Chief financial officer's task force on rationing feasibility, cost and schedule. Final report

The purpose of this memorandum is to report our realistic assessment of the feasibility, cost, and time frame for bringing a rationing program to 90-day readiness. The basic aspects of the nature of the rationing plan are discussed. The plan has been changed in several respects in response to comments from the Congress, the general public and the ECC, since the previous version was rejected by the Congress in May 1979. Three changes in particular impact the preimplementation process: The range of entities accorded status as priority firms has increased to cover such groups as telecommunications firms and for-hire delivery firms; All firms (not just priority users) are alloted rights for a percentage of their historical gasoline usage; States have more influence on the division of the total state supply between state reserves and vehicle allotments. The rationing plan, is described on a chart depicting the interaction of the principal components is included. The rationing process starts when checks for coupons are sent to owners of registered vehicles. The biggest single problem area appears to be delivering these checks into the hands of the vehicle registrants who are entitled to them. (DMC)

Investigation of photovoltaic mechanisms in polycrystalline thin-film solar cells. Interim technical report, November 1, 1980-July 31, 1981

Effort is reported on measurement technique development to assess the utility of Deep-Level Transient Spectroscopy (DLTS) methods in characterizing polycrystalline silicon that was deliberately doped with Ti during growth. Difficulties encountered with lateral DLTS measurements are discussed. In this approach, modulation of the grain boundary, double-depletion region produces the entire DLTS signal. Major effort has been applied in grain boundary characterization and control. The most significant accomplishments to date have involved laser scanning of slices of Wacker SILSO polysilicon having nearly identical grain structure. By using various kinds of treatments and by comparing treated and untreated substrates having nearly identical grain structure, control of grain boundary photocurrent suppression (..delta..I/sub ph/) over the range 1% less than or equal to ..delta..I/sub ph/ less than or equal to 40% was demonstrated.

Holographic and acoustic emission evaluation of pressure vessels

Optical holographic interfereometry and acoustic emission monitoring were simultaneously used to evaluate two small, high pressure vessels during pressurization. The techniques provide pressure vessel designers with both quantitative information such as displacement/strain measurements and qualitative information such as flaw detection. The data from the holographic interferograms were analyzed for strain profiles. The acoustic emission signals were monitored for crack growth and vessel quality.

We have initiated studies that include radiation model validation, improved treatment of the three-dimensional structure of cloud-radiation interactions, and sensitivity runs that will unravel the role of cloud-convection-radiation interactions in the Pacific Sear Surface Temperatures and the overlying Walker and Hadley circulation. The research program is divided into three phases: (1) radiation, (2) cloud parameterization issues; (3) feedback and ocean-atmosphere interactions.

Readily implemented enhanced sinusoid detection in noise

Significant efforts have been devoted, spanning many years, to the problem of sinusoid detection in noise. Many of these efforts have produced superb, yet complex, algorithms which may be difficult to use for a wide segment of the Digital Signal Processing (DSP) community. This paper presents a simple, easily implemented and high effective method which solves this problem. This method severely degrades non-sinusoidal noise while leaving the embedded sinusoid(s) relatively undisturbed. The algorithm, simply put, exploits the difference between the net effect of integration and differentiation of sinusoids versus the effect of these operations on random noise and other signal sequences. The cross-correlation of sine wave with its differentiated (and/or integrated) self is quite high. Conversely, the cross-reduction of a noise sequence with its differentiated (and/or integrated) self is much lower. Therefore, it is reasonable to assume that for sequences consisting of a sinusoid in noise, significant signal-to-noise-ratios (SNRs) in the correlation results are achievable using a combination of differentiation (and/or integration) and cross-correlation operations on such sequences. This technique has been applied to actual Doppler radar data, as well as to synthesized data, with excellent improvement in signal detection capability. 4 refs.

Development of an x-ray framing camera

We are presently developing an ultrafast x-ray framing camera, to be used in laser fusion experiments on the NOVA facility at LLNL. The framing camera will provide high-fidelity images with frame durations of less than 100 ps. The first prototype camera will generate a single image approximately one square centimeter in area, with a spatial resolution of approx.30 microns at the image plane. Coupling the framing camera to a 22 x Wolter x-ray microscope will provide resolution at the target of approx.2 microns. The camera will be optically triggered using a laser pulse that is synchronous with the NOVA driver beams.

