Immigration: Terrorist Grounds for Exclusion and Removal of Aliens

The Immigration and Nationality Act (INA) spells out a strict set of admissions criteria and exclusion rules for all foreign nationals who come permanently to the United States as immigrants (i.e., legal permanent residents) or temporarily as nonimmigrants. This report opens with an overview of the grounds for inadmissibility and summarizes key legislation enacted in recent years. Where relevant, the report discusses how recently enacted legislation, including the REAL ID Act, affects these matters. This report also briefly discusses two recent proposals that would modify the terrorism-related provisions of the INA.

The fission product cross-sections have been included because they are of use in the Environmental Remediation and Waste Management areas where radionuclides which are not readily detectable need to be calculated from the relative fission yields and material dispersion data.

Observations of Plasmons in Warm Dense Matter

We present the first collective x-ray scattering measurements of plasmons in solid-density plasmas. The forward scattering spectra of a laser-produced narrow-band x-ray line from isochorically heated beryllium show that the plasmon frequency is a sensitive measure of the electron density. Dynamic structure calculations that include collisions and detailed balance match the measured plasmon spectrum indicating that this technique will enable new applications to determine the equation of state and compressibility of dense matter.

Defense Acquisition Reform: Status and Current Issues

The end of the Cold War and its impact on defense spending has created a strong need to reform Department of Defense’s (DOD) acquisition system. With procurement spending down, DOD expects to depend on savings from acquisition reform to help finance future force modernization. Policymakers believe that DOD should use more commercial products because, in many instances, they cost less and their quality is comparable to products built according to DOD military specifications. Many such reform proposals are based on recognition that DOD regulatory barriers and a Cold War acquisition “culture” have inhibited the introduction of commercial products.

NREL Advanced Research Turbine (ART) Aerodynamic Design of ART-2B Rotor Blades

The National Renewable Energy Laboratory (NREL) installed two Advanced Research Turbines (ART) at the National Wind Technology Center near Boulder, Colorado, to use as full-scale test beds for ongoing research efforts, including three-dimensional blade aerodynamics and the effects of various control methods on turbine loads and performance. The Westinghouse WWG-0600 was selected as a baseline configuration for the ART turbines. The first turbine, ART-1, is currently operational and has been used to collect a baseline set of performance and loads data. A second turbine, ART-2A, incorporates several major modifications and may be upgraded further to a configuration designated aRT-2B. Possible features of the ART-2B turbine include a multi-degree of freedom hum and newly designed rotor blades. Global energy concepts, L.L.C. provided engineering support to NREL in designing the components for the ART-2B turbine. This document provides a summary of work performed by GEC on the aerodynamic design of ART-2B rotor blades.

War Powers Resolution: Presidential Compliance

Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether Congress concurs in the wisdom of the action. This issue brief does not deal with the substantive merits of using armed forces in specific cases, but rather with the congressional authorization for the action and the application and effectiveness of the War Powers Resolution.

The Mechanical and Shielding Design of a Portable Spectrometer and Beam Dump Assembly at BNL's Accelerator Test Facility.

A portable assembly containing a vertical-bend dipole magnet has been designed and installed immediately down-beam of the Compton electron-laser interaction chamber on beamline 1 of the Accelerator Test Facility (ATF) at Brookhaven National Laboratory (BNL). The water-cooled magnet designed with field strength of up to 0.7 Tesla will be used as a spectrometer in the Thompson scattering and vacuum acceleration experiments, where field-dependent electron scattering, beam focusing and energy spread will be analyzed. This magnet will deflect the ATF's 60 MeV electron-beam 90{sup o} downward, as a vertical beam dump for the Compton scattering experiment. The dipole magnet assembly is portable, and can be relocated to other beamlines at the ATF or other accelerator facilities to be used as a spectrometer or a beam dump. The mechanical and shielding calculations are presented in this paper. The structural rigidity and stability of the assembly were studied. A square lead shield surrounding the assembly's Faraday Cup was designed to attenuate the radiation emerging from the 1 inch-copper beam stop. All photons produced were assumed to be sufficiently energetic to generate photoneutrons. Analysis of Constrained Optimization Variants of the Map-Seeking Circuit Algorithm

The map-seeking circuit algorithm (MSC) was developed by Arathorn to efficiently solve the combinatorial problem of correspondence maximization, which arises in applications like computer vision, motion estimation, image matching, and automatic speech recognition [D. W. Arathorn, Map-Seeking Circuits in Visual Cognition: A Computational Mechanism for Biological and Machine Vision, Stanford University Press, 2002]. Given an input image, a template image, and a discrete set of transformations, the goal is to find a composition of transformations which gives the best fit between the transformed input and the template. We imbed the associated combinatorial search problem within a continuous framework by using superposition, and we analyze a resulting constrained optimization problem. We present several numerical schemes to compute local solutions, and we compare their performance on a pair of test problems: an image matching problem and the challenging problem of automatically solving a Rubik's cube.

Baselines and Scorekeeping in the Federal Budget Process

Baselines and scorekeeping are an integral part of the federal budget process, providing Congress and the President with a framework for making and enforcing budgetary decisions. A baseline serves as a benchmark for federal budget decisions. While the Office of Management and Budget and the Congressional Budget Office create different baselines, their baselines project federal spending, revenue, and budget surplus or deficit amounts that would occur if existing budget policies were left unchanged. Scorekeeping is the process by which the budgetary impact of proposed ad enacted budgetary policies is measured; it assists Congress and the President in making and enforcing budgetary decisions.

Fluid-Rock Characterization and Interactions in NMR Well Logging

The objective of this report is to characterize the fluid properties and fluid-rock interactions that are needed for formation evaluation by NMR well logging. The advances made in the understanding of NMR fluid properties are summarized in a chapter written for an AAPG book on NMR well logging. This includes live oils, viscous oils, natural gas mixtures, and the relation between relaxation time and diffusivity. Oil based drilling fluids can have an adverse effect on NMR well logging if it alters the wettability of the formation. The effect of various surfactants on wettability and surface relaxivity are evaluated for silica sand. The relation between the relaxation time and diffusivity distinguishes the response of brine, oil, and gas in a NMR well log. A new NMR pulse sequence in the presence of a field gradient and a new inversion technique enables the T{sub 2} and diffusivity distributions to be displayed as a two-dimensional map. The objectives of pore morphology and rock characterization are to identify vug connectivity by using X-ray CT scan, and to improve NMR permeability correlation. Improved estimation of permeability from NMR response is possible by using estimated tortuosity as a parameter to interpolate between two existing permeability models.

Guidance on Dose Rate Measurements for Use in Dose-to-Curie Conversions

The dose-to-curie (DTC) methodology used at SRS was developed in early 1994 by Health Physics Technology (HPT) for inclusion in the Site Waste Information Tracking System (WITS). DTC is used to estimate the nuclide activity in a waste container based on the measured dose rate from the container. The DTC method is a simple and easy to apply method that can provide a reasonable estimate of the container activity by nuclide when properly applied. In order to make the method practical, numerous assumptions had to be made and limitations placed on its use. Many of these assumptions and limitations can only be procedurally controlled and must be well understood by these individuals in order to assure proper application numerous the method. These limitations are addressed in this report.
