Maritime Security: Opportunities Exist to Further Clarify the Consequences of a Liquefied Natural Gas Tanker Spill

Testimony issued by the Government Accountability Office with an abstract that begins "Liquefied natural gas (LNG) is a supercooled liquid form of natural gas. U.S. LNG imports are projected to increase to about 17 percent of natural gas supplies by 2030, from about 3 percent today. To meet this increase, energy companies have submitted 32 applications for new terminals. If a terrorist attack on an LNG tanker caused a spill, potential hazards, such as fire, asphyxiation, and explosions, could result. The Department of Energy (DOE) recently funded a study to conduct small- and large-scale experiments to refine and validate models that calculate how heat from large LNG fires would affect the public. This testimony is based on GAO's report, Maritime Security: Public Safety Consequences of a Terrorist Attack on a Tanker Carrying Liquefied Natural Gas Need Clarification (GAO-07-316). To prepare this report, GAO examined the results of six recent studies on the effects of an LNG spill and convened a panel of 19 experts to identify areas of agreement on the consequences of a terrorist attack on an LNG tanker."

A letter report issued by the Government Accountability Office with an abstract that begins "The Global Fund to Fight AIDS, Tuberculosis and Malaria has approved about $7 billion in grants to developing countries; the U.S. has contributed $1.9 billion. The State Department's Office of the Global AIDS Coordinator (OGAC) coordinates the U.S. government's overseas AIDS programs, with participation from the Department of Health and Human Services (HHS) and the U.S. Agency for International Development (USAID). In 2003, Congress directed GAO to report on the Global Fund every 2 years. This report assesses the Global Fund's (1) documentation of information used to support performance-based funding decisions, (2) progress in implementing a risk assessment model and early warning system, and (3) oversight of the performance of "local fund agents" (LFAs), which monitor grant progress in recipient countries. GAO reviewed the documentation for funding decisions and interviewed key officials."

Lightest Isotope of Bh Produced Via the 209Bi(52Cr,n)260BhReaction

The lightest isotope of Bh known was produced in the new {sup 209}Bi({sup 52}Cr,n){sup 260}Bh reaction at the Lawrence Berkeley National Laboratory's 88-Inch Cyclotron. Positive identification was made by observation of eight correlated alpha particle decay chains in the focal plane detector of the Berkeley Gas-Filled Separator. {sup 260}Bh decays with a 35{sub -9}{sup +19} ms half-life by alpha particle emission mainly by a group at 10.16 MeV. The measured cross section of 59{sub -20}{sup +29} pb is approximately a factor of four larger than compared to recent model predictions. The influences of the N = 152 and Z = 108 shells on alpha decay properties are discussed.

Molecular Line Emission from Massive Protostellar Disks: Predictions for ALMA and the EVLA

We compute the molecular line emission of massive protostellar disks by solving the equation of radiative transfer through the cores and disks produced by the recent radiation-hydrodynamic simulations of Krumholz, Klein, & McKee. We find that in several representative lines the disks show brightness temperatures of hundreds of Kelvin over velocity channels {approx} 10 km s{sup -1} wide, extending over regions hundreds of AU in size. We process the computed intensities to model the performance of next-generation radio and submillimeter telescopes. Our calculations show that observations using facilities such as the EVLA and ALMA should be able to detect massive protostellar disks and measure their rotation curves, at least in the nearest massive star-forming regions. They should also detect significant sub-structure and non-axisymmetry in the disks, and in some cases may be able to detect star-disk velocity offsets of a few km s{sup -1}, both of which are the result of strong gravitational instability in massive disks. We use our simulations to explore the strengths and weaknesses of different observational techniques, and we also discuss how observations of massive protostellar disks may be used to distinguish between alternative models of massive star formation.

Surveillance of Site A and Plot M - Report for 2006.

The results of the environmental surveillance program conducted at Site A/Plot M in the Palos Forest Preserve area for Calendar Year 2006 are presented. Based on the results of the 1976-1978 radiological characterization of the site, a determination was made that a surveillance program be established. The characterization study determined that very low levels of hydrogen-3 (as tritiated water) had migrated from the burial ground and were present in two nearby hand-pumped picnic wells. The current surveillance program began in 1980 and consists of sample collection and analysis of surface and subsurface water. The results of the analyses are used to (1) monitor the migration pathway of water from the burial ground (PlotM) to the hand pumped picnic wells, (2) establish if buried radionuclides other than hydrogen-3 have migrated, and (3) monitor the presence of radioactive and chemically hazardous materials in the environment of the area. Hydrogen-3 in the Red GateWoods picnic wells was still detected this year, but the average and maximum concentrations were significantly less than found earlier. Verification of Gyrokinetic (delta)f Simulations of Electron Temperature Gradient Turbulence

The GEM gyrokinetic {delta}f simulation code [Chen, 2003] [Chen, 2007] is shown to reproduce electron temperature gradient turbulence at the benchmark operating point established in previous work [Nevins, 2006]. The electron thermal transport is within 10% of the expected value, while the turbulent fluctuation spectrum is shown to have the expected intensity and two-point correlation function.

