Deterrence and National Security in the Face of an Amorphous Threat

The National Security threats that we face today and, in turn, the National Security . requirements, are more diverse and complex than they were during the Cold-War from 1945-1990. During that period, and bolstered by the experiences of World Wars I and II, US National Security policy was focused on the stabilization of post WW II country boundaries and containment of the Soviet block and China. The result was the bipolar world in which the nuclear and conventional forces of the United States, the Soviet Union, and their respective allies ensured a measure of political stability through a military stalemate of world wide proportions. The practical result was that large scale changes in national borders were unlikely, but internal conflict within countries, and local conflicts between neighboring countries could still occur, albeit with participation from one or both of the Superpower camps. US National Security Policy was designed primarily for stabilization of the bipolar world on the military front and for competition with the Soviet Union and China on economic and political fronts. Development of simulation tools for virus shell assembly. Final report

Prof. Berger's major areas of research have been in applying computational and mathematical techniques to problems in biology, and more specifically to problems in protein folding and genomics. Significant progress has been made in the following areas relating to virus shell assembly: development has been progressing on a second-generation self-assembly simulator which provides a more versatile and physically realistic model of assembly; simulations are being developed and applied to a variety of problems in virus assembly; and collaborative efforts have continued with experimental biologists to verify and inspire the local rules theory and the simulator. The group has also worked on applications of the techniques developed here to other self-assembling structures in the material and biological sciences. Some of this work has been conducted in conjunction with Dr. Sorin Istrail when he was at Sandia National Labs.

Image-driven mesh optimization

We describe a method of improving the appearance of a low vertex count mesh in a manner that is guided by rendered images of the original, detailed mesh. This approach is motivated by the fact that greedy simplification methods often yield meshes that are poorer than what can be represented with a given number of vertices. Our approach relies on edge swaps and vertex teleports to alter the mesh connectivity, and uses the downhill simplex method to simultaneously improve vertex positions and surface attributes. Note that this is not a simplification method--the vertex count remains the same throughout the optimization. At all stages of the optimization the changes are guided by a metric that measures the differences between rendered versions of the original model and the low vertex count mesh. This method creates meshes that are geometrically faithful to the original model. Moreover, the method takes into account more subtle aspects of a model such as surface shading or whether cracks are visible between two interpenetrating parts of the model.

Intermittent Turbulence in the Very Stable Ekman Layer

INTERMITTENT TURBULENCE IN THE VERY STABLE EKMAN LAYER This study describes a Direct Numerical Simulation (DNS) of a very stable Ekman layer in which a constant downward heat flux is applied at the lower boundary, thus cooling the fluid above. Numerical experiments were performed in which the strength of the imposed heat flux was varied. For downward heat fluxes above a certain critical value the turbulence becomes intermittent and, as the heat flux increases beyond this value, the flow tends to relaminarize because of the very strong ambient stratification. We adopt Mahrt?s (1999) definition of the very stable boundary layer as a boundary layer in which intermittent, rather than continuous turbulence, is observed. Numerical experiments were used to test various hypothesis of where in ?stability parameter space? the very stable boundary layer is found. These experiments support the findings of Howell and Sun (1999) that the boundary layer will exhibit intermittency and therefore be categorized as ?very stable?, when the stability parameter, z/L, exceeds unity. Another marker for the very stable boundary layer, Derbyshire?s (1990) maximum heat flux criterion, was also examined. The advent of CCD cameras and computerized data recording has spurred the development of several new cameras and techniques for recording nanosecond images. We have made a side by side comparison of three nanosecond frame cameras, examining them for both performance and operational characteristics. The cameras include; Micro-Channel Plate/CCD, Image Diode/CCD and Image Diode/Film; combinations of gating/data recording. The advantages and disadvantages of each device will be discussed.

