Corrective Action Investigation Plan for Corrective Action Unit 135: Area 25 Underground Storage Tanks Nevada Test Site, Nevada

This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO, CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites (FFACO, 1996). Corrective Action Units consist of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at CAU 135, Area 25 Underground Storage Tanks (USTs), which is located on the Nevada Test Site (NTS). The NTS is approximately 105 kilometers (km) (65 miles [mi]) northwest of Las Vegas, Nevada.

Barriers to communication and cooperation in addressing community impacts of radioactive releases from research facilities.

Two instances of research facilities responding to public scrutiny will be discussed. The first concerns emissions from a �tritium labeling facility� operated at Lawrence Berkeley National Laboratory (LBNL); the second deals with releases of plutonium from Lawrence Livermore National Laboratory (LLNL). There are many parallels between these two cases, both of which are still ongoing. In both, the national laboratory is the acknowledged source of low-level (by regulatory standards) radioactive contamination in the community. A major purpose of both investigations is to determine the degree of the contamination and the threat it poses to public health and the environment. The examining panel or committee is similarly constituted in the two cases, including representatives from all four categories of stakeholders: decision makers; scientists and other professionals doing the analysis/assessment; environmental activist or public interest groups; and �ordinary� citizens (nearly everyone else not in one or more of the first three camps). Both involved community participation from the beginning. The levels of outrage over the events triggering the assessment are comparable; though �discovered� or �appreciated� only a few years ago, the release of radiation in both cases occurred or began occurring more than a decade ago. The analyses of hot gas stream cleanup (HGCU) ashes and descriptions of filter performance studied under this contract are designed to address problems with filter operation that are apparently linked to characteristics of the collected ash. This work is designed to generate a data base of the key characteristics of ashes collected from operating advanced particle filters and to relate these ash properties to the operation and performance of these filters and their components. This report summarizes characterizations of ash and char samples from pressurized fluidized-bed combustion and gasification facilities. Efforts are under way to develop a method for preserving fragile filter cakes formed on ceramic filter elements. The HGCU data base was formatted for Microsoft Access 97 ® . Plans for the remainder of the project include characterization of additional samples collected during site visits to the Department of Energy / Southern Company Services Power Systems Development Facility and completion and delivery of the HGCU data base.

This Phase II SBIR program was conducted to demonstrate the ability of a circulating fluidized bed (CFB) of flyash to cause particle agglomeration and consequent reduction in the quantity of fine particulate emissions from the system. Another objective was to show that carbon addition to the bed would result in the removal of mercury compounds from the flue gas at carbon utilization levels significantly better than duct injection of activated carbon. The pilot-scale testing was carried out in 1997. The pilot-scale fluid bed reactor was a 1000 CFM system, drawing gas from a slipstream of the exhaust of a 325 MW coal-fired boiler. Flue gas for the pilot unit was drawn downstream of the air preheater and returned to the same unit. Particle agglomeration testing was carried out for which the parameters of gas flow rate and water evaporation rate were varied, and the particle size distribution leaving the fluid bed system was monitored. The bed was able to cause a reduction in total particulate concentration by a factor of 10 and in fine particulate concentration by a factor of 5, and it was found that the best agglomeration of particles was obtained with simultaneous water spray evaporation. Permanent magnets can be used to produce an axial bias magnetic field. The rotor can include magnetic disks disposed in opposed, facing relation to the coil configuration.

A rotating electric machine is provided which includes multiple independent control windings for compensating for rotor imbalances and for levitating/centering the rotor. The multiple independent control windings are placed at different axial locations along the rotor to oppose forces created by imbalances at different axial locations along the rotor. The multiple control windings can also be used to levitate/center the rotor with a relatively small magnetic field per unit area since the rotor and/or the main power winding provides the biasfield.

IMTR is a tremendous undertaking to assess the current state and future needs of Manufacturing Technology R&D. A follow-on project to the roadmaps is the development and populating of a Gap Analysis database containing current R&D abstracts related to the roadmaps' technical elements. Efficiently identifying the R&D projects within scope presents many travails of synthesizing data from across a wide spectrum. Challenges to this project were directly proportional to the lack of single-source data collections.

Going On-Line: Bringing Technical Reports to the Desktop

Information management is moving quickly toward archiving and retrieving documents electronically, so Oak Ridge National Laboratory (ORNL) is taking steps to help its research staff create electronic documents. Declining budgets frequently dictate that authors handle the technicalities of getting published as well as the scientific and technical information that they publish. To help the Laboratory benefit from being the leader in this area, ORNL'S Information Management Section formed a multidisciplinary team to develop, pilot, and implement a Web- based process to register and clear technical documents and to add the fill text of these documents to the Laboratory's Comprehensive Publications and Presentations Registry (CPPR). Making this happen required implementing policy changes to address the new performance measure, acquiring software needed for file conversion, developing Web guidance, and providing training and consulting for ORNL staff.

Development of a Model for Maaging Organizational Knowledge

We created three models to represent a comprehensive knowledge model: · Stages of Knowledge Management Model (Forrester) · Expanded Life-Cycle Information Management Model · Organizational Knowledge Management Model. In building a series of models, we started with an attempt to create a graphical model that illustrates the ideas outlined in the Forrester article (Leadership Strategies, Vol. 3, No. 2, November/December 1997). We then expanded and detailed a life-cycle model. Neither of these effectively reflected how to manage the complexities involved in weaving local, enterprise, and global information into an easily navigated resource for end users. We finally began to synthesize these ideas into an Organizational Knowledge Management Model. This model acknowledges the relevance of life-cycle management for different granularities of information collections and places it in the context of the integrating infrastructure needed to assist end users.

