Decontamination and dismantlement of Plant 7 at Fernald

Decontamination and dismantlement (D&D) tasks have been successfully completed on Plant 7 at the Fernald Environmental Management Project. The seven story facility was radiologically, chemically, and biologically contaminated. The work involved the D&D work beginning with safe shutdown and gross decontamination, and ended with removal of the structural steel. A series of lessons learned were gained which include use of explosives, bidding tactics, safe shutdown, building decontamination and lockdown, use of seam climbers, etc.

A wind and seismic analysis was performed for the liquid-level gauge installation support stand. The analysis includes the stand and footing only. All of these supports are classified as safety class 3. The analysis was based on safety class 2 requirements for conservatism. Conventional hand calculations were performed to evaluate the stresses and overturning of the structure. The results and recommendations appear in Section 2.0. The configuration and loadings are discussed in Section 3.0; the analysis and evaluation appears in Section 4.0; and the detailed analysis is documented in Appendix A.

The U.S. Atomic Energy Commission contracted with the General Electric Company to design, construct, and operate the Southwest Experimental Fast Oxide Reactor (SEFOR) to measure the Doppler effect for fast neutron breeder reactors. It contracted with Nuclear Fuel Services to fabricate the fuel rods for the reactor. When the reactor went critical in May, 1969, it appeared that some of the mixed uranium-plutonium oxide (MOX) fuel rods did not contain the specified quantity of plutonium. The SEFOR operators soon found several fuel rods which appeared to be low in plutonium. The safeguards group at Brookhaven was asked to look into the problem and, if possible, determine how much plutonium was missing from the unirradiated rods and from the larger number which had been slightly irradiated in the reactor. It was decided that the plutonium content of the unirradiated and irradiated rods could be measured relative to a reference rod using a high resolution gamma-ray detector and also by neutron measurements using an auto-correlation circuit recently developed at the Naval Research Laboratory (NRL). During the next two years, Brookhaven personnel and C.V. Strain of NRL made several trips to the SEFOR reactor. About 250 of the 775 rods were measured by …

PXAMS -- Projectile X ray AMS: X ray yields and applications

Characteristic x rays have recently been explored as a method for the detection and identification of ions in accelerator mass spectrometry (AMS). After analysis in the AMS spectrometer, the ions stop in an appropriately chosen target and the induced x rays identify the ions by atomic number. For the application of AMS to higher mass isotopes, characteristic x rays allow significantly better discrimination of competing atomic isobars than is possible using energy loss detectors. Characteristic x rays also show promise as a convenient component in hybrid detection systems. Measurements of x ray yields are presented for Si, Fe, Ni, Se, Mo, and Pd ions of 0.5--2 MeV/AMU. The yields rise by more than a factor of 10 over this energy range, and approach 1 x-ray per incident ion at 2 MeV/AMU for the lighter ions. Preliminary work on the application of PXAMS to the detection of {sup 79}Se is described.

Anisotropy of dilepton emission from nuclear collisions

Attention is paid to studying the angular characteristics of e{sup +}e{sup {minus}} pairs created in collisions with nuclear targets at intermediate and relativistic energies. Arising due to general spin and angular momentum constraints, the dilepton anisotropy seems to be quite sensitive to the contribution of different sources and may be used for disentangling these sources (or models) as well as an additional signature of a possible chiral symmetry restoration and phase transition of hadrons into the quark-gluon plasma. An anisotropy estimate for some dilepton sources is given and its relevance to the problems mentioned is discussed.

Studies of Ion Acoustic Decay

In this project, we advanced knowledge of Ion Acoustic Decay on several fronts. In this project, we have developed and demonstrated the capability to perform experimental and theoretical studies of the Ion Acoustic Decay Instability. We have at the same time demonstrated an improved capability to do multichannel spectroscopy and Thomson scattering. We made the first observations of the time-resolved second harmonic emission at several angles simultaneously, and the first observations of the emission both parallel and perpendicular to the electric field of the laser light. We used Thomson scattering to make the first observations of the plasma waves driven by acoustic decay in a warm plasma with long density scale lengths. We also advanced both the linear and the nonlinear theory of this instability. We are thus prepared to perform experiments to address this mechanism as needed for applications.

