This report reviews the status of energy efficiency and renewable energy legislation introduced during the 110th Congress. Most action in the second session has focused on provisions in the economic stimulus bill and the Farm Bill. Most action in the first session focused on the Energy Independence and Security Act of 2007. Additional action was focused on funding-related bills for energy efficiency and renewable energy, especially H.R. 2641, the Energy and Water Appropriations bill for FY 2008, which was subsumed by the Consolidated Appropriations Act of 2007.

Aquaculture — the farming of fish, shellfish, and other aquatic animals and plants in a controlled environment — is expanding rapidly abroad, with more modest advances in the United States. This report discusses the federal laws and regulations that guide the management of resources in open ocean and near-shore coastal areas.

Since September 11, 2001, several bills introduced in the U.S. Congress have included provisions to assist emergency communications. Key provisions from a number of these bills have become law. This report summarizes progress in developing legislation, especially in the 109th Congress, in three areas of emergency communications: communications among first responders and other emergency personnel; emergency warnings and alerts; and 911 call centers and systems. Each area could be the subject of further consideration in the 110th Congress, through oversight, additional legislation, or funding.
