Climate change and greenhouse gas (GHG) emissions have been an issue in the 108th Congress, as they have been over the past decade. Bills directly addressing climate change issues range from those focused primarily on climate change research (H.R. 1578 and S. 1164) to comprehensive emissions cap and trading programs for all six greenhouse gases (S. 139 and H.R. 4067). This report briefly discusses basic concepts on which these bills are based, and compares major provisions of the bills in each of the following categories: climate change research, GHG reporting and registries, and cap and trade programs.

In the 109th Congress, several bills have been introduced, including S. 3, the Protecting America in the War on Terror Act, and S. 975, the Project Bioshield II Act, that would generate additional incentives for the creation of new technologies to counteract potential biological threats. These bills propose reforms to current policies and practices associated with intellectual property, particularly patents, and the marketing of pharmaceuticals and related products. This report includes patents and innovation, the role of patents in pharmaceutical/biomedical R&D, legislative developments and proposals for change.

In its comprehensive report to the nation, the National Commission on Terrorist Attacks Upon the United States (9/11 Commission) recommended that the federal government set national standards for the issuance of identification documents including drivers’ licenses, social security cards, and birth certificates. The Commission noted that identity fraud is no longer simply a matter of theft, but now complicates the government’s ability to adequately ensure public safety at vulnerable facilities including airport terminals, train stations, bus stations, and other entry points.

The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. This report examines the Air Force’s F-22A Raptor program, including costs and schedule; considers several key issues, and concludes with a synopsis of recent legislative activity on the program.

The Coalition Provisional Authority (CPA or “the authority”) was established approximately one month after United States and coalition forces took control of Baghdad in Iraq on April 9, 2003.1 The authority’s mission was “to restore conditions of security and stability, to create conditions in which the Iraqi people can freely determine their own political future, (including by advancing efforts to restore and establish national and local institutions for representative governance) and facilitating economic recovery, sustainable reconstruction and development. This report discusses two views on how the authority was established, reviews selected characteristics of the authority, identifies statutory reporting requirements concerning the authority and the reconstruction of Iraq, and explores several policy issues.

The Robust Nuclear Earth Penetrator (RNEP) program has been the most controversial nuclear weapon program in Congress for the last several years. Supporters argue that it is needed to attack hard and deeply buried targets (such as leadership bunkers) in countries of concern, thereby deterring or defeating challenges from such nations; critics assert that RNEP would lower the threshold for use of nuclear weapons and prompt other nations to develop nuclear weapons to deter U.S. attack. This report presents a brief technical background on RNEP, then discusses the history of RNEP in Congress and the Administration for the FY2005 and FY2006 budget cycles.

The Posse Comitatus Act states that: Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both. 18 U.S.C. § 1385. It reflects an American tradition that bridles at military involvement in civilian affairs. Congress, however, has approved a number of instances where extraordinary circumstances warrant a departure from the general rule, particularly in cases where the armed forces provide civilian assistance without becoming directly involved in civilian law enforcement. The European Parliament (EP) is one of the three key institutions of the European Union (EU), and the only EU institution whose members are directly elected. This report discusses the construction and history of the EP, its role in functions of the EU as well as internationally, various international supports and criticisms of the EP, and the EP's ties with the U.S. Congress.

A number of issues affecting U.S. agriculture are receiving attention during the 109th Congress. Some are related to new initiatives or to unfinished legislation from the 108th Congress; others have been the focus of ongoing congressional oversight. The agriculture committees are required by the FY2006 budget resolution to report legislation this year that reduces spending on mandatory food and agriculture support programs by $3 billion over the next five years. Other issues of importance to agriculture during the 109th Congress include the possible reauthorization of an expiring dairy support program; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and Asian soybean rust); high energy costs; environmental issues; and a number of agricultural marketing matters. Although the current (2002) farm bill (P.L. 107-171) generally does not expire until 2007, the agriculture committees could begin hearings on a new measure later this year. This report will be updated if significant developments ensue.
