2007 Inventory of Radiochemistry Detector Elements and Compounds (open access)

2007 Inventory of Radiochemistry Detector Elements and Compounds

Since the last report, there have been no material changes in the detector element inventories in buildings 151 and 332 at LLNL. Stable element inventories in building 151 have remained stable since the inventory in September 2005. For the first time in many years, Stockpile Radiochemistry personnel viewed radioactive tracer materials that reside in building 332. A list of LLNL tracers and locations are available under separate cover. Despite the recent NNSA agreement to retain 2.8 kg of {sup 233}U for programmatic purposes, we have yet to identify a location that is appropriate and will accept the material. A recent visit to the Oak Ridge National Laboratory (ORNL) in September 2006 revealed nearly 190 kg of material with very high {sup 233}U content scheduled for down-blending in various chemical and isotopic forms. The chemical form, isotopic and chemical purities of this material were such that roughly 150 kg of the material was of comparable composition to the desired tracer package material and would be acceptable for use in an underground test, should the US even conduct such a test. Efforts continue to remove 2.8 kg of material from the down-blend cue and reserve it for the Test Readiness mission.

2007 Nuclear Data Review (open access)

2007 Nuclear Data Review

The results of a review and evaluation of neutron and non-neutron nuclear data published in the scientific literature are presented. The status of new chemical elements is examined. Data on revised values for the isotopic composition of the elements are reviewed and recommended values are presented. Half-lives of very long-lived nuclides are presented, including double beta decay, double electron capture, long-lived alpha decay and long-lived beta decay. Data from new measurements on the very heavy elements (trans-meitnerium elements) are discussed and tabulated. The first observation of the radioactive decay mode of the free neutron is discussed. New measurements that have expanded the neutron drip line for magnesium and aluminum are discussed. Data on recent neutron cross-section and resonance integral measurements are also discussed.

The 2009 Influenza A (H1N1) "Swine Flu" Outbreak: An Overview

This report provides an overview of key actions taken and authorities invoked by WHO and the U.S. government. First, it discusses the WHO process to determine the phase of a threatened or emerging flu pandemic and touches on a number of related issues. The report then examines actions taken by the Departments of Homeland Security and Health and Human Services and provides information about appropriations and funding for pandemic flu activities.

2009 International Conference on Neutron Scattering (ICNS 2009) (open access)

2009 International Conference on Neutron Scattering (ICNS 2009)

The ICNS provides a focal point for the worldwide neutron user community to strengthen ties within this diverse group, while at the same time promoting neutron research among colleagues in related disciplines identified as “would-be” neutron users. The International Conference on Neutron Scattering thus serves a dual role as an international user meeting and a scientific meeting. As a venue for scientific exchange, the ICNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. Each of the major national neutron facilities (NIST, LANSCE, ANL, HFIR and SNS), along with their international counterparts, has an opportunity to exchange information with each other and to update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities.

2010 Census: Fundamental Building Blocks of a Successful Enumeration Face Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and allocate billions of dollars in federal assistance. In March 2008, GAO designated the 2010 Census a high-risk area in part because of problems with the performance of handheld computers used to collect data. The U.S. Census Bureau has since strengthened its risk management efforts and made other improvements; however, the Bureau curtailed a dress rehearsal scheduled for 2008 and was unable to test key operations under census-like conditions. This testimony discusses the Bureau's readiness for 2010 and covers: (1) importance of reliable cost estimates; (2) building a complete and accurate address list; (3) following up on missing and conflicting responses to ensure accuracy; (4) targeting outreach to undercounted populations; and (5) designing, testing, and implementing technology for the census. The testimony is based on previously issued and ongoing GAO work."

2011 Archaea: Ecology, Metabolism, & Molecular Biology (open access)

2011 Archaea: Ecology, Metabolism, & Molecular Biology

Archaea, one of three major evolutionary lineages of life, are a fascinating and diverse group of microbes with deep roots overlapping those of eukaryotes. The focus of the 'Archaea: Ecology Metabolism & Molecular Biology' GRC conference expands on a number of emerging topics highlighting new paradigms in archaeal metabolism, genome function and systems biology; information processing; evolution and the tree of life; the ecology and diversity of archaea and their viruses. The strength of this conference lies in its ability to couple a field with a rich history in high quality research with new scientific findings in an atmosphere of stimulating exchange. This conference remains an excellent opportunity for younger scientists to interact with world experts in this field.

2011 Quantum Control of Light & Matter Gordon Research Conference (July 31-August 5, 2011, Mount Holyoke College, South Hadley, MA)

Quantum control of light and matter is the quest to steer a physical process to a desirable outcome, employing constructive and destructive interference. Three basic questions address feasibility of quantum control: (1) The problem of controllability, does a control field exist for a preset initial and target state; (2) Synthesis, constructively finding the field that leads to the target; and (3) Optimal Control Theory - optimizing the field that carries out this task. These continue to be the fundamental theoretical questions to be addressed in the conference. How to realize control fields in the laboratory is an ongoing challenge. This task is very diverse viewing the emergence of control scenarios ranging from attoseconds to microseconds. How do the experimental observations reflect on the theoretical framework? The typical arena of quantum control is an open environment where much of the control is indirect. How are control scenarios realized in dissipative open systems? Can new control opportunities emerge? Can one null decoherence effects? An ideal setting for control is ultracold matter. The initial and final state can be defined more precisely. Coherent control unifies many fields of physical science. A lesson learned in one field can reflect on another. Currently quantum information …