Plutonium Immobilization Project - Can-In-Canister Hardware Development/Selection

The Plutonium Immobilization Project (PIP) is a program funded by the U.S. Department of Energy to develop technology to disposition excess weapons grade plutonium. This program introduces the ''Can-in-Canister'' (CIC) technology that immobilizes the plutonium by encapsulating it in ceramic forms (or pucks) and ultimately surrounding it with high-level waste glass to provide a deterrent to recovery. Since there are significant radiation, contamination and security concerns, the project team is developing unique technologies to remotely perform plutonium immobilization tasks. This paper covers the design, development and testing of the magazines (cylinders containing cans of ceramic pucks) and the rack that holds them in place inside the waste glass canister. Several magazine and rack concepts were evaluated to produce a design that gives the optimal balance between resistance to thermal degradation and facilitation of remote handling. This paper also reviews the effort to develop a join ted arm robot that can remotely load seven magazines into defined locations inside a stationary canister working only through the 4 inch (102 mm) diameter canister throat.

Plutonium Immobilization Project - Cold Pour Phase 2 Test Results

The Plutonium Immobilization Project (PIP) is a program funded by the U.S. Department of Energy to develop technology for dispositioning excess weapons grade plutonium. This program introduces the ''Can-in-Canister'' (CIC) technology that immobilizes the plutonium by encapsulating it in ceramic forms (or pucks) and ultimately surrounding it with high-level waste glass to provide a deterrent to recovery. A cold (non-radioactive) test program was conducted to develop and verify the baseline design for the canister and internal hardware. Tests were conducted in two phases. Phase 1 Cold Pour Tests, conducted in 1999, were scoping tests. This paper describes the Phase 2 tests conducted in 2000 which verified the adequacy of the baseline CIC design and assured that the system would meet repository quality assurance requirements.

PROBABILISTIC STRUCTURAL RESPONSE OF STRUCTURE UNDER COLLAPSE LOADING

Engineers at Los Alamos National Laboratory (LANL) are currently developing the capability to provide a reliability-based structural evaluation technique for performing weapon reliability assessments. To enhance the analyst's confidence with these new methods, an integrated experiment and analysis project has been developed. The uncertainty associated with the collapse response of commercially available spherical marine float is evaluated with the aid of the non-linear explicit dynamics code DYNA3D (Whirley and Engelmann 1988) coupled with the probabilistic code NESSUS (Numerical Evaluation of Stochastic Structures Under Stress) (Thacker et al. 1998). Variations in geometric shape parameters and uncertainties in material parameters are characterized and included in the probabilistic model.

Solvent Extraction External Radiation Stability Testing

Personnel irradiated a number of samples of calixarene-based solvent. Analysis of these samples indicated that measurable loss of the calixarene occurred at very high doses (-16 Mrad). No measurable loss of the Cs-7SB modifier occurred at equivalent doses. The primary degradation product, 4-sec-butylphenol, observed during analysis of the samples came from degradation of the modifier. Also, TOA proved more susceptible to damage than the other components of the solvent. The total degradation of the solvent proved relatively minor. The consistent solvent performance, as indicated by the measured D Cs values, after exposure at high total doses serves as evidence of the relatively low degree of degradation of the solvent components. Additional tests employing internal irradiation of solvents with both simulants and SRS tank waste will be completed by the end of March 2001 to provide confirmation of the results presented herein.

The following are proposed activities for quarter 2 (9/15/00-12/14/00): (1) Conduct TGA and fuel characterization studies--Task 1; (2) Perform re-burn experiments--Task 2; (3) Fabricate fixed bed gasifier/combustor--Task 3; and (4) Modify the 3D combustion modeling code for feedlot and litter fuels--Task 4. The following were achieved During Quarter 2 (9/15/00-12/14/00): (1) The chicken litter has been obtained from Sanderson farms in Denton, after being treated with a cyclonic dryer. The litter was then placed into steel barrels and shipped to California to be pulverized in preparation for firing. Litter samples have also been sent for ultimate/proximate laboratory analyses.--Task 1; (2) Reburn-experiments have been conducted on coal, as a base case for comparison to litter biomass. Results will be reported along with litter biomass as reburn fuel in the next report--Task 2; (3) Student has not yet been hired to perform task 3. Plans are ahead to hire him or her during quarter No. 3; and (4) Conducted a general mixture fraction model for possible incorporation in the code.

