Continuing Appropriations Acts: Brief Overview of Recent Practices
This report is divided into two segments. The first segment provides the most recent developments and content of the FY2005 continuing resolutions. The second segment provides information on the history of CRs; the nature, scope, and duration of CRs during the last 35 years; the types of CRs that have been enacted; and an overview of those instances when funding (or budget authority2) has lapsed and a funding gap has resulted.

Freedom of Speech and Press: Exceptions to the First Amendment
The First Amendment to the United States Constitution provides that “Congress shall make no law . . . abridging the freedom of speech, or of the press. . . .” This language restricts government both more and less than it would if it were applied literally. It restricts government more in that it applies not only to Congress, but to all branches of the federal government, and to all branches of state and local government. It restricts government less in that it provides no protection to some types of speech and only limited protection to others. This report provides an overview of the major exceptions to the First Amendment — of the ways that the Supreme Court has interpreted the guarantee of freedom of speech and press to provide no protection or only limited protection for some types of speech.

The Electoral College: An Overview and Analysis of Reform Proposals
Following the closely contested presidential election of 2000, it is anticipated that Congress may revisit the issue of Electoral College reform. Although some reforms could be effected through federal or state statutes, most would require overcoming the considerable hurdles encountered by proposed constitutional amendments: two-thirds approval by both houses of Congress, followed by ratification by three-fourths (38) of the states, usually within a period of seven years.

V-22 Osprey Tilt-Rotor Aircraft
The V-22 Osprey is a tilt-rotor aircraft that takes off and lands vertically like a helicopter and flies like a plane by tilting its wing-mounted rotorsto function as propellers. Combining a helicopter’s operational flexibility with the greaterspeed,range, and efficiency of fixed-wing aircraft, the V-22 can perform such missions astroop/cargo transport, amphibious assault, special operations, and search and rescue operations.

F-22 Raptor Aircraft Program
This report discusses the background information, analysis and the recent developments in the F-22 Raptor Aircraft Program. The F-22 program raises questions about its cost and the need for this aircraft, the capabilities it would have, and the number of these planes needed to meet military requirements. The F-22 has had strong congressional support, although some have criticized the program on grounds of cost, requirements, and coordination with other tactical aircraft programs. Deletion of procurement funds in the FY2000 defense appropriation bill passed by the House made the future of the program a major issue for House and Senate conferees in 1999.

The Special Inspector General for the Troubled Asset Relief Program (SIG TARP)
This report discusses the Special Inspector General provisions in the Emergency Economic Stabilization Act of 2008, H.R. 1424, which was enacted as P.L. 110-343 on October 3, 2008. This Act created a Special Inspector General (SIG) for the Troubled Asset Relief Program (TARP). This report will compare the duties and authorities of the SIG TARP to those of the Special Inspector General for Iraq Reconstruction (SIGIR) and the Special Inspector General for Afghanistan Reconstruction (SIGAR), as well as statutory IGs under the Inspector General Act of 1978, as amended (IG Act).

Foreign Investment, CFIUS, and Homeland Security: An Overview
This report gives a brief overview of P.L. 110-49, the Foreign Investment and National Security Act of 2007. This law broadens Congress's oversight role in formulating the scope and direction of U.S. foreign investment policy. It also explicitly includes the areas of homeland security and critical infrastructure as separately-identifiable components of national security that the President must consider when evaluating the implications of a foreign investment transaction.
