochastic unit commitment/energy dispatch formulations that account for wind power uncertainty. We first enhance the WRF model with adjoint sensitivity analysis capabilities and a sampling technique implemented in a distributed-memory parallel computing architecture. We use these capabilities through an ensemble approach to model the uncertainty of the forecast errors. The wind power realizations are exploited through a closed-loop stochastic unit commitment/energy dispatch formulation. We discuss computational issues arising in the implementation of the framework. In addition, we validate the framework using real wind speed data obtained from a set of meteorological stations. We also build a simulated power system to demonstrate the developments.

Twice in the past, the Supreme Court has grappled with issues as to the geographic scope of the wetlands permitting program in the federal Clean Water Act (CWA). On October 11, 2005, the Supreme Court agreed to hear two more cases (consolidated by the Court) addressing such questions — both from the SixthCircuit. In Rapanos v. United States, the issue is whether the permitting program applies to wetlands that are only distantly connected to traditional navigable waters — i.e., or at least do not actually abut them. In Carabell v. U.S. Army Corps of Engineers, the issue is whether the program reaches wetlands that are not hydrologically connected to any “water of the United States,” the CWA term that defines the act’s geographic reach. Both cases also raise a constitutional question: assuming that the disputed CWA coverage exists, did Congress, in enacting the CWA, exceed its authority under the Commerce Clause of the Constitution? Implicating hot-button legal issues such as federal-state relations under the Commerce Clause and private property rights, and affecting the reach of several CWA provisions outside the permitting program, the Court’s decision is sure to be of great interest.