Decontamination and decommissioning activities photobriefing book FY 2000.

A major milestone was reached in Fiscal Year (FY) 2000--the completion of the Chicago Pile-5 (CP-5) D and D Project. CP-5, the first reactor built on the Argonne National Laboratory-East (ANL-E) site, was a 5-megawatt, heavy water-moderated, enriched uranium-fueled reactor. It was the principal reactor on the Argonne site used to produce neutrons for scientific research from 1954 to 1979. The reactor was shut down and defueled in 1979, and placed in a lay-up condition. In 1990, funding was provided to begin the decontamination and decommissioning (D and D) of this facility, and work began in June 1991. D and D tasks were performed by both ANL-E personnel and subcontractor personnel from Duke Engineering and Services, Marlborough MA, under the management of ANL-E D and D Program personnel. In July 2000, the final project report was presented to the Department of Energy, and the facility was formally decommissioned and transferred to the landlord. Total project duration was 97 months, and total project cost was $29.5M. Also, in FY 2000, work began on the 60 Cyclotron D and D Project. Development of a next-generation regional weather research and forecast model.

The Weather Research and Forecast (WRF) project is a multi-institutional effort to develop an advanced mesoscale forecast and data assimilation system that is accurate, efficient, and scalable across a range of scales and over a host of computer platforms. The first release, WRF 1.0, was November 30, 2000, with operational deployment targeted for the 2004-05 time frame. This paper provides an overview of the project and current status of the WRF development effort in the areas of numerics and physics, software and data architecture, and single-source parallelism and performance portability.

A facility for measurement of rare Kr-81 and Kr-85 isotope concentration in hydrogeologic samples, and isotopic composition of minute quantities of krypton and xenon from extraterrestrial samples, was established, requiring refinement of an emerging mass spectrometric-based analytical technique and securing of laboratory space and equipment. The analytical process consists of (1) collecting a groundwater sample, (2) degassing the water, (3) separating Kr from the recovered gases, (4&5) two isotopic enrichments to reduce interfering isotopes by E9, and (6) detecting the rare krypton isotope in a unique time-of-flight mass spectrometer detecting as few as 100 Kr atoms. All equipment is installed and operating, with only some additional adjustment and testing of the last step (6, above) remaining to be completed. Collaborations have been established with a number of researchers and organizations world wide, and both groundwater and extraterrestrial samples have been collected. Completion of analyses awaits full operation of step 6.

The purpose of this Analysis/Model Report (AMR) is to document the Near-Field Environment (NFE) and Unsaturated Zone (UZ) models used to evaluate the potential effects of coupled thermal-hydrologic-chemical (THC) processes on unsaturated zone flow and transport. This is in accordance with the ''Technical Work Plan (TWP) for Unsaturated Zone Flow and Transport Process Model Report'', Addendum D, Attachment D-4 (Civilian Radioactive Waste Management System (CRWMS) Management and Operating Contractor (M and O) 2000 [153447]) and ''Technical Work Plan for Nearfield Environment Thermal Analyses and Testing'' (CRWMS M and O 2000 [153309]). These models include the Drift Scale Test (DST) THC Model and several THC seepage models. These models provide the framework to evaluate THC coupled processes at the drift scale, predict flow and transport behavior for specified thermal loading conditions, and predict the chemistry of waters and gases entering potential waste-emplacement drifts. The intended use of this AMR is to provide input for the following: (1) Performance Assessment (PA); (2) Abstraction of Drift-Scale Coupled Processes AMR (ANL-NBS-HS-000029); (3) UZ Flow and Transport Process Model Report (PMR); and (4) Near-Field Environment (NFE) PMR. Epileptic Seizure Forewarning by Nonlinear Techniques

