Type 1 Frequency Doubling at 1064 nm in LaCa40(B03)3 (LaCOB), GdCa40(B03)3(GdCOB), and YCa40(B03)3(YCOB)

We have grown and characterized LaCOB, a new member to the GdCOB family of nonlinear crystals. LaCOB has a d{sub eff} of 0.52 {plus_minus} 0.05 pm/V and an angular sensitivity of 1224 {plus_minus} 184 (cm-rad){sup -1} for type I frequency doubling at 1064 nm. The d{sub {alpha}{beta}{beta}} and d{sub {gamma}{beta}{beta}} coefficients of the nonlinear optical tensor for LaCOB, GdCOB, and YCOB were determined to have values of {vert_bar}0.26 {plus_minus} 0.04{vert_bar} pm/V and |1.69 {plus_minus} 0.17| pm/V, respectively. Results of phase-matching angle measurements at 1064 nm and 1047 nm predict LaCOB to be non-critically phase-matched (NCPM) at 1042 {plus_minus} 1.5 nm. We also estimate the thermal sensitivity of LaCOB to be less than 0.1 (cm- C){sup -1}.

Trade Legislation in the 106th Congress: An Overview

The 106th Congress completed action on a number of major trade initiatives. The impact on American firms and workers was a paramount concern in the passage of this legislation. Most notably, bills were passed to establish "normal trade relations" with China, deepen economic ties with the countries of Sub-Saharan Africa, enhance trade benefits for 24 Caribbean Basin countries, and to ease trade sanctions on Cuba and other countries. Congress also voted to maintain U.S. participation in the World Trade Organization (WTO), as well as worked with the Clinton Administration to pass replacement legislation for the Foreign Sales Corporation (FSC) tax benefit for U.S. exports. The latter action averted, at least until mid-2001, the imposition of punitive tariffs by the European Union on an estimated $4 billion in U.S. exports.

Sensor Acquisition for Water Utilities: A Survey and Technology List

The early detection of the deliberate biological and chemical contamination of water distribution systems is a necessary capability for securing the nation's water supply. Current and emerging early-detection technology capabilities and shortcomings need to be identified and assessed to provide government agencies and water utilities with an improved methodology for assessing the value of installing these technologies. The Department of Homeland Security (DHS) has tasked a multi-laboratory team to evaluate current and future needs to protect the nation's water distribution infrastructure by supporting an objective evaluation of current and new technologies. The primary deliverables from this Operational Technology Demonstration (OTD) are the following: (1) establishment of an advisory board for review and approval of testing protocols, technology acquisition processes and recommendations for technology test and evaluation in laboratory and field settings; (2) development of a technology acquisition process; (3) creation of laboratory and field testing and evaluation capability; and (4) testing of candidate technologies for insertion into a water early warning system. A Multifaceted Mathematical Approach for Complex Systems

Applied mathematics has an important role to play in developing the tools needed for the analysis, simulation, and optimization of complex problems. These efforts require the development of the mathematical foundations for scientific discovery, engineering design, and risk analysis based on a sound integrated approach for the understanding of complex systems. However, maximizing the impact of applied mathematics on these challenges requires a novel perspective on approaching the mathematical enterprise. Previous reports that have surveyed the DOE's research needs in applied mathematics have played a key role in defining research directions with the community. Although these reports have had significant impact, accurately assessing current research needs requires an evaluation of today's challenges against the backdrop of recent advances in applied mathematics and computing. To address these needs, the DOE Applied Mathematics Program sponsored a Workshop for Mathematics for the Analysis, Simulation and Optimization of Complex Systems on September 13-14, 2011. The workshop had approximately 50 participants from both the national labs and academia. Dedicated OO expertise applied to Run II software projects

The change in software language and methodology by CDF and D0 to object-oriented from procedural Fortran is significant. Both experiments requested dedicated expertise that could be applied to software design, coding, advice and review. The Fermilab Run II offline computing outside review panel agreed strongly with the request and recommended that the Fermilab Computing Division hire dedicated OO expertise for the CDF/D0/Computing Division joint project effort. This was done and the two experts have been an invaluable addition to the CDF and D0 upgrade software projects and to the Computing Division in general. These experts have encouraged common approaches and increased the overall quality of the upgrade software. Advice on OO techniques and specific advice on C++ coding has been used. Recently a set of software reviews has been accomplished. This has been a very successful instance of a targeted application of computing expertise, and constitutes a very interesting study of how to move toward modern computing methodologies in HEP.

