The Adverse Effect Wage Rate (AEWR)

This report introduces the adverse effect wage rate (AEWR) and the concerns out of which it grew, from the perspective of labor policy (not of immigration policy). American agricultural employers have long utilized foreign workers on a temporary basis, regarding them as an important manpower resource. Often employed at low wages and under adverse conditions, such alien workers, some argue, may compete unfairly with U.S. workers. To mitigate any "adverse effect" for the domestic workforce, a system of wage floors was developed that applies, variously, both to alien and citizen workers.

BASIN ANALYSIS AND PETROLEUM SYSTEM CHARACTERIZATION AND MODELING, INTERIOR SALT BASINS, CENTRAL AND EASTERN GULF OF MEXICO

The principal research effort for Year 1 of the project is data compilation and the determination of the tectonic and depositional histories of the North Louisiana Salt Basin. In the first three (3) to six (6) months of Year 1, the research focus is on data compilation and the remainder of the year the emphasis is on the tectonic and depositional histories of the basin. No major problems have been encountered to date, and the project is on schedule. The principal objectives of the project are to develop through basin analysis and modeling the concept that petroleum systems acting in a basin can be identified through basin modeling and to demonstrate that the information and analysis resulting from characterizing and modeling of these petroleum systems in the North Louisiana Salt Basin and the Mississippi Interior Salt Basin can be used in providing a more reliable and advanced approach for targeting stratigraphic traps and specific reservoir facies within a geologic system and in providing a refined assessment of undiscovered and underdeveloped reservoirs and associated oil and gas resources.

Comparison of Fracture Methodologies for Flaw Stability Analysis of Storage Tanks

Fracture mechanics methodologies for flaw stability analysis of a storage tank were compared in terms of the maximum stable through-wall flaw sizes or ''instability lengths.'' The comparison was made at a full range of stress loading at a specific set of mechanical properties of A285 carbon steel and with the actual tank configuration. The two general methodologies, the J-integral-tearing modulus (J-T) and the failure assessment diagram (FAD), and their specific estimation schemes were evaluated. A finite element analysis of a flawed tank was also performed for validating the J estimation scheme with curvature correction and for constructing the finite element-based FAD. The calculated instability crack lengths show that the J-T methodology that uses an estimated scheme, and the material-specific FAD, most closely approximate the result calculated with finite element analysis for the stress range that bounds those expected at the highest fill levels in the storage tanks. The results from the other FAD methods show instability lengths less than the J-T results over this range.

Targetry at the LANL 100 MeV Isotope Production Facility: Les-Sons Learned From Facility Commissioning

The new Isotope Production Facility (IPF) at Los Alamos National Laboratory has been commissioned during the spring of 2004. Commissioning activities focused on the establishment of a radionuclide database, the review and approval of two specific target stack designs, and four trial irradiation runs with subsequent chemical processing and data analyses. This paper highlights some aspects of the facility and the targetry of the two approved target stacks used during the commissioning process.

Experimental Measurements of the Demo Enclosure

The ''demo enclosure'' is a small box constructed at ARL/PSU to simulate the basic characteristics of an equipment enclosure, but without the complexity of an actual enclosure. In the general case, an equipment enclosure can house a variety of electrical equipment, including transformers, card racks, etc., usually mounted on shelves. They are primarily interested in investigating the best way to mount the shelves in the enclosure to mitigate sound radiation due to the excitation from the electrical equipment. A secondary goal is to assess methods for modeling the structural properties of interconnected shelves and cabinets along with the electrical equipment. In this report, they will concentrate on the extensive experimental measurements made during the investigation.
