Understanding Mortgage Foreclosure: Recent Events, the Process, and Costs

This report provides a general analysis and overview of current foreclosure issues addressed in the bills cited above. It begins with a description of the behavior of aggregate foreclosure rates. The behaviors of foreclosure rates are placed in the context of activity in the housing and mortgage market to illustrate any relationships. The foreclosure process is then explained, first from the point of view of a traditional financial lending institution, and then from the viewpoint of securitization when loans are sold in secondary markets. Finally, this report collects information from other studies to obtain an estimate of the average foreclosure costs. A brief discussion of the effect uniform foreclosure legislation may have on costs follows.

A Quantitative Comparison of Numerical Methods for the Compressible Euler Equations: Fifth-order WENO and Piecewise-Linear Godunov

A numerical study is undertaken comparing a fifth-order version of the weighted essentially non-oscillatory numerical (WENO5) method to a modern piecewise-linear, second-order, version of Godunov's (PLMDE) method for the compressible Euler Equations. A series of one-dimensional test problems are examined beginning with classical linear problems and ending with complex shock interactions. The problems considered are: (1) linear advection of a Gaussian pulse in density, (2) Sod's shock tube problem, (3) the ''peak'' shock tube problem, (4) a version of the Shu and Osher shock entropy wave interaction and (5) the Woodward and Colella interacting shock wave problem. For each problem and method, run times, density error norms and convergence rates are reported for each method as produced from a common code test-bed. The linear problem exhibits the advertised convergence rate for both methods as well as the expected large disparity in overall error levels; WENO5 has the smaller errors and an enormous advantage in overall efficiency (in accuracy per unit CPU time). For the nonlinear problems with discontinuities, however, we generally see both first-order self-convergence of error as compared to an exact solution, or when an analytic solution is not available, a converged solution generated on an extremely fine grid. …

Time-Resolved Emittance Characterization of an Induction Linac Beam using Optical Transition Radiation

An induction linac is used by Lawrence Livermore National Laboratory to perform radiographic testing at the Flash X-ray Radiography facility. Emittance characterization is important since x-ray spot size impacts the resolution of shadow-graphs. Due to the long pulse length, high current, and beam energy, emittance measurement using Optical Transition Radiation is an attractive alternative for reasons that will be described in the text. The utility of OTR-based emittance measurement has been well demonstrated for both RF and induction linacs. We describe the time-resolved emittance characterization of an induction linac electron beam. We have refined the optical collection system for the induction linac application, and have demonstrated a new technique for probing the divergence of a subset of the beam profile. The experimental apparatus, data reduction, and conclusions will be presented. Additionally, a new scheme for characterizing the correlation between beam divergence and spatial coordinates within the beam profile will be described.

Progress in Infrared Pyrometry Measurements of Shocked Solids

Temperature measurement is one of the grand challenges still facing experimental shock physics. A shock experiment fundamentally measures E({sigma}{sub x}, {var_epsilon}{sub 11}) which is an incomplete equation of state since temperature (or entropy) remains unspecified. Ideally, one would like to experimentally determine a free energy F(T, {var_epsilon}{sub ij}) from which all other thermo-mechanical properties might be derived. In practice, temperature measurement would allow direct comparison with theory/simulation since T and {var_epsilon}{sub 11} are in most theories the underlying variables. Temperature is a sensitive measure of energy partitioning, knowledge of which would increase our understanding phase boundaries and thermally activated processes (such as chemical reactivity (including dissociation and ionization)). Temperature measurement would also allow a thermodynamically consistent coupling of hydrodynamic equations of state to the material's constitutive (deformation) behavior. The measurement of the temperature of a material that has undergone severe strains at small time-scales is extremely difficult, and we are developing a method using infrared reflectance and pyrometry. The emitted power from a warm surface is measured over a range of wavelengths using a multi-channel IR detector with a response time of {approx}0.1 {micro}s. Laser-induced magnetic fields in ICF capsules Final Report, DE-FG02-08ER85128, Phase 1 E. L. LINDMAN, Otowi Technical Services, Los Alamos, NM. The performance of an inertial-confinement-fusion (ICF) capsule can be improved by inserting a magnetic field into it before compressing it [Kirkpatrick, et al., Fusion Technol. 27, 205 (1995)]. To obtain standoff in an ICF power generator, a method of inserting the field without the use of low-inductance leads attached to the capsule is desired. A mechanism for generating such a field using a laser was discovered in Japan [Sakagami, et al., Phys. Rev. Lett. 42, 839 (1979), Kolodner and Yablonovitch, Phys. Rev. Lett. 43, 1402 (1979)] and studied at Los Alamos in the 1980s [M. A. Yates, et al., Phys. Rev. Lett. 49, 1702 (1982); Forslund and Brackbill, Phys. Rev. Lett. 48, 1614 (1982)]. In this mechanism, a p-polarized laser beam strikes a solid target producing hot electrons that are accelerated away from the target surface by resonant absorption. An electric field is created that returns the hot electrons to the target. But, they do not return to the target along the same trajectory on which they left. Selection of Sampling Pumps Used for Groundwater Monitoring at the Hanford Site

