FOURTH STATUS REPORT: TESTING OF AGED SOFTWOOD FIBERBOARD MATERIAL FOR THE 9975 SHIPPING PACKAGE

Samples have been prepared from a 9975 lower fiberboard subassembly fabricated from softwood fiberboard. Physical, mechanical and thermal properties have been measured following varying periods of conditioning in each of several environments. These tests have been conducted in the same manner as previous testing on cane fiberboard samples. Overall, similar aging trends are observed for softwood and cane fiberboard samples, with a few differences. Some softwood fiberboard properties tend to degrade faster in elevated humidity environments, while some cane fiberboard properties degrade faster in the hotter dry environments. As a result, it is premature to assume both materials will age at the same rates, and the preliminary aging models developed for cane fiberboard might not apply to softwood fiberboard. However, it is expected that both cane and softwood fiberboard assemblies will perform satisfactorily in conforming packages stored in a typical KAMS environment for up to 15 years. Aging and testing of softwood fiberboard will continue and additional data will be collected. Post-conditioning data have been measured on samples from a single softwood fiberboard assembly, and baseline data are also available from a limited number of vendor-provided samples. This provides minimal information on the possible sample-to-sample variation exhibited by softwood fiberboard. …

Project OASIS (Operation of Advanced Structures, Interfaces and Sub-components for MEAs) was a 12 month project that ran from 1st September 2008 to 31st August 2009, and was managed by the Department of Energy Office of Science, Chicago Office, as Award No DE-FG02-08ER64658, with Johnson Matthey Fuel Cells Inc. as the sole contractor. The project was completed on schedule, with technical successes (details below) and payment of the full grant award made by DOE. The aim of the project was the development of membrane electrode assemblies (MEAs) for H2/air polymer electrolyte membrane (PEM) fuel cells that would give higher performance under hot/dry and dry operating conditions, ideally with no loss of performance under wet conditions. Reducing or eliminating the need for humidifying the incoming gases will allow significant system cost and size reduction for many fuel cell applications including automotive, stationary and back-up power, and portable systems. Portable systems are also of particular interest in military markets. In previous work Johnson Matthey Fuel Cells had developed very stable, corrosion-resistant catalysts suitable for resisting degradation by carbon corrosion in particular. The focus of the 'Archaea: Ecology Metabolism & Molecular Biology' GRC conference expands on a number of emerging topics highlighting new paradigms in archaeal metabolism, genome function and systems biology; information processing; evolution and the tree of life; the ecology and diversity of archaea and their viruses. The strength of this conference lies in its ability to couple a field with a rich history in high quality research with new scientific findings in an atmosphere of stimulating exchange. Gulf Petro Initiative

In this report, technologies for petroleum production and exploration enhancement in deepwater and mature fields are developed through basic and applied research by: (1) Designing new fluids to efficiently drill deepwater wells that can not be cost-effectively drilled with current technologies. The new fluids will be heavy liquid foams that have low-density at shallow dept to avoid formation breakdown and high density at drilling depth to control formation pressure. The goal of this project is to provide industry with formulations of new fluids for reducing casing programs and thus well construction cost in deepwater development. (2) Studying the effects of flue gas/CO{sub 2} huff n puff on incremental oil recovery in Louisiana oilfields bearing light oil. An artificial neural network (ANN) model will be developed and used to map recovery efficiencies for candidate reservoirs in Louisiana. (3) Arriving at a quantitative understanding for the three-dimensional controlled-source electromagnetic (CSEM) geophysical response of typical Gulf of Mexico hydrocarbon reservoirs. We will seek to make available tools for the qualitative, rapid interpretation of marine CSEM signatures, and tools for efficient, three-dimensional subsurface conductivity modeling.

A 4 to 0.1 nm FEL Based on the SLAC Linac

The author show that using existing electron gun technology and a high energy linac like the one at SLAC, it is possible to build a Free Electron Laser operating around the 4 nm water window. A modest improvement in the gun performance would further allow to extend the FEL to the 0.1 nm region. Such a system would produce radiation with a brightness many order of magnitude above that of any synchrotron radiation source, existing or under construction, with laser power in the multigawatt region and subpicosecond pulse length.