Development of low level liquid waste treatment systems: April-September 1981

The pilot plant reverse osmosis system was demonstrated to be effective in removing large percentages of cobalt-60, iodine-125, and a mixture of cesium-137, cobalt-60, and iodine-125 from two types of aqueous streams. The effectiveness of three membrane porosities, 0, 50, and 97% salt rejection, were explored with each isotope. The 97% salt rejection membrane was the most effective in each experiment. Removals as high as 97.5% of the cobalt, 92.9% of the iodine and 95.1% of the combined isotopes were achieved. The effect of possibly interfering factors on the adsorbence of cobalt-60 and iodine-129 on selected ion exchange resins were investigated. The factors thought to affect cobalt-60 adsorption were (OH/sup -/), (NH/sub 4//sup +/), and (SO/sub 3//sup =/). None of the seven factors investigated had any effect on iodine-129 adsorption. Cesium-137 was removed from a 4600-gal aqueous waste containing a large amount of sodium hydroxide by treatment with sodium tetraphenyl boron. The cesium concentration of the supernatant portion was reduced from 570 to 4 counts/min/ml.

Ductile-Brittle Transition Temperature testing of tungsten using the three-point bend test

Three-point bend tests were performed to determine the Ductile-Brittle Transition Temperatures (DBTTs) of forged and chemical vapor deposition (CVD) tungsten. Testing was performed under quasi-static conditions at temperatures between 23{degrees}C and 450{degrees}C using a forced-air environmental chamber. Load-displacement data from the three-point bend tests indicated that the constitutive behavior of the materials tested varied considerably. Finite element modeling of the three-point bend test was performed to investigate plastic strains induced in the samples during testing as a function of constitutive behavior. The modeling assumed plane stress conditions in the sample and simple bi-linear elastic-plastic constitutive behavior of the test material. The strains induced in the samples were found to be functions of both the yield stress and work hardening behavior of the materials. The use of the three-point bend test to determine DBTT, and the DBTTs reported for the test materials, are discussed relative to the modeling results. It is concluded that the three-point bend test has some utility in the determination of DBTTs if some caution is used in the selection of test parameters and fixture geometries. However, the three-point bed test does not provide a complete picture of the nature of the ductile-brittle transition. 12 refs., 9 figs.

Improved collecting apparatus

An improved collecting apparatus for small aquatic or airborne organisms such as plankton, larval fish, insects, etc. The improvement constitutes an apertured removal container within which is retained a collecting bag, and which is secured at the apex of a conical collecting net. Such collectors are towed behind a vessel or vehicle with the open end of the conical net facing forward for trapping the aquatic or airborne organisms within the collecting bag, while allowing the water or air to pass through the apertures in the container. The container is readily removable from the collecting net whereby the collecting bag can be quickly removed and replaced for further sample collection. The collecting bag is provided with means for preventing the bag from being pulled into the container by the water or air following therethrough.

Electrochemical cell having cyclindircal electrode elements

A secondary, high temperature electrochemical cell especially adapted for lithium alloy negative electrodes, transition metal chalcogenide positive electrodes and alkali metal halide or alkaline earth metal halide electrolyte is disclosed. The cell is held within an elongated cylindrical container in which one of the active materials is filled around the outside surfaces of a pluraity of perforate tubular current collectors along the length of the container. Each of the current collector tubes contain a concentric atubular layer of electrically insulative ceramic as an interelectrode separator. The active material of opposite polarity in elongated pin shape is positioned longitudinally within the separator layer. A second electrically conductive tube with perforate walls can be swagged or otherwise bonded to the outer surface of the pin as a current cllector and the electrically insulative ceramic layer can be coated or otherwise layered onto the outer surface of this second current collector. Alternatively, the central pin electrode can include an axial core as a current collector.

A reusable system is described for removably attaching the upper end of a nuclear reactor duct tube to the lower end of a nuclear reactor fuel assembly handling socket. A transition ring, fixed to the duct tube's upper end, has an interior-threaded section with a first locking hole segment. An adaptor ring, fixed to the handling socket's lower end has an outside-threaded section with a second locking hole segment. The inside and outside threaded sections match and can be joined so that the first and second locking hole segments can be aligned to form a locking hole. A locking ring, with a locking pin, slides over the adaptor ring so that the locking pin fits in the locking hole. A swage lock or a cantilever finger lock is formed from the locking cup collar to fit in a matching groove in the locking ring to prevent the locking ring's locking pin from backing out of the locking hole.

