The intent of the Oregon Wildlife Planning Coordination project is to fund Oregon Department of Fish and Wildlife (ODFW) staff to facilitate wildlife mitigation coordination and planning between Oregon wildlife managers. The primary goal of ODFW wildlife mitigation planning/coordination staff is to foster, facilitate, and manage a statewide cooperative wildlife mitigation planning and implementation effort between the Oregon wildlife managers (the Oregon Wildlife Coalition or OWC) to mitigate for wildlife losses in Oregon caused by the development and operation of the hydropower system.

An overview of MEDM. (open access)

An overview of MEDM.

MEDM, which is derived from Motif Editor and Display Manager, is the primary graphical user interface to the EPICS control system and has also been used for other control systems. MEDM has two modes of operation, EDIT and EXECUTE. In its EDIT mode it provides the drawing tools needed to design control screens for operator interfaces. In its EXECUTE mode it manages those screens to communicate with the control system. MEDM provides a set of interface objects that falls into three main categories: (1) Monitors, such as text, meters, and plots; (2) Controllers, such as buttons, menus, and sliders; and (3) Drawing Objects, such as lines, rectangles, and images. Each of these objects has many options, allowing for the development of screens ranging from simple to quite sophisticated. MEDM has been developed over the last decade, primarily at Argonne National Laboratory, and is a large, well tested, extensively used program. It runs on most flavors of UNIX, VMS, and Windows 95/98/NT. It has been used to design thousands of control screens, such as the one shown in Fig. 1, at the Advanced Photon Source and other sites around the world. This paper presents an overview of MEDM and its features.

Procedures for addressing uncertainty and variability in exposure to characterize potential health risk from trichloroethylene contaminated ground water at Beale Air Force Base in California

Conservative deterministic, screening-level calculations of exposure and risk commonly are used in quantitative assessments of potential human-health consequences from contaminants in environmental media. However, these calculations generally are based on multiple upper-bound point estimates of input parameters, particularly for exposure attributes, and can therefore produce results for decision makers that actually overstate the need for costly remediation. Alternatively, a more informative and quantitative characterization of health risk can be obtained by quantifying uncertainty and variability in exposure. This process is illustrated in this report for a hypothetical population at a specific site at Beale Air Force Base in California, where there is trichloroethylene (TCE) contaminated ground water and a potential for future residential use. When uncertainty and variability in exposure were addressed jointly for this case, the 95th-percentile upper-bound value of individual excess lifetime cancer risk was a factor approaching 10 lower than the most conservative deterministic estimate. Additionally, the probability of more than zero additional cases of cancer can be estimated, and in this case it is less than 0.5 for a hypothetical future residential population of up to 26,900 individuals present for any 7.6-y interval of a 70-y time period. Puerto Rico - 2002 : field studies to resolve aerosol processes.

A number of questions remain concerning homogeneous aerosol formation by natural organics interacting with anthropogenic pollutants. For example, chlorine has been proposed as a potential oxidant in the troposphere because of its very high reactivity with a wide range of organics (Finlayson-Pitts, 1993). Indeed, sea salt aerosol in the presence of ozone has been shown to produce chlorine atoms in heterogeneous photochemical reactions under laboratory conditions. Whether chlorine can initiate oxidation of natural organics such as monoterpene hydrocarbons and can generate homogeneous nucleation or condensable material that contributes to aerosol loadings needs to be assessed. The nighttime reactions of ozone and nitrate radical can also result in monoterpene reactions that contribute to aerosol mass. We are currently planning field studies in Puerto Rico to assess these aerosol issues and other atmospheric chemistry questions. Puerto Rico has a number of key features that make it very attractive for a field study of this sort. The principal feature is the island's very regular meteorology and its position in the Caribbean Sea relative to the easterly trade winds. Residence times of fine tropospheric aerosols as determined by {sup 210}Pb progeny.

