Borehole completion data package for well 199-N-81

Well 199-N-81 was drilled in 1993 as a RCRA groundwater monitoring for the 1324-N network. The well is completed at the top of the uppermost aquifer, in the Ringold Formation. This data package includes information on drilling, construction, development, and aquifer testing. Copies of forms, notes, and diagrams completed in the field comprise the bulk of this document. Few interpretations are included. Lithologic contacts were picked by the site geologist. An attempt was made to interpret aquifer test data.

Multi-unit inertial fusion plants based on HYLIFE-II, with shared heavy-ion RIA driver and target factory, producing electricity and hydrogen fuel

Following is a modification of the IFEFUEL systems code, called IFEFUEL2, to treat specifically the HYLIFE-II target chamber concept. The same improved Recirculating Induction Accelerator (RIA) energy scaling model developed recently by Bieri is used in this survey of the economics of multi-unit IFE plants producing both electricity and hydrogen fuel. Reference cases will assume conventional HI-indirect target gains for a 2 mm spot, and improved HYLIFE-II BoP models as per Hoffman. Credits for improved plant availability and lower operating costs due to HYLIFE-II`s 30-yr target chamber lifetime are included, as well as unit cost reductions suggested by Delene to credit greater {open_quotes}learning curve{close_quotes} benefits for the duplicated portions of a multi-unit plant. To illustrate the potential impact of more advanced assumptions, additional {open_quotes}advanced{close_quotes} cases will consider the possible benefits of an MHD + Steam BoP, where direct MHD conversion of plasma from baseball-size LiH target blanket shells is assumed to be possible in a new (as yet undesigned) liquid Flibe-walled target chamber, together and separately, with advanced, higher-gain heavy-ion targets with Fast Ignitors. Measurement of source tube radial position in cast EMC testbeam module

Using a {sup 137}Cs source we have determined the position of two of the source tubes embedded in the Pb absorber in the cast EMC module used in the Fermilab test beam. Two scintillator tiles placed in the gaps on both sides of an absorber containing a source tube were readout into independent phototubes. The difference in scintillator response was measured in two towers at two different source tube layers. We find the source tube to be displaced towards the (radial) front of the EMC by about 1.6 mm in both measurements. Work is proceeding now to check other source tubes in other locations.

This report provides current statistical data on every fuel assembly irradiated in commercial nuclear reactors operating in the United States. It also provides data on the current inventories and storage capacities of those reactors to a wide audience, including Congress, Federal and State agencies, the nuclear and electric industries and the general public. It uses data from the mandatory, ``Nuclear Fuel Data`` survey, Form RW-859 for 1992 and historical data collected by the Energy Information Administration (EIA) on previous Form RW-859 surveys. The report was prepared by the EIA under a Memorandum of Understanding with the Office of Civilian Radioactive Waste Management.

The majority of these recommendations were directed to the administration of benefits paid by one M&O contractor, the University of California. The purpose of this inspection was to determine what actions Departmental officials have taken in response to the recommendations made in our September 1990 report.

327 legacy waste processing plan

The B and W Hanford Company`s (BWHC) 327 Facility [Postirradiation Testing Laboratory (PTL)] houses 10 hot cells in which a variety of postirradiation examinations have been performed since its construction in the mid 1950s. Over the years, the waste that was generated in these cells has been collected in one gallon buckets. These buckets are essentially one gallon cylindrical cans made of thin wall stainless steel with welded bottoms and slip fit lids. They contain assorted compactable waste (i.e., Wipe-Alls, Q-tips, towels, etc.) as well as non-compactable waste (i.e., small tools, pieces of metal tubing, etc.). There is a FY-98 BWHC Performance Agreement (PA) milestone in place to package 200 of these buckets in drums and ship them from the 327 facility to the Central Waste Complex (CWC) by September 30, 1998.

Human Factors evaluation of LCS 254 and 255

This report includes the results of the Human Factors evaluation of the local control stations (LCS) 254 and 255 performed by Savannah River Technology Center (SRTC) Human Factors. Recommendations are included in order that the panel designs will be upgraded to comply with human engineering design guidelines. Figures 1 and 2 are included as examples of recommended changes. Also, consideration was given to including the proposed engineering changes which are currently on-going for LCS 255. Appendix A identifies the human engineering requirements from NUREG-0700 which were used in the evaluation process, and the areas of the design which do not comply with the guidelines. Those areas of the panel design which fail to comply with the human engineering guidelines are label location, label content, location aids, panel layout, and control display integration. Each of these design deficiencies and proposed corrections are described in this report.

Seasonal study of carbon dioxide in the southern extreme of the pacific sector, Antarctic Ocean. Progress report

This report describes the progress made during the six-month period between December 1, 1993, when this grant was awarded, and May 1, 1994. The major aim of this investigation is to measure the distribution of the total CO{sub 2} concentration and pCO{sub 2} in seawater in the Pacific sector of the extreme Southern Ocean as far south as 78{degrees}S. The areas investigated include the continental shelf areas in the Ross, Amundsen and Bellingshausen Seas ad the off-shore deep water areas as far north as 67{degrees}S. The measurements were made aboard the R/VIB Nathaniel B. Palmer between February 14, 1994 and April 5, 1994, and the preliminary results are briefly described in this report. This expedition constitutes the first of a pair expeditions. The first is designed investigate oceanic CO{sub 2} sink/source conditions during the austral summer The second expedition, which is designed for the following winter, has been scheduled for September, 1994.

