Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.8 million adults and children are infected with the HIV virus in the region, which has about 11.3% of the world's population but more than 64% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

As noted by the Population Reference Bureau, “The U.S. is getting bigger, older, and more diverse.” The objective of this report is to highlight some of the demographic changes that have already occurred since 1950 and to illustrate how these and future trends will reshape the nation in the decades to come (through 2050). This report discusses the current and projected demographic changes if policymakers accelerate efforts to address and adapt to the changing population profile as it relates to a number of essential domains, such as work, retirement, and pensions, private wealth and income security, and the health and well-being of the aging population.

There has been significant growth in the practice of breastfeeding in recent years. As a result, Congress and numerous state legislatures have considered various proposals concerning different aspects of breastfeeding. Through appropriations legislation, Congress has repeatedly affirmed a mother’s right to breastfeed on federal property or in a federal building, if the mother and child are authorized to be in that location. This practice was most recently affirmed in the Consolidated Appropriations Act, 2005.

The United States has long held to the principle that it will not return a foreign national to a country where his life or freedom would be threatened. This principle is embodied in several provisions of the Immigration and Nationality Act (INA), most notably in provisions defining refugees and asylees. Aliens seeking asylum must demonstrate a well-founded fear that if returned home, they will be persecuted based upon one of five characteristics: race, religion, nationality, membership in a particular social group, or political opinion.

This report, which will be updated regularly, examines issues in U.S.-Cuban relations and tracks legislative initiatives on Cuba in the 109th Congress. The 109th Congress will likely continue an active interest in Cuba concerning human rights, debate over economic sanctions (especially on travel), food and agricultural exports to Cuba, terrorism issues, Radio and TV Marti, bilateral anti-drug cooperation, and migration issues.

The Future Combat System (FCS) is the U.S. Army’s multiyear, multibillion dollar program at the heart of the Army’s transformation efforts. The FCS program exists in a dynamic national security environment which could significantly influence the program’s outcome. The FCS is experiencing a number of program development issues - with some technologies advancing quicker than anticipated, others progressing along predicted lines, while still others not meeting the Army’s expectations. Congress, in its authorization, appropriation, and oversight roles may wish to review the FCS program in terms of its capabilities and program costs.

The 9/11 Commission Report recommended that 911 call centers — also called Public Safety Answering Points, or PSAPs — be included in planning for emergency responses.1 Congress, which has since 1999 passed two bills to further the deployment of 911, is reviewing ways to expand 911 capabilities and make it more accessible and effective. Congress is also evaluating ways to improve emergency alerts2 and interoperable communications for public safety.3 Operational convergence of emergency communications seems to many to be inevitable, a question of “when,” not “if.” This report deals primarily with 911 and its recent history. It also summarizes some of the proposals that would improve 911 through new approaches and integration with other services.

The issue of women’s rights in Iraq has taken on new relevance, following the U.S.-led invasion of Iraq in 2003, efforts to reconstruct Iraq, and recent elections for a Transitional National Assembly (TNA). Over the past three years, the Bush Administration has reiterated its interest in ensuring that Iraqi women participate in politics and ongoing reconstruction efforts in Iraq. There has also been a widening debate regarding the extent to which the U.S.-led reconstruction efforts have been able to enhance women’s rights in Iraq and encourage their participation in Iraq’s governing institutions.