Fine tropospheric aerosols can play important roles in the radiative balance of the atmosphere. The fine aerosols can act directly to cool the atmosphere by scattering incoming solar radiation, as well as indirectly by serving as cloud condensation nuclei. Fine aerosols, particularly carbonaceous soots, can also warm the atmosphere by absorbing incoming solar radiation. In addition, aerosols smaller than 2.5 {micro}m have recently been implicated in the health effects of air pollution. Aerosol-active radioisotopes are ideal tracers for the study of atmospheric transport processes. The source terms of these radioisotopes are relatively well known, and they are removed from the atmosphere only by radioactive decay or by wet or dry deposition of the host aerosol. The progeny of the primordial radionuclide {sup 238}U are of particular importance to atmospheric studies. Uranium-238 is common throughout Earth's crust and decays to the inert gas {sup 222}Rn, which escapes into the atmosphere. Radon-222 decays by the series of alpha and beta emissions shown in Figure 1 to the long-lived {sup 210}Pb. Once formed, {sup 210}Pb becomes attached to aerosol particles with average attachment times of 40 s to 3 min.

The purpose of this calculation is to document that the software routine ModStandardNomal Version 1.0 which is a Visual Fortran 5.0 module, provides correct results for a normal distribution up to five significant figures (three significant figures at the function tails) for a specified range of input parameters. The software routine may be used for quality affecting work. Two types of output are generated in ModStandardNomal: a deviate, x, given a cumulative probability, p, between 0 and 1; and a cumulative probability, p, given a deviate, x, between -8 and 8. This calculation supports Performance Assessment, under Technical Product Development Plan, TDP-EBS-MD-000006 (Attachment I, DIRS 3) and is written in accordance with the AP-3.12Q Calculations procedure (Attachment I, DIRS 4).

Theory and application of deterministic multidimensional pointwise energy lattice physics method

The theory and application of deterministic, multidimensional, pointwise energy lattice physics methods are discussed. These methods may be used to solve the neutron transport equation in multidimensional geometries using near-continuous energy detail to calculate equivalent few-group diffusion theory constants that rigorously account for spatial and spectral self-shielding effects. A dual energy resolution slowing down algorithm is described which reduces the computer memory and disk storage requirements for the slowing down calculation. Results are presented for a 2D BWR pin cell depletion benchmark problem.

The design and construction of a gradient solenoid for the high powered RF cavity experiment for the muon collider

This report describes the construction and test of a split solenoid that has a warm bore of 440 mm and a cryostat length of 1088 mm. (A 750 mm section contains the magnetic field.) When the coils are hooked so the fields are additive, the central induction is 5.0 T at its design current. When the coils are hooked so that the fields are in opposition, the induction at the center of the solenoid is zero and the peak induction on the solenoid axis is {+-}3.7 T. The on-axis induction gradient is 25 T per meter when the coils are hooked in opposition. When the coils are operated at their design currents in opposition, the force pushing the two coils apart is about 3 MN. The force pushing the coils apart is carried by the aluminum coil mandrel and a solid aluminum sheath outside of the superconducting winding. The coil was wound as a wet lay-up coil using alumina filled epoxy (Stycast). A layer of hard aluminum wire wound on the outside of the superconducting coil carries some of the hoop forces and limits the strain so that training does not occur. Doped Contacts for High-Longevity Optically Activated, High Gain GaAs Photoconductive Semiconductor Switches

The longevity of high gain GaAs photoconductive semiconductor switches (PCSS) has been extended to over 50 million pulses. This was achieved by improving the ohmic contacts through the incorporation of a doped layer beneath the PCSS contacts which is very effective in the suppression of filament formation and alleviating current crowding to improve the longevity of PCSS. Virtually indefinite, damage-free operation is now possible at much higher current levels than before. The inherent damage-free current capacity of the switch depends on the thickness of the doped layers and is at least 100A for a dopant diffusion depth of 4pm. The contact metal has a different damage mechanism and the threshold for damage ({approximately}40A) is not further improved beyond a dopant diffusion depth of about 2{micro}m. In a diffusion-doped contact switch, the switching performance is not degraded when contact metal erosion occurs. This paper will compare thermal diffusion and epitaxial growth as approaches to doping the contacts. These techniques will be contrasted in terms of the fabrication issues and device characteristics.