The Zeta Potential of Surface-Functionalized Metallic Nanorod Particles in Aqueous Solution

Metallic nanoparticles suspended in aqueous solutions, and functionalized with chemical and biological surface coatings, are important elements in basic and applied nanoscience research. Many applications require an understanding of the electrokinetic or colloidal properties of such particles. In this paper we describe the results of experiments to measure the zeta potential of metallic nanorod particles in aqueous saline solutions, including the effects of pH, ionic strength, metallic composition, and surface functionalization state. Particle substrates tested include gold, silver, and palladium monometallic particles as well as gold/silver bimetallic particles. Surface functionalization conditions included 11-mercaptoundecanoic acid (MUA), mercaptoethanol (ME), and mercaptoethanesulfonic acid (MESA) self-assembled monolayers (SAMs), as well as MUA layers subsequently derivatized with proteins. Zeta potential data for typical charge-stabilized polystyrene particles are also presented for comparison. Experimental data are compared with theory. The results of these studies are useful in predicting and controlling the aggregation, adhesion, and transport of functionalized metallic nanoparticles within microfluidic devices and other systems.

Target Diagnostic Instrument-Based Controls Framework for the National Ignition Facility

NIF target diagnostics are being developed to observe and measure the extreme physics of targets irradiated by the 192-beam laser. The response time of target materials can be on the order of 100ps--the time it takes light to travel 3 cm--temperatures more than 100 times hotter than the surface of the sun, and pressures that exceed 109 atmospheres. Optical and x-ray diagnostics were developed and fielded to observe and record the results of the first 4-beam experiments at NIF. Hard and soft x-ray spectra were measured, and time-integrated and gated x-ray images of hydrodynamics experiments were recorded. Optical diagnostics recorded backscatter from the target, and VISAR laser velocimetry measurements were taken of laser-shocked target surfaces. Additional diagnostics are being developed and commissioned to observe and diagnose ignition implosions, including various neutron and activation diagnostics. NIF's diagnostics are being developed at LLNL and with collaborators at other sites. To accommodate the growing number of target diagnostics, an Instrument-Based Controls hardware-software framework has been developed to facilitate development and ease integration into the NIF Integrated Computer Control System (ICCS). Wildfire Funding

This report briefly describes the three categories of federal programs for wildfire protection. One is to protect the federal lands managed by the U.S. Department of Agriculture, Forest Service (FS), and by the U.S. Department of the Interior, whose wildfire programs are coordinated by the Bureau of Land Management (BLM). A second category assists state and local governments and communities in protecting nonfederal lands; these programs are used to reduce wildland fuels, to otherwise prepare for fire control, to contain and control wildfires, and to respond after severe wildfires have burned. A third category of federal programs supports fire research, fire facilities, and improvements in forest health. The last section of this report discusses the impact of high and rising wildfire costs.

Regulatory Safety Issues in the Structural Design Criteria of ASME Section III Subsection NH and for Very High Temperatures for VHTR & GEN IV

The objective of this task is to identify issues relevant to ASME Section III, Subsection NH [1], and related Code Cases that must be resolved for licensing purposes for VHTGRs (Very High Temperature Gas Reactor concepts such as those of PBMR, Areva, and GA); and to identify the material models, design criteria, and analysis methods that need to be added to the ASME Code to cover the unresolved safety issues. Subsection NH was originally developed to provide structural design criteria and limits for elevated-temperature design of Liquid Metal Fast Breeder Reactor (LMFBR) systems and some gas-cooled systems. The U.S. Nuclear Regulatory Commission (NRC) and its Advisory Committee for Reactor Safeguards (ACRS) reviewed the design limits and procedures in the process of reviewing the Clinch River Breeder Reactor (CRBR) for a construction permit in the late 1970s and early 1980s, and identified issues that needed resolution. In the years since then, the NRC and various contractors have evaluated the applicability of the ASME Code and Code Cases to high-temperature reactor designs such as the VHTGRs, and identified issues that need to be resolved to provide a regulatory basis for licensing. Computation of Three Dimensional Tokamak and Spherical Torus Equilibria

A nominally axisymmetric plasma con�guration, such as a tokamak or a spherical torus, is highly sensitive to non-axisymmetric magnetic perturbations due to currents outside of the plasma. The high sensitivity means that the primary interest is in the response of the plasma to very small perturbations, | →(over) β/→(over)Β | ≈ 10–2 to 10–4, which can be calculated using the theory of perturbed equilibria. The Ideal Perturbed Equilibrium Code (IPEC) is described and applied to the study of the plasma response in a spherical torus to such external perturbations.

