Missing and Exploited Children: Overview and Policy Concerns

This report presents an overview of two national incidence studies prepared by Office of Juvenile Justice and Delinquency Prevention (OJJDP) to determine annually the number of reported missing and recovered children in the nation. It also discusses the AMBER Alert System created to help recover reported missing children, legislation introduced in the 108th Congresses to address the missing children issue, and questions that remain regarding concerns about missing children. S. 151, the Prosecutorial Remedies and Other Tools to End the Exploitation of Children Today (PROTECT) Act, which was signed into law (P.L. 108-21) by the President on April 30, 2003, contains provisions related to missing and exploited children. The discharge rule of the House of Representatives affords a way for Members to bring to the floor a measure not reported from committee. Before a motion to discharge may be made, 218 Members must sign a petition for that purpose. This report provides summary data on discharge petitions filed since adoption of the present form of discharge rule in 1931. It also identifies the 32 occasions since 1967 on which a committee report or floor action occurred on a measure against which a petition was filed (or an alternative measure on the same subject).

Environmental Streamlining Provisions in the Transportation Equity Act for the 21st Century: Status of Implementation

At the state and local level, many observers have expressed long-standing concerns over delays, duplication of effort, and additional costs frequently associated with the environmental review process for highway projects that must be completed under the National Environmental Policy Act of 1969 (NEPA, P.L. 91-190). To address these concerns, the Transportation Equity Act for the 21st Century (TEA21, P.L. 105-178), enacted in 1998, requires the Federal Highway Administration(FHWA) to streamline the environmental review process for highway projects.

World Trade Organization Negotiations: The Doha Development Agenda

On November 9-14, 2001, trade ministers from WTO countries met in Doha, Qatar for their fourth Ministerial Conference. At that meeting, they agreed to a work program for a new round of multilateral trade negotiations to conclude by January 1, 2005. The work program folds on-going negotiations on agriculture and services into a broader agenda that includes industrial tariffs, topics of interest to developing countries, changes in WTO rules, and other provisions. Because of the influence that developing countries had in setting the work program, the round has become known as the Doha Development Agenda. Agriculture has been the linchpin in the Doha Development Agenda. U.S. goals were substantial reduction of trade-distorting domestic support; elimination of export subsidies, and improved market access. Industrial trade barriers and services are other market access topics in the negotiations.

Civilian Nuclear Waste Disposal

The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washington.

President Clinton proposed to Prime Minister Miyazawa the idea of a framework for U.S.-Japanese negotiations during their April 13, 1993 meeting in Washington. The two leaders agreed to instruct subordinates to prepare details of such a framework in time for presentation in July in Tokyo when the President would meet with the Prime Minister and the other G-7 leaders at the annual economic summit.

Caribbean Basin Interim Trade Program: CBI/NAFTA Parity

The entry into force, on January 1, 1994, of the North American Free Trade Agreement (NAFTA) has eliminated the advantage that the beneficiaries of the Caribbean Basin Economic Recovery Act (CBERA) and related provisions of the Caribbean Basin Initiative (CBI) had enjoyed in trade with the United States relative to Mexico, and gave Mexico an increasingly significant competitive edge over the CBERA countries. The scheduled further implementation of the NAFTA would have resulted in a substantial advantage to Mexico over the CBERA countries and vitiate in part the purpose of the CBERA.