Research with high-power short-wavelength lasers

Three important high-temperature, high-density experiments were conducted recently using the 10-TW, short-wavelength Novette laser system at the Lawrence Livermore National Laboratory. These experiments demonstrated successful solutions to problems that arose during previous experiments with long wavelength lasers (lambda greater than or equal to 1..mu..m) in which inertial confinement fusion (ICF), x-ray laser, and other high-temperature physics concepts were being tested. The demonstrations were: (1) large-scale plasmas (typical dimensions of up to 1000 laser wavelengths) were produced in which potentially deleterious laser-plasma instabilities were collisionally damped. (2) Deuterium-tritium fuel was imploded to a density of 20 g/cm/sup 3/ and a pressure of 10/sup 10/ atm. (3) A 700-fold amplification of soft x rays by stimulated emission at 206 and 209 A (62 eV) from Se/sup +24/ ions was observed in a laser-generated plasma. Isoelectronic scaling to 155 A (87 eV) in Y/sup +29/ was also demonstrated.

Non-destructive Identification of Individual Leukemia Cells by Optical Trapping Raman Spectroscopy

Currently, a combination of technologies is typically required to assess the malignancy of cancer cells. These methods often lack the specificity and sensitivity necessary for early, accurate diagnosis. Here we demonstrate using clinical samples the application of laser trapping Raman spectroscopy as a novel approach that provides intrinsic biochemical markers for the noninvasive detection of individual cancer cells. The Raman spectra of live, hematopoietic cells provide reliable molecular fingerprints that reflect their biochemical composition and biology. Populations of normal T and B lymphocytes from four healthy individuals, and cells from three leukemia patients were analyzed, and multiple intrinsic Raman markers associated with DNA and protein vibrational modes have been identified that exhibit excellent discriminating power for cancer cell identification. A combination of two multivariate statistical methods, principal component analysis (PCA) and linear discriminant analysis (LDA), was used to confirm the significance of these markers for identifying cancer cells and classifying the data. The results indicate that, on average, 95% of the normal cells and 90% of the patient cells were accurately classified into their respective cell types. We also provide evidence that these markers are unique to cancer cells and not purely a function of differences in their cellular activation.

Mechanism of Phosphorus Removal from Hanford Tank Sludge by Caustic Leaching

Two experiments were conducted to explore the mechanism by which phosphorus is removed from Hanford tank sludge by caustic leaching. In the first experiment, a series of phosphate salts were treated with 3 M NaOH under conditions prototypic of the actual leaching process to be performed in the Waste Treatment and Immobilization Plant (WTP). The phosphates used were aluminum phosphate, bismuth phosphate, chromium(III) phosphate, and -tri-calcium phosphate; all of these phases have previously been determined to exist in Hanford tank sludge. The leachate solution was sampled at selected time intervals and analyzed for the specific metal ion involved (Al, Bi, Ca, or Cr) and for P (total and as phosphate). The solids remaining after completion of the caustic leaching step were analyzed to determine the reaction product. In the second experiment, the dependence of P removal from bismuth phosphate was examined as a function of the hydroxide ion concentration. It was anticipated that a plot of log[phosphate] versus log[hydroxide] would provide insight into the phosphorus-removal mechanism. This report describes the test activities outlined in Section 6.3.2.1, Preliminary Investigation of Phosphate Dissolution, in Test Plan TP-RPP-WTP-467, Rev.1. The objectives, success criteria, and test conditions of Section 6.3.2.1 are summarized here.

Allinea DDT as a Parallel Debugging Alternative to Totalview

Totalview, from the Etnus Corporation, is a sophisticated and feature rich software debugger for parallel applications. As Totalview has gained in popularity and market share its pricing model has increased to the point where it is often prohibitively expensive for massively parallel supercomputers. Additionally, many of Totalview's advanced features are not used by members of the scientific computing community. For these reasons, supercomputing centers have begun to search for a basic parallel debugging tool which can be used as an alternative to Totalview. As the cost and complexity of Totalview has increased over the years, scientific computing centers have started searching for a viable parallel debugging alternative. DDT (Distributed Debugging Tool) from Allinea Software is a relatively new parallel debugging tool which aims to provide much of the same functionality as Totalview. This review outlines the basic features and limitations of DDT to determine if it can be a reasonable substitute for Totalview. DDT was tested on the NERSC platforms Bassi, Seaborg, Jacquard and Davinci with Fortran90, C, and C++ codes using MPI and OpenMP for parallelism.