Neutron interrogation to identify chemical elements with an ion-tube neutron source (INS)

A non-destructive analysis technique using a portable, electric ion-tube neutron source (INS) and gamma ray detector has been used to identify the key constituent elements in a number of sealed munitions, and from the elemental makeup, infer the types of agent within each. The high energy (14 MeV) and pulsed character of the neutron flux from an INS provide a method of measuring, quantitatively, the oxygen, carbon, and fluorine content of materials in closed containers, as well as the other constituents that can be measured with low-energy neutron probes. The broad range of elements that can be quantitatively measured with INS-based instruments provides a capability of verifying common munition fills; it provides the greatest specificity of any portable neutron-based technique for determining the full matrix of chemical elements in completely unrestricted sample scenarios. The specific capability of quantifying the carbon and oxygen content of materials should lead to a fast screening technique which, can discriminate very quickly between high-explosive and chemical agent-filled containers.

An exploration of sequence specific DNA-duplex/pyrene interactions for intercalated and surface-associated pyrene species. Technical progress report

The use of both short (5-atom) and long (12-atom) covalent linking chains to attach, respectively, a pyrenesulfonate or a pyrenebutyrate moiety to a central region of a DNA duplex allows construction of DNA-duplex/pyrene assemblies of two types. Long linking chains permit pyrene to intercalate within the DNA duplex, while the short chains constrain pyrene to remain in the outer-surface region of the major-groove of the duplex. Electrochemical data suggest that reductive electron-transfer (ET) quenching of photoexcited pyrene (pyrene*) labels will be most exothermic for guanosine than for the other three DNA nucleosides and that oxidative ET quenching of pyrene* will be most exothermic for thymidine than for the other three DNA nucleosides. The study combines two effects, (1) differential DNA/pyrene geometries in covalent assemblies with different length linking chains and (2) differential ET quenching reactivities among the DNA nucleotides to explore sequence specific and duplex/pyrene association specific effects on DNA-base ionization reactions. This report describes progress in synthesizing target pyrene-labeled nucleosides and oligonucleotides, in commissioning our fluorescence lifetime measurement system, and in the photochemical behavior of pyrene-labeled nucleosides, single strands of DNA, and duplexes of DNA.

Refining of fossil resin flotation concentrates from Western coal. Final fifth quarterly report, January 1, 1994--March 31, 1994

Fossil resins occurring in the Wasatch Plateau coal field are composed mainly of aliphatic components, partially aromatized multi-cyclic terpenoids and a few oxygen functional groups (such as {minus}OH and {minus}COOH). The solvent extracted resins show the presence of a relatively large number of methyl groups when compared to the methylene groups, and this indicates the presence of extensive tertiary carbon and/or highly branching chains. In contrast coal consists primarily of aromatic ring structures, various oxygen functional groups ({minus}OH, >C=O, {minus}C{minus}O) and few aliphatic chains. The color difference observed among the four resin types is explained by the presence of chromophores (aromatized polyterpenoid) and also by the presence of finely dispersed coal particle inclusions in the resin matrix. The hexane soluble resin fraction has few aromatic compounds when compared to the hexane insoluble but toluene soluble resin fraction.

Mass and lifetime measurements with exclusive B reconstruction at CDF

Lifetimes and masses of B mesons have been measured in exclusively reconstructed decays including J/{psi} {yields} {mu}{sup +} decays. In 19.3 pb{sup {minus}1} of {bar p}p collisions at {radical}s = 1.8 TeV taken in 19920--93 at the Fermilab Tevatron collider, approximately 300 B mesons have been fully reconstructed. The measurements require precise determination of the helical track parameters of charged particle tracks. We find M(B{sub S}{sup O}) = 5367.7 {plus_minus} 2.4 {plus_minus} 4.8 MeV/c{sup 2}, {tau}(B{sup +}) = 1.61 {plus_minus} 0.16 {plus_minus} 0.05 ps, and {tau}(B{sup O}) = 1.57 {plus_minus} 0.18 {plus_minus} 0.08 ps.

Biodegradation of naphthalene from coal tar. Research progress report

Biodegradation experiments were conducted to evaluate the mineralization of naphthalene released from coal tar entrapped in microporous silica media. Tests were performed with two coal tars recovered from former manufactured gas plant sites. Results from these tests showed that the degradation end point for naphthalene was significantly lower than the total amount of naphthalene present in coal tar. The role of physico-chemical and biological processes on the rate of biotransformation of naphthalene was evaluated. Mass transfer rates for dissolution of naphthalene from entrapped coal tar were measured in batch, flow-through systems. The rate of naphthalene mass transfer from the coal tar was found to be significantly greater than the rate of naphthalene biomineralization in batch slurry reactors. This implied that the rate acting factor for the biodegradation process was related to biokinetic phenomena rather than mass transfer processes. Further tests indicated that conditions inhibitory to bacteria limited the biodegradation of naphthalene, and in some cases the inhibition was reversible upon dilution of the reactor contents.