The variable frequency drive centrifugal submersible pump, Redi-Flo2a made by Grundfosa, was selected for universal application for Hanford Site groundwater monitoring. Specifications for the selected pump and five other pumps were evaluated against current and future Hanford groundwater monitoring performance requirements, and the Redi-Flo2 was selected as the most versatile and applicable for the range of monitoring conditions. The Redi-Flo2 pump distinguished itself from the other pumps considered because of its wide range in output flow rate and its comparatively moderate maintenance and low capital costs. The Redi-Flo2 pump is able to purge a well at a high flow rate and then supply water for sampling at a low flow rate. Groundwater sampling using a low-volume-purging technique (e.g., low flow, minimal purge, no purge, or micropurgea) is planned in the future, eliminating the need for the pump to supply a high-output flow rate. Under those conditions, the Well Wizard bladder pump, manufactured by QED Environmental Systems, Inc., may be the preferred pump because of the lower capital cost.

Determination of Dark Matter Properties at High-Energy Colliders

If the cosmic dark matter consists of weakly-interacting massive particles, these particles should be produced in reactions at the nextgeneration of high-energy accelerators. Measurements at these accelerators can then be used to determine the microscopic properties of the dark matter. From this, we can predict the cosmic density, the annihilation cross sections, and the cross sections relevant to direct detection. In this paper, we present studies in supersymmetry models with neutralino dark matter that give quantitative estimates of the accuracy that can be expected. We show that these are well matched to the requirements of anticipated astrophysical observations of dark matter. The capabilities of the proposed International Linear Collider (ILC) are expected to play a particularly important role in this study.

INCONEL 690 CORROSION IN WTP (WASTE TREATMENT PLANT) HLW (HIGH LEVEL WASTE) GLASS MELTS RICH IN ALUMINUM & BISMUTH & CHROMIUM OR ALUMINUM/SODIUM

Metal corrosion tests were conducted with four high waste loading non-Fe-limited HLW glass compositions. The results at 1150 C (the WTP nominal melter operating temperature) show corrosion performance for all four glasses that is comparable to that of other typical borosilicate waste glasses, including HLW glass compositions that have been developed for iron-limited WTP streams. Of the four glasses tested, the Bi-limited composition shows the greatest extent of corrosion, which may be related to its higher phosphorus content. Tests at higher suggest that a moderate elevation of the melter operating temperature (up to 1200 C) should not result in any significant increase in Inconel corrosion. However, corrosion rates did increase significantly at yet higher temperatures (1230 C). Very little difference was observed with and without the presence of an electric current density of 6 A/inch{sup 2}, which is the typical upper design limit for Inconel electrodes. The data show a roughly linear relationship between the thickness of the oxide scale on the coupon and the Cr-depletion depth, which is consistent with the chromium depletion providing the material source for scale growth. Analysis of the time dependence of the Cr depletion profiles measured at 1200 C suggests that diffusion of Cr …

Degradation Modes of Alloy 22 in Yucca Mountain Repository Conditions

The nuclear waste package design for Yucca Mountain (Nevada, USA), in its current configuration, consists of a double wall cylindrical container fabricated using a highly corrosion resistant Ni-based Alloy 22 for the outer barrier and type 316 stainless steel for the inner structural vessel. A mailbox-shaped drip shield fabricated primarily using Ti Grade 7 will cover the waste packages. The environmental degradation of the relevant materials have been extensively studied and modeled for over ten years. This paper reviews the state-of-the-art understanding of the degradation modes of Alloy 22 (N06022) due to its interaction with the predicted in-drift mountain conditions including temperature and types of electrolytes. Subjects discussed include thermal aging and phase stability, dry oxidation, general and localized corrosion, stress corrosion cracking and hydrogen induced cracking.

March-April 2007 Monitoring Results for Morrill, Kansas.

In September 2005, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) initiated periodic sampling of groundwater in the vicinity of a grain storage facility formerly operated by the CCC/USDA at Morrill, Kansas. The sampling at Morrill is being performed on behalf of the CCC/USDA by Argonne National Laboratory, in accord with a monitoring program approved by the Kansas Department of Health and Environment (KDHE), to monitor levels of carbon tetrachloride contamination identified in the groundwater at this site (Argonne 2004, 2005a). Under the KDHE-approved Monitoring Plan (Argonne 2005b), the groundwater is being sampled twice yearly for a recommended period of two years. The samples are analyzed for volatile organic compounds (VOCs), as well as for selected geochemical parameters to aid in the evaluation of possible natural contaminant degradation (reductive dechlorination) processes in the subsurface environment. The sampling is presently conducted in a network of 12 monitoring wells and 3 private wells (Argonne 2006a; Figure 1.1), at locations approved by the KDHE.

A method for producing oxidation-resistant austenitic alloys for use at temperatures below 800 C. comprising of: providing an alloy comprising, by weight %: 14-18% chromium, 15-18% nickel, 1-3% manganese, 1-2% molybdenum, 2-4% silicon, 0% aluminum and the balance being iron; heating the alloy to 800 C. for between 175-250 hours prior to use in order to form a continuous silicon oxide film and another oxide film. The method provides a means of producing stainless steels with superior oxidation resistance at temperatures above 700 C. at a low cost