Effect of SOFC Interconnect-Coating Interactions on Coating Properties and Performance

The high operating temperature of solid oxide fuel cells (SOFCs) provides good fuel flexibility which expands potential applications, but also creates materials challenges. One such challenge is the interconnect material, which was the focus of this project. In particular, the objective of the project was to understand the interaction between the interconnect alloy and ceramic coatings which are needed to minimize chromium volatilization and the associated chromium poisoning of the SOFC cathode. This project focused on coatings based on manganese cobalt oxide spinel phases (Mn,Co)3O4, which have been shown to be effective as coatings for ferritic stainless steel alloys. Analysis of diffusion couples was used to develop a model to describe the interaction between (Mn,Co)3O4 and Cr2O3 in which a two-layer reaction zone is formed. Both layers form the spinel structure, but the concentration gradients at the interface appear like a two-phase boundary suggesting that a miscibility gap is present in the spinel solid solution. A high-chromium spinel layer forms in contact with Cr2O3 and grows by diffusion of manganese and cobalt from the coating material to the Cr2O3. North Dakota Refining Capacity Study

According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 …

Aquifer Testing and Rebound Study in Support of the 100-H Deep Chromium Investigation

The 100-HR-3 Groundwater Operable Unit (OU) second Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) 5-year review (DOEIRL-2006-20, The Second CERCLA Five-Year Review Report for the Hanford Site) set a milestone to conduct an investigation of deep hexavalent chromium contamination in the sediments of the Ringold upper mud (RUM) unit, which underlies the unconfined aquifer in the 100-H Area. The 5-year review noted that groundwater samples from one deep well extending below the aquitard (i.e., RUM) exceeded both the groundwater standard of 48 parts per billion (ppb) (Ecology Publication 94-06, Model Toxics Control Act Cleanup Statute and Regulation) and the federal drinking water standard of 100 {mu}g/L for hexavalent chromium. The extent of hexavalent chromium contamination in this zone is not well understood. Action 12-1 from the 5-year review is to perform additional characterization of the aquifer below the initial aquitard. Field characterization and aquifer testing were performed in the Hanford Site's 100-H Area to address this milestone. The aquifer tests were conducted to gather data to answer several fundamental questions regarding the presence of the hexavalent chromium in the deep sediments of the RUM and to determine the extent and magnitude of deeper contamination. Pacific Northwest National Laboratory Potential Impact Categories for Radiological Air Emission Monitoring

In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. A key component of the technical basis is the Potential Impact Category (PIC) assigned to an emission point. This paper discusses the PIC assignments for the Pacific Northwest National Laboratory (PNNL) Integrated Laboratory emission units; this revision includes five PIC categories.

The three major components of this research were: 1. Application of minimally invasive, cost effective hydrogeophysical techniques (surface and borehole), to generate fine scale (~1m or less) 3D estimates of subsurface heterogeneity. Heterogeneity is defined as spatial variability in hydraulic conductivity and/or hydrolithologic zones. 2. Integration of the fine scale characterization of hydrogeologic parameters with the hydrogeologic facies to upscale the finer scale assessment of heterogeneity to field scale. 3. Determination of the relationship between dual-domain parameters and practical characterization data.

Module Technology: Current Practice and Issues

PV modules must provide mechanical support for the cells, protect the world from the voltages inside, protect the cells, diodes and interconnects from the weather outside, couple as much light as possible into the PV cells and minimize the temperature increase of the cells. The package must continue to serve these functions for at least 25 years as that is the typical module warranty period today. Furthermore the package must do all this for as low a cost as possible since the key to large scale PV growth is a reduction in cost while retaining excellent module reliability and durability. This paper will review current module construction practices for both crystalline silicon and thin film PV with emphasis on explaining why the present designs and materials have been selected. Possible long term issues with today's designs and materials will be discussed. Several proposed solutions to these issues will be presented, highlighting the research efforts that will be necessary in order to verify that they can cost effectively solve the identified issues.

Two- and Three-Body Charmless B Decays at BaBar

We report recent measurements of rare charmless B decays performed by BaBar. The results are based on the final BaBar dataset of 424 fb{sup -1} collected at the PEP-II B-factory based at the SLAC National Accelerator Laboratory. The study of rare B decays is a key ingredient to meet two of the main goals of the B-factories: assessing the validity of the Cabibbo-Kobayashi-Maskawa (CKM) picture of CP-violation by precisely measuring the elements of the Unitarity Triangle (UT), and searching for hints of New Physics (NP), or otherwise constraining NP scenarios, in processes which are suppressed in the Standard Model (SM). In loop processes, in particular, NP at some higher energy scale may manifest itself in the low energy effective theory as new couplings, such as those introduced by new very massive virtual particles in the loop. In NP searches hadronic uncertainties can play a major role, expecially for branching fraction measurements. Many theoretical uncertainties cancel in ratios of amplitudes, and most NP probes are therefore of this kind. In the following sections we report recent measurements, performed by the BaBar Collaboration, that are relevant to NP searches in charmless hadronic B decays.