The purpose of this report is to define the objectives of the model, describe its basic approach, and provide detail on how it works. The EFP is a regulatory accounting model that projects electricity prices. The model first solves for revenue requirements by building up a rate base, calculating a return on rate base, and adding the allowed expenses. Average revenues (prices) are calculated based on assumptions regarding regulator lag and customer cost allocation methods. The model then solves for the internal cash flow and analyzes the need for external financing to meet necessary capital expenditures. Finally, the EFP builds up the financial statements. The EFP is used in conjunction with the National Energy Modeling System (NEMS). Inputs to the EFP include the forecast generating capacity expansion plans, operating costs, regulator environment, and financial data. The outputs include forecasts of income statements, balance sheets, revenue requirements, and electricity prices.

Among its many unique and precedent-setting provisions, the Chemical Weapons Convention (CWC) includes important requirements for States Parties to protect the public safety and the environment in the course of carrying out the treaty. These obligations will apply to the destruction of chemical weapons, of former chemical weapons production facilities, and to other activities under the Convention such as the verification scheme. This morning, I will briefly discuss the Convention`s safety and environmental obligations, concentrating on their effects in this country as the United States chemical weapons stockpile is destroyed.

Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models (Public Law 94-385, section 57.b.2). The National Energy Modeling System (NEMS) is a computer modeling system developed by the Energy Information Administration (EIA). The NEMS produces integrated forecasts for energy markets in the United States by achieving a general equilibrium solution for energy supply and demand. Currently, for each year during the period from 1990 through 2010, the NEMS describes energy supply, conversion, consumption, and pricing. The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The supply of electricity is a conversion activity since electricity is produced from other energy sources (e.g., fossil, nuclear, and renewable). The EMM represents the generation, transmission, and pricing of electricity. The EMM consists of four main submodules: Electricity Capacity Planning (ECP), Electricity Fuel Dispatching (EFD), Electricity Finance and Pricing (EFP), and Load and Demand-Side Management (LDSM). The ECP evaluates changes in the mix of generating capacity that are necessary to meet future demands for electricity and comply with environmental regulations. The EFD represents dispatching (i.e., operating) decisions and determines how to allocate available capacity to meet the current demand for electricity. The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee …

Numerical simulations of creep in ductile-phase toughened intermetallic matrix composites

Analytical and finite element method (FEM) simulations of creep in idealized ductile-phase toughened intermetallic composites are described. For these strong-matrix materials, the two types of analyses predict similar time-independent composite creep rates if each phase individually exhibits only steady-state creep. The composite creep rate becomes increasingly higher than that of the monolithic intermetallic as the stress exponent of the intermetallic and the volume fraction and creep rate of the ductile phase increase. FEM analysis shows that the shape of the ductile phase does not affect the creep rate but may affect the internal stress and strain distributions, and thus damage accumulation rates. If primary creep occurs in one or both of the individual phases, the composite also exhibits primary creep. In this case, there can be significant deviations in the creep curves computed by the analytical and FEM models. The model predictions are compared with data for the Nb5Si3/Nb system.

Demonstration testing and evaluation of in situ soil heating. Treatability study work plan, Revision 1

A Treatability Study planned for the demonstration of the in situ electromagnetic (EM) heating process to remove organic solvents is described in this Work Plan. The treatability study will be conducted by heating subsurface vadose-zone soils in an organic plume adjacent to the Classified Burial Ground K-1070-D located at K-25 Site, Oak Ridge. The test is scheduled to start during the fourth quarter of FY94 and will be completed during the first quarter of FY95. The EM heating process for soil decontamination is based on volumetric heating technologies developed during the `70s for the recovery of fuels from shale and tar sands by IIT Research Institute (IITRI) under a co-operative program with the US Department of Energy (DOE). Additional modifications of the technology developed during the mid `80s are currently used for the production of heavy oil and waste treatment. Over the last nine years, a number of Government agencies (EPA, Army, AF, and DOE) and industries sponsored further development and testing of the in situ heating and soil decontamination process for the remediation of soils containing hazardous organic contaminants.