VALIDATION OF COMPUTER MODELS FOR RADIOACTIVE MATERIAL SHIPPING PACKAGES

Computer models are abstractions of physical reality and are routinely used for solving practical engineering problems. These models are prepared using large complex computer codes that are widely used in the industry. Patran/Thermal is such a finite element computer code that is used for solving complex heat transfer problems in the industry. Finite element models of complex problems involve making assumptions and simplifications that depend upon the complexity of the problem and upon the judgment of the analysts. The assumptions involve mesh size, solution methods, convergence criteria, material properties, boundary conditions, etc. that could vary from analyst to analyst. All of these assumptions are, in fact, candidates for a purposeful and intended effort to systematically vary each in connection with the others to determine there relative importance or expected overall effect on the modeled outcome. These kinds of models derive from the methods of statistical science and are based on the principles of experimental designs. These, as all computer models, must be validated to make sure that the output from such an abstraction represents reality [1,2]. Lattice QCD Thermodynamcis : P4 Action for new beta and MILC Nt=6

These results are from the continuing Lattice Quantum Chromodynamics runs on BG/L. We show analyzed thermodynamics results for 6-10k trajectories ({beta} dependent), of the 32{sup 3}{chi}8 runs with the p4rhmc v2.0 QMP{_}MPI.X (semi-optimized p4 code using qmp over mpi). These jobs had a number of omitted trajectories, due to zero size and over-sized data files. For this interim report these errors were removed from the output to save space. The results also include the output of a new ''histogram.perl'' script, used to plot the gauge action < S{sub g} >= 10*(1- < plaq >)-(1- < rect >) for three values of {beta}=3.51, 3.54, 3.57. This output will be used to determine the new {beta} values that will be run to define the critical temperature. We also show a preliminary analysis on the first 5,000 trajectories of the 32{sup 3}{chi}6 runs for the milc code, using the new su3{_}rhmc{_}susc{_}eos.3g1f.qmp-bgl2 faster RHMC algorithm.

AGING PERFORMANCE OF VITON GLT O-RINGS IN RADIOACTIVE MATERIAL PACKAGES

Radioactive material packages used for transportation of plutonium-bearing materials often contain multiple O-ring seals for containment. Packages such as the Model 9975 are also being used for interim storage of Pu-bearing materials at the Savannah River Site (SRS). One of the seal materials used in such packages is Viton{reg_sign} GLT fluoroelastomer. The aging behavior of containment vessel O-rings based on Viton{reg_sign} GLT at long-term containment term storage conditions is being characterized to assess its performance in such applications. This paper summarizes the program and test results to date.

Dredging of the Columbia River navigation channel has raised concerns about dredging-related impacts on Dungeness crabs (Cancer magister) in the estuary, mouth of the estuary, and nearshore ocean areas adjacent to the Columbia River. The Portland District, U.S. Army Corps of Engineers engaged the Marine Sciences Laboratory (MSL) of the U.S. Department of Energy’s Pacific Northwest National Laboratory to review the state of knowledge and conduct studies concerning impacts on Dungeness crabs resulting from disposal during the Columbia River Channel Improvement Project and annual maintenance dredging in the mouth of the Columbia River. The present study concerns potential effects on Dungeness crabs from dredged material disposal specific to the mouth of the Columbia River.

Gauge mediation with D-term SUSY breaking

We construct a gauge-mediation model with a D-term supersymmetry (SUSY) breaking. R-symmetry breaking necessary for generating the SUSY standard-model gaugino masses is given by gaugino condensation of a strongly coupled gauge theory in the hidden sector. The energy scale of the strong dynamics of the hidden sector gauge theory should be around the messenger mass scale M, or otherwise perturbative calculations would be reliable and would lead to negative soft mass squared for squarks and sleptons. Thus, all the mass scales are controlled by a virtually single parameter, \sqrt{D}/M. This model covers a very wide range of gravitino mass, m_{3/2} \simeq 1 eV--100 TeV. Possible embeddings of the model in string theory are also discussed.