Nicolet Biomedical Inc. (NBI) is collaborating with Oak Ridge National Laboratory (ORNL) under a Cooperative Research and Development Agreement (CRADA) to convert ORNL.s patented technology for forewarning of epileptic seizures to a clinical prototype. This technical report describes the highlights of the first year.s effort. The software requirements for the clinical device were specified from which the hardware specifications were obtained. ORNL's research-class FORTRAN was converted to run under a graphical user interface (GUI) that was custom-built for this application by NBI. The resulting software package was cloned to desktop computers that are being tested in five different clinical sites. Two hundred electroencephalogram (EEG) datasets from those clinical sites were provided to ORNL for detailed analysis and improvement of the forewarning methodology. Effort under this CRADA is continuing into the second year as planned.

Exploitation of parallelism in climate models. Final report

This final report includes details on the research accomplished by the grant entitled 'Exploitation of Parallelism in Climate Models' to the University of Maryland. The purpose of the grant was to shed light on (a) how to reconfigure the atmospheric prediction equations such that the time iteration process could be compressed by use of MPP architecture; (b) how to develop local subgrid scale models which can provide time and space dependent parameterization for a state-of-the-art climate model to minimize the scale resolution necessary for a climate model, and to utilize MPP capability to simultaneously integrate those subgrid models and their statistics; and (c) how to capitalize on the MPP architecture to study the inherent ensemble nature of the climate problem. In the process of addressing these issues, we created parallel algorithms with spectral accuracy; we developed a process for concurrent climate simulations; we established suitable model reconstructions to speed up computation; we identified and tested optimum realization statistics; we undertook a number of parameterization studies to better understand model physics; and we studied the impact of subgrid scale motions and their parameterization in atmospheric models.

Immobilization of uranium and plutonium into borobasalt, pyroxene and andradite mineral-like compositions

The immobilization of plutonium-containing wastes into stable solid compositions is one of the problems to be solved in the disposal of radioactive wastes. Research efforts on the selection, preparation with the use of the cold crucible induction melter (CCIM) technology, and investigation of materials that are most suitable for immobilizing plutonium-containing wastes of different origin have been carried out at the All-Russian Scientific Research Institute of Inorganic Materials (VNIINM) and the Institute of the Geology of Ore Deposits, Petrography, Mineralogy, and Geochemistry (IGEM), Russian Academy of Sciences within the framework of agreements with Lawrence Livermore National Laboratory (LLNL, USA) regarding material and technical support. This paper presents the data on the synthesis of cerium-, uranium-, and plutonium-containing materials based on borobasalt, pyroxene, and andradite compositions in the muffle furnace and by the CCIM method. Compositions containing up to 15-18 wt% cerium oxide, 8-11 wt% uranium oxide, and 4.6-5.7 wt% plutonium oxide were obtained in laboratory facilities installed in glove boxes. Comparison studies of the materials synthesized in the muffle furnace and CCIM demonstrate the advantages of using the CCIM method. The distribution of components in the materials.

Inverse problem in explosion and combustion

The principal task of our studies is to provide a rational interpretation of the thermodynamic and fluid dynamic events taking place in a closed vessel upon detonation of an explosive charge and subsequent turbulent combustion of its products, acting as fuel for an exothermic reaction with air. Under such circumstances, the latter has been compressed by a reverberating shock front of the blast wave generated by the explosion. The paper presents the chemical and thermodynamic background and its numerical results, deduced for this purpose from mass spectroscopic data and pressure records, acquired upon explosion of a 0.8 kg charge of TNT in a 17 m{sup 3} chamber filled with air--a diagnostic analysis identified by the title. The evolution of the flow field and its structure are presented in a companion paper.
