The Congressional Appropriations Process: An Introduction

This report describes the annual appropriations cycle from the President’s submission of his annual budget through enactment of the appropriations measures. It describes the three types of appropriations measures—regular appropriations bills, continuing resolutions, and supplemental bills. It explains the spending ceilings for appropriations bills that are associated with the budget resolution and the sequestration process, including a description of the mechanisms used to enforce the ceilings. It also explains the authorization appropriations process, which prohibits certain provisions in some of the appropriations bills.

World Trade Organization Negotiations: The Doha Development Agenda

On November 9-14, 2001, trade ministers from WTO countries met in Doha, Qatar for their fourth Ministerial Conference. At that meeting, they agreed to a work program for a new round of multilateral trade negotiations to conclude by January 1, 2005. The work program folds on-going negotiations on agriculture and services into a broader agenda that includes industrial tariffs, topics of interest to developing countries, changes in WTO rules, and other provisions. Because of the influence that developing countries had in setting the work program, the round has become known as the Doha Development Agenda. Agriculture has been the linchpin in the Doha Development Agenda. U.S. goals were substantial reduction of trade-distorting domestic support; elimination of export subsidies, and improved market access. Industrial trade barriers and services are other market access topics in the negotiations.

Aviation Security: Issues Before Congress Since September 11, 2001

The events of September 11, 2001 heightened concerns regarding aviation security in the United States. The ensuing debate in Congress focused on the degree of federal involvement needed to improve aviation security and restore public confidence in air travel. The Aviation and Transportation Security Act (ATSA, P.L. 107-71, 115 Stat. 597) established the Transportation Security Administration (TSA) and contained provisions establishing a federal screener workforce and requiring screening of checked baggage using explosive detection systems. In November 2004, airports will be eligible to opt out of the federal security screening program and a provision of P.L. 107-296 preserving TSA in its present form will expire allowing DHS to restructure the TSA if it so chooses, although no such plan has been revealed to date. During the second session of the 108th Congress, oversight of TSA’s plans for implementing the security screening opt-out program will likely be of considerable interest as will any plans to restructure the TSA.

Other current and forthcoming reports will provide more detailed discussions and analyses of selected major aspects of the program, including pupil assessments,2 accountability, and allocation formulas. This report will be updated regularly, to reflect significant actions regarding funding and implementation of the NCLBA provisions.