OFFGAS GENERATION FROM THE DISPOSITION OF SCRAP PLUTONIUM BY VITRIFICATION SIMULANT TESTS

The Department of Energy Office of Environmental Management is supporting R&D for the conceptual design of the Plutonium Disposition Project at the Savannah River Site in Aiken, SC to reduce the attractiveness of plutonium scrap by fabricating a durable plutonium oxide glass form and immobilizing this form within the high-level waste glass prepared in the Defense Waste Processing Facility. A glass formulation was developed that is capable of incorporating large amounts of actinides as well as accommodating many impurities that may be associated with impure Pu feed streams. The basis for the glass formulation was derived from commercial glasses that had high lanthanide loadings. A development effort led to a Lanthanide BoroSilicate (LaBS) glass that accommodated significant quantities of actinides, tolerated impurities associated with the actinide feed streams and could be processed using established melter technologies. A Cylindrical Induction Melter (CIM) was used for vitrification of the Pu LaBS glass. Induction melting for the immobilization of americium and curium (Am/Cm) in a glass matrix was first demonstrated in 1997. Diagnostic system for measurement of particle balance in TMX-U

Several diagnostics measure the particle sources and losses in the Tandem Mirror Experiment-Upgrade (TMX-U) plasma. An absolutely calibrated high-speed (0.5 ms per frame) filtered (6561 A) video camera measures the total ionization source as a function of radius. An axial view of the plasma automatically integrates the axial variations within the depth of field of the system. Another camera, viewing the plasma radially, measures the axial source variations near the deuterium fueling source. Axial ion losses are measured by an array of Faraday cups that are equipped with grids for repelling electrons and are mounted at each end of the experiment. Unequal ion and electron (nonambipolar) radial losses are inferred from net current measurements on an array of grounded plates at each end. Any differences between the measured particle losses and sources may be attributed to ambipolar radial losses and/or azimuthal asymmetries in the particle-loss profiles. Methods of system calibration, along with details of computer data acquisition and processing of this relatively large set of data, are also presented. 6 refs., 1 fig.

Applicability of flat plate methods in determining fluid/structure interaction effects in BWR pressure suppression systems

Flat plate chord tests are one experimental method used to investigate how fluid/structure interaction (FSI) effects modify the impulsive loading in nuclear reactor pressure suppression pools. This analytical study examines the applicability of using a flexible flat plate in an otherwise rigid shell to model dynamic pool wall response in a flexible shell pressure suppression torus. Bubble pressures varying by a factor of seven are used as input to two-dimensional finite-element models. Boundary response to various plate and shell thicknesses are compared on the basis of equivalent natural frequency. Results indicate the qualitative flat plate response compares well with the flexible shell but absolute pressures vary significantly and nonconservatively.

The influence of naturally-occurring organic acids on model estimates of lakewater acidification using the model of acidification of groundwater in catchments (MAGIC)

A project for the US Department of Energy, entitled Incorporation of an organic acid representation into MAGIC (Model of Acidification of Groundwater in Catchments) and Testing of the Revised Model UsingIndependent Data Sources'' was initiated by E S Environmental Chemistry, Inc. in March, 1992. Major components of the project include: improving the MAGIC model by incorporating a rigorous organic acid representation, based on empirical data and geochemical considerations, and testing the revised model using data from paleolimnological hindcasts of preindustrial chemistry for 33 Adirondack Mountain lakes, and the results of whole-catchment artificial acidification projects in Maine and Norway. The ongoing research in this project involves development of an organic acid representation to be incorporated into the MAGIC modeland testing of the improved model using three independent data sources. Soft x-ray laser experiments at Novette Laser Facility

We discuss the results of and future plans for experiments to study the possibility of producing an x-ray laser. The schemes we have investigated are all pumped by the Novette Laser, operated at short pulse (tau/sub L/ approx. 100 psec) and an incident wavelength of lambda /sub L/ approx. 0.53 ..mu..m. We have studied the possibility of lasing at 53.6, 68.0 to 72.0, 119.0, and 153.0 eV, using the inversion methods of resonant photo-excitation, collisional excitation, and three-body recombination.

Shemya Air Force Base, Alaska No Further Action Decision document for Hg-1

This document is being prepared to document that a No Further Action Decision (NFAD) document is appropriate for the Hg-1 site at Shemya Air Force Base (AFB), Alaska, under the Air Force Installation Restoration Program (IRP). The IRP is a Department of Defense (DOD) program established to identify and remediate hazardous waste problems on DOD property that result from past practices. The Alaska Department of Environmental Conservation (ADEC) draft document [open quotes]No Further Action Criteria for DOD Military/FUD Sites[close quotes] has been used as a guide in preparing this document. Air Force personnel have stated that the Hg-1 site may have been used to store mercury and PCB-contaminated material. The site was added to the IRP in 1987, and later that year a field investigation was conducted at the site. Soil samples were collected and analyzed for mercury, EP toxicity, polychlorinated biphenyls (PCBs), and dioxin. All concentrations of contaminants found in Area Hg-1 are below regulatory action levels for PCBs (40 CFR 761) and mercury (55 FR 30798) or below detection levels for dioxin/furans. Therefore, leaving these soils in place is acceptable.