The economic impact of Los Alamos National Laboratory on north-central New Mexico and the state of New Mexico fiscal year 1998

Los Alamos National Laboratory (LANL) is a multidisciplinary, multiprogram laboratory with a mission to enhance national military and economic security through science and technology. Its mission is to reduce the nuclear danger through stewardship of the nation`s nuclear stockpile and through its nonproliferation and verification activities. An important secondary mission is to promote US industrial competitiveness by working with US companies in technology transfer and technology development partnerships. Los Alamos is involved in partnerships and collaborations with other federal agencies, with industry (including New Mexico businesses), and with universities worldwide. For this report, the reference period is FY 1998 (October 1, 1997, through September 30, 1998). It includes two major impact analysis: the impact of LANL activities on north-central New Mexico and the economic impacts of LANL on the state of New Mexico. Total impact represents both direct and indirect responding by business, including induced effects (responding by households). The standard multipliers used in determining impacts result from the inter-industry, input-output models developed for the three-county region and the state of New Mexico.

The economic impact of the Department of Energy on the State of New Mexico Fiscal Year 1998

The U.S. Department of Energy (DOE) provides a major source of economic benefits in New Mexico, second only to the activities of the U.S. Department of Defense. The agency's far-reaching economic influence within the state is the focus of this report. Economic benefits arising from the various activities and functions of both the Department and its contractors have accrued to the state continuously for over 50 years. For several years, DOE/Albuquerque Operations Office (AL) and New Mexico State University (NMSU) have maintained inter-industry, input-output modeling capabilities to assess DOE's impacts on the state of New Mexico and the other substate regions most directly impacted by DOE activities. One of the major uses of input-output techniques is to assess the effects of developments initiated outside the economy such as Federal DOE monies that flow into the state, on an economy. The information on which the models are based is updated periodically to ensure the most accurate depiction possible of the economy for the period of reference. Electrical Characteristics of 18650 Li-Ion Cells at Low Temperatures

Low temperature electrical performance characteristics of A and T, Moli, and Panasonic 18650 Li-ion cells are described. Ragone plots of energy and power data of the cells for different temperatures from 25 C to {minus}40 C are compared. Although the electrical performance of these cells at and around room temperature is respectable, at temperatures below 0 C the performance is poor. For example, the delivered power and energy densities of the Panasonic cells at 25 C are {approximately}800 W/l and {approximately}100 Wh/l respectively and those at {minus}40 C are <10 W/l and {approximately}5 Wh/l. In order to identify the source for this poor performance at subambient temperatures, both 2- and 3-electrode impedance studies were made on these cells. The 2-electrode impedance data suggests that the cell ohmic resistance remains nearly constant from 25 C to {minus}20 C but increases modestly at {minus}40 C while the overall cell impedance increases by an order of magnitude over the same temperature range. The 3-electrode impedance data of the A and T cells show that the increase in cell resistance comes mostly from the cathode electrolyte interface and very little either from the anode electrolyte interface or from the ohmic resistance of the cell. …

Organically modified alkoxy silanes play an important role in tailoring different properties of silica produced by the sol-gel method. Changes in the size and functionality of the organic group allows control of both physical and chemical properties of the resulting gel, with the kinetics of the polymerization process playing an important role in the design of new siloxane materials. High resolution {sup 29}Si NMR has proven to be valuable tool for monitoring the polymerization reaction, and has been used to investigate a variety of organically modified alkoxy silane systems.