An investigation of the synthesis of novel dodecaarylporphyrins using the Suzuki coupling reaction of arylboronic acids with octabromotetraarylporphyrins is reported. Studies of the dynamic properties of these new porphyrins using variable temperature (VT) <SUP>1</SUP>H NMR spectroscopy and molecular mechanics provide interesting insights into their dynamic properties, including the first determination of {beta} aryl rotation in a porphyrin system.

Spall Strength Measurements of Concrete for Varying Aggregate Sizes

Controlled impact experiments have been performed to determine the spall strength of four different concrete compositions. The four concrete compositions are identified as, `SAC-5, CSPC', ("3/4") large, and ("3/8") small, Aggregate. They differ primarily in aggregate size but with average densities varying by less than five percent. Wave profiles from sixteen experiments, with shock amplitudes of 0.07 to 0.55 GPa, concentrate primarily within the elastic regime. Free-surface particle velocity measurements indicate consistent pullback signals in the release profiles, denoting average span strength of approximately 40 MPa. It is the purpose of this paper to present spall measurements under uniaxial strain loading. Notwithstanding considerable wave structure that is a unique characteristic to the heterogeneous nature of the scaled concrete, the spall amplitudes appear reproducible and consistent over the pressure range reported in this study.

Methylal and Methylal-Diesel Blended Fuels from Use In Compression-Ignition Engines

Gas-to-liquids catalytic conversion technologies show promise for liberating stranded natural gas reserves and for achieving energy diversity worldwide. Some gas-to-liquids products are used as transportation fuels and as blendstocks for upgrading crude derived fuels. Methylal (CH{sub 3}-O-CH{sub 2}-O-CH{sub 3}) also known as dimethoxymethane or DMM, is a gas-to-liquid chemical that has been evaluated for use as a diesel fuel component. Methylal contains 42% oxygen by weight and is soluble in diesel fuel. The physical and chemical properties of neat methylal and for blends of methylal in conventional diesel fuel are presented. Methylal was found to be more volatile than diesel fuel, and special precautions for distribution and fuel tank storage are discussed. Steady state engine tests were also performed using an unmodified Cummins 85.9 turbocharged diesel engine to examine the effect of methylal blend concentration on performance and emissions. Substantial reductions of particulate matter emissions h ave been demonstrated 3r IO to 30% blends of methylal in diesel fuel. This research indicates that methylal may be an effective blendstock for diesel fuel provided design changes are made to vehicle fuel handling systems.

The polymer coating is made from ceramic materials, including at least one inorganic metal compound, that wet and adhere to the surface structure of the phosphate ceramic composite, thereby isolating the soluble salt anions from the environment and ensuring long-term integrity of the phosphate ceramic composite.

Known phosphate ceramic formulations are improved and the ability to produce iron-based phosphate ceramic systems is enabled by the addition of an oxidizing or reducing step during the acid-base reactions that form the phosphate ceramic products. The additives allow control of the rate of the acid-base reactions and concomitant heat generation. In an alternate embodiment, waste containing metal anions is stabilized in phosphate ceramic products by the addition of a reducing agent to the phosphate ceramic mixture. The reduced metal ions are more stable and/or reactive with the phosphate ions, resulting in the formation of insoluble metal species within the phosphate ceramic matrix, such that the resulting chemically bonded phosphate ceramic product has greater leach resistance.

Moisture proof columnar Cesium Iodide (CsI) layers for gas avalanche microdetectors

Cesium iodide columnar layers having a diameter of 3 {micro}m, and wall spacing of {approx} 1 {micro}m act as secondary electron emitters and can be used for detection of radiation: charged particles, X-rays and gamma rays. With a large enough electric field across the columnar layers, {approx} 400 {micro}m in thickness, gas avalanche gain is evident when placed in a suitable gas, such as P10 or argon-ethane mixtures. The cesium iodide columns are damaged by ambient moisture. This damage can be prevented by evaporating protective layers of insoluble, low boiling point inorganic materials, such as mercuric iodide. Columnar layers with 20 nm coatings of mercuric iodide yield more than 30,000 electrons on average when traversed by electrons from a {sup 90}Sr beta source.

Nonlinear Amplitude Evolution During Spontaneous Patterning of Ion-Bombarded Si(001)

The time evolution of the amplitude of periodic nanoscale ripple patterns formed on Ar+ sputtered Si(OOl ) surfaces was examined using a recently developed in situ spectroscopic technique. At sufficiently long times, we find that the amplitude does not continue to grow exponentially as predicted by the standard Bradley-Harper sputter rippling model. In accounting for this discrepancy, we rule out effects related to the concentration of mobile species, high surface curvature, surface energy anisotropy, and ion-surface interactions. We observe that for all wavelengths the amplitude ceases to grow when the width of the topmost terrace of the ripples is reduced to approximately 25 nm. This observation suggests that a short circuit relaxation mechanism limits amplitude . growth. A strategy for influencing the ultimate ripple amplitude is discussed.

Optimizing Chemical Sensor Array Sizes

Optimal selection of array sensors for a chemical sensing application is a nontrivial task. It is commonly believed that "more is better" when choosing the number of sensors required to achieve good chemical selectivity. However, cost and system complexity issues point towards the choice of small arrays. A quantitative array optimization is carried out to explore the selectivity of arrays of partially-selective chemical sensors as a function of array size. It is shown that modest numbers (dozens) of target analytes are completely distinguished with a range of arrays sizes. However, the array selectivity and the robustness against sensor sensitivity variability are significantly degraded if the array size is increased above a certain number of sensors, so that relatively small arrays provide the best performance. The results also suggest that data analyses for very large arrays of partially-selective sensors will be optimized by separately anal yzing small sensor subsets.