THE IMPACT OF KINETICS ON NEPHELINE FORMATION IN NUCLEAR WASTE GLASSES

Sixteen glass compositions were selected to study the potential impacts of the kinetics of nepheline formation in high-level nuclear waste (HLW) glass. The chosen compositions encompassed a relatively large nepheline discriminator (ND) range, 0.40-0.66, and included a relatively broad range, and amount of, constituents including high aluminum and high boron concentrations. All glasses were fabricated in the laboratory and subsequently exposed to six different cooling treatments. The cooling treatments consisted of three 'stepped' profiles and their corresponding 'smooth' profiles. Included in the cooling treatment was the Defense Waste Processing Facility (DWPF) canister centerline cooling (CCC) profile in addition to a 'faster' and a 'slower' total cooling line. After quenching and heat treating, x-ray diffraction confirmed the type and amount of any resultant crystallization. The target compositions were shown to be consistent with the measured compositions. Two quenched glasses and several treated glasses exhibited minor amounts of spinel and spinel-like phases. Nepheline was not observed in any of the quenched glasses but was observed in many of the treated glasses. The amount of nepheline ranged from approximately 2wt% to 30wt% for samples cooled over shorter times and longer times respectively. European Union Enlargement

On May 1, 2004, 10 states joined the European Union (EU), enlarging the Union to 25 members. The EU views the enlargement process as an historic opportunity to promote stability in Europe and further the integration of the continent by peaceful means. In addition to the 10 new members (Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia), three other states — Bulgaria, Romania, and Croatia — hope to accede to the EU by 2007. Turkey is also a candidate and is expected to begin accession negotiations in 2005. Macedonia has also applied for EU membership.

In June 2004, the European Union (EU) concluded work on a constitutional treaty that contains changes to the EU’s governing institutions and decision-making processes. This new “constitution” grew out of the 2002-2003 Convention on the Future of Europe and previous EU efforts to institute internal reforms ahead of the Union’s expansion from 15 members to 25 in May 2004. International Criminal Court Cases in Africa: Status and Policy Issues

The International Criminal Court (ICC) has, to date, opened cases exclusively in Sub-Saharan Africa. The Statute of the ICC, also known as the Rome Statute, entered into force on July 1, 2002, and established a permanent, independent Court to investigate and bring to justice individuals who commit war crimes, crimes against humanity, and genocide. As of October 2010, 114 countries-including 31 African countries, the largest regional block-were parties to the Statute. The United States is not a party. This report provides background on current ICC cases and examines issues raised by the ICC's actions in Africa.

The present report documents the results of Working Group 2: B, D and K decays, of the workshop on Flavor in the Era of the LHC, held at CERN from November 2005 through March 2007. With the advent of the LHC, we will be able to probe New Physics (NP) up to energy scales almost one order of magnitude larger than it has been possible with present accelerator facilities. While direct detection of new particles will be the main avenue to establish the presence of NP at the LHC, indirect searches will provide precious complementary information, since most probably it will not be possible to measure the full spectrum of new particles and their couplings through direct production. In particular, precision measurements and computations in the realm of flavor physics are expected to play a key role in constraining the unknown parameters of the Lagrangian of any NP model emerging from direct searches at the LHC. The Hanford Site, in southeastern Washington State, has been used extensively to produce nuclear materials for the US strategic defense arsenal by the Department of Energy (DOE) and its predecessors, the US Atomic Energy Commission and the US Energy Research and Development Administration. A large inventory of radioactive and mixed waste has accumulated in 177 buried single- and double shell tanks. Liquid waste recovered from the tanks will be pretreated to separate the low-activity fraction from the high-level and transuranic wastes. Vitrification is the leading option for immobilization of these wastes, expected to produce approximately 550,000 metric tons of Low Activity Waste (LAW) glass. This total tonnage, based on nominal Na{sub 2}O oxide loading of 20% by weight, is destined for disposal in a near-surface facility. Before disposal of the immobilized waste can proceed, the DOE must approve a performance assessment, a document that described the impacts, if any, of the disposal facility on public health and environmental resources. Studies have shown that release rates of radionuclides from the glass waste form by reaction with water determine the impacts of the disposal action more than any other independent parameter.