Evaluation of Optimal Distribution of Wind Power Facilities in Iowa for 2015

By the end of June 1999, about 250 megawatts of wind generation will have been dedicated in the state of Iowa. This represents the beginning of what is likely to be significant wind capacity development during the next 20 years in the state, as a result of possible public and governmental mandates and consumers' desire for sustainable sources of energy. As the utility industry in the United States moves towards a new structure, renewable energy sources continue to be an important part of new resource development. In this paper, we consider the predicted trends in load growth in Iowa. After accounting for the retirement of nuclear and older fossil fuel facilities over the next 15 years, we estimate Iowa's potential renewable generating capacity through the year 2015 and anticipate the contribution of wind energy to Iowa's portfolio. The Iowa Wind Energy Institute (IWEI) has been monitoring the wind resource in Iowa since June 1994 to obtain wind speed averages at 10, 33 and 50 meters above ground at fourteen geographically dispersed potential wind farm sites. Winds in the Midwest are primarily generated by fronts moving through the region. The Northwest Buffalo Ridge area of Iowa typically has wind speed averages …

The Waste Isolation Pilot Plant (WIPP) is the first nuclear waste repository certified by the United States Environmental Protection Agency. Success in regulatory compliance resulted from an excellent natural setting for such a repository, a facility with multiple, redundant safety systems, and from a rigorous, transparent scientific and technical evaluation. The WIPP story, which has evolved over the past 25 years, has generated a library of publications and analyses. Details of the multifaceted program are contained in the cited references. Selected geotechnical highlights prove the eminent suitability of the WIPP to serve its congressionally mandated purpose.

We gain-switch flared waveguide lasers to obtain 14.5 W peak powers and 0.5 nJ pulse energies with laser structures compatible with the generation of diffraction-limited beams. The results are in excellent agreement with a microscopic laser model.

Lifetime studies of Mo/Si and Mo/Be multilayer coatings for extreme ultraviolet lithography

Extreme Ultraviolet Lithography (EUVL) is a candidate for future application by the semiconductor industry in the production of sub-100 nm feature sizes in integrated circuits. Using multilayer reflective coatings optimized at wavelengths ranging from 11 to 14 nm, EUVL represents a potential successor to currently existing optical lithography techniques. In order to assess lifetimes of the multilayer coatings under realistic conditions, a series of radiation stability tests has been performed. In each run a dose of EUV radiation equivalent to several months of lithographic operation was applied to Mo/Si and MO/Be multilayer coatings within a few days. Depending on the residual gas concentration in the vacuum environment, surface deposition of carbon during the exposure lead to losses in the multilayer reflectivity. However, in none of the experimental runs was structural damage within the bulk of the multilayers observed. Mo/Si multilayer coatings recovered their full original reflectivity after removal of the carbon layer by an ozone cleaning method. Auger depth profiling on MO/Be multilayers indicate that carbon penetrated into the Be top layer during illumination with high doses of EUV radiation. Subsequent ozone cleaning fully removed the carbon, but revealed enhanced oxidation of the area illuminated, which led to an irreversible …

WAC 246-247-060, ''Applications, registration, and licensing'', states ''This section describes the information requirements for approval to construct, modify, and operate an emission unit. Any NOC requires the submittal of information listed in Appendix A,'' Appendix A (WAC 246-247-110) lists the requirements that must be addressed. Additionally, the following description, attachments, and references are provided to the U.S. Environmental Protection Agency (EPA) as an NOC, in accordance with Title 40 Code of Federal Regulations (CFR), Part 61, ''National Emission Standards for Hazardous Air Pollutants.'' Photoconductive Semiconductor Switch Technology for Short Pulse Electromagnetics and Lasers

High gain photoconductive semiconductor switches (PCSS) are being used to produce high power electromagnetic pulses foc (1) compact, repetitive accelerators, (2) ultra-wide band impulse sources, (3) precision gas switch triggers, (4) optically-activated firesets, and (5) high power optical pulse generation and control. High power, sub-nanosecond optical pulses are used for active optical sensors such as compact optical radars and range-gated hallistic imaging systems. Following a brief introduction to high gain PCSS and its general applications, this paper will focus on PCSS for optical pulse generation and control. PCSS technology can be employed in three distinct approaches to optical pulse generation and control: (1) short pulse carrier injection to induce gain-switching in semiconductor lasers, (2) electro-optical Q-switching, and (3) optically activated Q-switching. The most significant PCSS issues for these applications are switch rise time, jitter, and longevity. This paper will describe both the requirements of these applications and the most recent results from PCSS technology. Experiments to understand and expand the limitations of high gain PCSS will also be described.