Long-Term Colloid Mobilization And Colloid-Facilitated Transport Of Radionuclides In A Semi-Arid Vadose Zone

The main purpose of this project was to improve the fundamental mechanistic understanding and quantification of long-term colloid mobilization and colloid-facilitated transport of radionuclides in the vadose zone, with special emphasis on the semi-arid Hanford site. While we focused some of the experiments on hydrogeological and geochemical conditions of the Hanford site, many of our results apply to colloid and colloid-facilitated transport in general. Specific objectives were (1) to determine the mechanisms of colloid mobilization and colloid-facilitated radionuclide transport in undisturbed Hanford sediments under unsaturated flow, (2) to quantify in situ colloid mobilization and colloid-facilitated radionuclide transport from Hanford sediments under field conditions, and (3) to develop a field-scale conceptual and numerical model for colloid mobilization and transport at the Hanford vadose zone, and use that model to predict long-term colloid and colloid- facilitated radionuclide transport. To achieve these goals and objectives, we have used a combination of experimental, theoretical, and numerical methods at different spatial scales, ranging from microscopic investigations of single particle attachment and detachment to larger-scale field experiments using outdoor lysimeters at the Hanford site. FACET Emittance Growth (open access)

FACET Emittance Growth

FACET, the Facility for Advanced Accelerator and Experimental Tests, is a new facility being constructed in sector 20 of the SLAC linac primarily to study beam driven plasma wakefield acceleration. The FACET beamline consists of a chicane and final focus system to compress the 23 GeV, 3.2 nC electron bunches to {approx}20 {micro}m long and {approx}10 {micro}m wide. Simulations of the FACET beamline indicate the short-duration and large, 1.5% rms energy spread beams may suffer a factor of four emittance growth from a combination of chromaticity, incoherent synchrotron radiation (ISR), and coherent synchrotron radiation (CSR). Emittance growth is directly correlated to head erosion in plasma wakefield acceleration and is a limiting factor in single stage performance. Studies of the geometric, CSR, and ISR components are presented. Numerical calculation of the rms emittance can be overwhelmed by long tails in the simulated phase space distributions; more useful definitions of emittance are given. A complete simulation of the beamline is presented as well, which agrees with design specifications.

Electron-cloud Build-up Simulations in the Proposed PS2: Status Report

A replacement for the PS storage ring is being considered, in the context of the future LHC accelerator complex upgrade, that would likely place the new machine (the PS2) in a regime where the electron-cloud (EC) effect might be significant. We report here our current estimate of the EC density ne in the bending magnets and the field-free regions at injection and extraction beam energy, for both proposed bunch spacings, tb = 25 and 50 ns. The primary model parameters exercised are the peak secondary emission yield (SEY) delta max, the electron-wall impact energy at which the SEY peaks, Emax, and the chamber radius a in the fieldfree regions. We present many of our results as a function of the bunch intensity Nb, and we provide a tentative explanation for the non-monotonic behavior of ne as a function of Nb.

Release of aged contaminants from weathered sediments: Effects of sorbate speciation on scaling of reactive transport

Hanford sediments impacted by hyperalkaline high level radioactive waste have undergone incongruent silicate mineral weathering concurrent with contaminant uptake. In this project, we studied the impact of background pore water (BPW) on strontium, cesium and iodine desorption and transport in Hanford sediments that were experimentally weathered by contact with simulated hyperalkaline tank waste leachate (STWL) solutions. Using those lab-weathered Hanford sediments (HS) and model precipitates formed during nucleation from homogeneous STWL solutions (HN), we (i) provided thorough characterization of reaction products over a matrix of field-relevant gradients in contaminant concentration, partial pressure of carbon dioxide, and reaction time; (ii) improved molecular-scale understanding of how sorbate speciation controls contaminant desorption from weathered sediments upon removal of caustic sources; and (iii) developed a mechanistic, predictive model of meso- to field-scale contaminant reactive transport under these conditions. In this final report, we provide detailed descriptions of our results from this three-year study, completed in 2012 following a one-year no cost extension.
