Oral History Interview with Pete and Jessie Mendez, June 6, 2016

Pedro "Pete" Mendez was born in South Texas and arrived in the Texas Panhandle through migrant labor with his parents in the 1930s. His father died in Clarendon, TX and he was raised between Amarillo and Tucumcari, NM. He joined the Marines during WWII and served in Northern China. Upon returning, he began a small construction business and helped start the Hispanic Chamber of Commerce. He spoke on the opportunities he and other minority business owners had through government grants and contracts. Jessie Mendez grew up in Amarillo. She recounts segregated schools and business in Amarillo during her childhood. She especially recounts her mother helping end segregation for Mexican Americans in one theater. Jessie talked about not being able to gain a job as a secretary because of her Mexican ethnicity, and thus giving up in the prospect of being employed and settling for marriage. She also recounts pushing her husband to work for civil rights, but she herself followed tradition and stayed home to raise her children.

It then describes health centers in general, including where they are located, their patient population, and outcomes associated with health center use. The report also describes federal programs available to assist health center operations, including the federally qualified health center (FQHC) designation for Medicare and Medicaid payments. The report concludes with two appendices that describe FQHC payments for Medicare and Medicaid beneficiaries served at health centers and programs that are similar to health centers but not authorized in Section 330 of the Public Health Service Act.

Big Data in U.S. Agriculture

This report discusses big data within the context of agriculture. Many observers predict that the growth of big data will bring positive benefits through enhanced production, resource efficiency, and improved adaptation to climate change. While lauded for its potentially revolutionary applications, big data is not without issues. From a policy perspective, issues related to big data involve nearly every stage of its existence, including its collection (how it is captured), management (how it is stored and managed), and use (how it is analyzed and used). It is still unclear how big data will progress within agriculture due to technical and policy challenges, such as privacy and security, for producers and policymakers. As Congress follows the issue, a number of questions may arise, including a principal one--what is the federal role?

Oral History Interview with Charles Wray, January 6, 2016

The National Museum of the Pacific War presents an oral interview with Charles Wray. Wray entered the Navy in 1942. He completed flight training in Kansas, California, and Texas. He was commissioned in August 1943 and sent to Opa-Locka, Florida to fly a Brewster Buffalo and completed various gunnery missions and field carrier landings. He joined the Composite Squadron 75 (VC-75) flying the FM2 and the F4F. His squadron was sent to Kaneohe, Hawaii and boarded the USS Ommaney Bay (CVE-79). They worked with Thomas Kincaid’s fleet, escorting troops up to Palau. They also supported troops in the Solomon Islands. He was in the Battle of Leyte Gulf in October 1944, escorting troops. He was aboard the Ommaney Bay when it was struck by a kamikaze. He abandoned ship and was picked up by the USS Patterson (DD-392), then transferred to the USS New Mexico (BB-40) and was aboard during the invasion of Lingayen Gulf in January 1945. He was transported back to California in 1945. The Navy then sent him to Daytona Beach Naval Air Station as an instructor. He was discharged in 1946 and joined the Naval Reserves.

Oral History Interview with John Rowe, July 6, 2016

The National Museum of the Pacific War presents an oral interview with John Rowe. Rowe was born in Meridean, Wisconsin in 1926. He describes his family life during the Depression years. He joined the US Navy upon graduation from high school in 1944 and was sent to boot camp at the Great Lakes Naval Training Station in Illinois. Upon graduation from boot camp, he was trained and graduated as a Watertender 3rd Class. He tells of his entire ship’s crew going to Portland, Oregon by train to board the newly constructed ship, USS Crockett (APA-14). He describes a number of missions in which the Crocket was engaged, including the invasion of Okinawa at which time the naval landing force was attacked by kamikazes. He tells of the elation felt by the crew members upon hearing of the atomic bomb followed by the news of the surrender of Japan. Upon his discharge in 1946, Rowe attended college under the provisions of the G.I. Bill followed by a career as an educator.

The National Museum of the Pacific War presents an oral interview with Warren Bateman. Bateman joined the Navy in October of 1942. He went to Great Lakes, Illinois for boot camp. From there he went to Miami, Florida as Third Class Storekeeper. He was then assigned to the USS PC-1126 that was being built in Bay City, Michigan. In 1943 his crew escorted a convoy from Miami to Panama, then to San Diego where he was transferred to the USS Roberts (DE-749). In January 1944 he went to midshipman’s school at Northwestern in Chicago and received his commission as ensign in May 1944. From January through December 1945 Bateman served on Fleet Admiral Nimitz’s CINCPAC staff detachment on Guam. He was one of three ensigns serving as Nimitz’s censors. He served as Chief Censor and Education Officer. He had personal contact with Admiral Nimitz and provides detail of his interactions with him. He later became a Intelligence Officer serving 20 years in the Navy.

Joann Davenport Littleton was born and raised in Crane, Texas. In Crane’s high school, Davenport Littleton became the first African American class president. Indeed, her mother was the first African American to graduate from the same high school. As a talented volleyball player, she received an academic scholarship to Angelo State University in San Angelo, Texas. Davenport Littleton did not like the athletic structure she had to adhere to and left Angelo State University after a semester. She moved to Odessa and worked for the city as well as a privet company while joining the Ector County Democrats. In 1990, deeming south Odessa being underserved, Davenport Littleton ran for city council. She won with a majority ethnic Mexican electorate. In the city council she worked to bring development and city services to south Odessa as well as to clean the environmental problems of that city section.