Investigation of the reaction rates between uranium and liquid aluminum

A limited study consisting of scoping experiments was carried out to determine if a uranium-niobium alloy was weakly or strongly resistant to penetration by liquid aluminum alloy 6061. Our investigation was limited to temperatures between 700{degrees}and 900{degrees}C and carried out using small cylindrical coupons of U-6wt.%Nb and unalloyed U in unsaturated molten aluminum and aluminum alloy 6061 baths. The results indicate that indeed, significant dissolution of uranium into molten aluminum occurs and in relatively short times. The diameters of U-6wt.%Nb test cylinders immersed in unsaturated Al-6061 decreased linearly with time at 700{degrees}C, 800{degrees}C, and 900{degrees}C at rates of 1.14 mm/h, 3.0 mm/h, and 3.5 mm/h, respectively. However, we have found that the reaction rates were significantly reduced by the alloying elements niobium and magnesium. These results suggest that a more detailed investigation could lead to a predictive capability for control of these reaction rates. In unalloyed U, the rate of U dissolution increased by up to a factor of ten relative to that in U- 6wt.%Nb. In both materials, the dissolution of the U core was found to occur by advance of a continuous intermetallic layer, which redissolves into the unsaturated liquid Al bath. This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO, CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites (FFACO, 1996). Corrective Action Units consist of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at CAU 135, Area 25 Underground Storage Tanks (USTs), which is located on the Nevada Test Site (NTS). The NTS is approximately 105 kilometers (km) (65 miles [mi]) northwest of Las Vegas, Nevada.

This work is designed to generate a data base of the key characteristics of ashes collected from operating advanced particle filters and to relate these ash properties to the operation and performance of these filters and their components. This report summarizes characterizations of ash and char samples from pressurized fluidized-bed combustion and gasification facilities. Efforts are under way to develop a method for preserving fragile filter cakes formed on ceramic filter elements. The HGCU data base was formatted for Microsoft Access 97 ® . Plans for the remainder of the project include characterization of additional samples collected during site visits to the Department of Energy / Southern Company Services Power Systems Development Facility and completion and delivery of the HGCU data base.

On certificates and lookahead in dynamic graph problems

Recent work in dynamic graph algorithms has led to efficient algorithms for dynamic undirected graph problems such as connectivity. However, no efficient algorithms are known for the dynamic versions of fundamental directed graph problems like strong connectivity and transitive closure, as well as some undirected graph problems such as maximum matchings and cuts. We provide some explanation for this lack of success by presenting quadratic lower bounds on the certificate complexity of the seemingly difficult problems, in contrast to the known linear certificate complexity for the problems which have efficient dynamic algorithms. A direct outcome of our lower bounds is the demonstration that a generic technique for designing efficient dynamic graph algorithms, viz., sparsification, will not apply to the difficult problems. More generally, it is our belief that the boundary between tractable and intractable dynamic graph problems can be demarcated in terms of certificate complexity. In many applications of dynamic (di)graph problems, a certain form of lookahead is available. Specifically, we consider the problems of assembly planning in robotics and the maintenance of relations in databases. A novel high efficiency fine particulate and mercury control device. Final report for the Department of Energy Contract Number DE-FG02-95ER81968

This Phase II SBIR program was conducted to demonstrate the ability of a circulating fluidized bed (CFB) of flyash to cause particle agglomeration and consequent reduction in the quantity of fine particulate emissions from the system. Another objective was to show that carbon addition to the bed would result in the removal of mercury compounds from the flue gas at carbon utilization levels significantly better than duct injection of activated carbon. The pilot-scale testing was carried out in 1997. The pilot-scale fluid bed reactor was a 1000 CFM system, drawing gas from a slipstream of the exhaust of a 325 MW coal-fired boiler. Flue gas for the pilot unit was drawn downstream of the air preheater and returned to the same unit. Particle agglomeration testing was carried out for which the parameters of gas flow rate and water evaporation rate were varied, and the particle size distribution leaving the fluid bed system was monitored. The bed was able to cause a reduction in total particulate concentration by a factor of 10 and in fine particulate concentration by a factor of 5, and it was found that the best agglomeration of particles was obtained with simultaneous water spray evaporation. Identification of potential transuranic waste tanks at the Hanford Site

The purpose of this document is to identify potential transuranic (TRU) material among the Hanford Site tank wastes for possible disposal at the Waste Isolation Pilot Plant (WIPP) as an alternative to disposal in the high-level waste (HLW) repository. Identification of such material is the initial task in a trade study suggested in WHC-EP-0786, Tank Waste Remediation System Decisions and Risk Assessment (Johnson 1994). The scope of this document is limited to the identification of those tanks that might be segregated from the HLW for disposal as TRU, and the bases for that selection. It is assumed that the tank waste will be washed to remove soluble inert material for disposal as low-level waste (LLW), and the washed residual solids will be vitrified for disposal. The actual recommendation of a disposal strategy for these materials will require a detailed cost/benefit analysis and is beyond the scope of this document.

D0 HVAC System Controls Evaluation of Upgrade Options

This engineering note documents three different options for upgrading the Dzero HVAC control system. All three options leave the current field hardware and field devices intact and upgrade the computer control hardware and software. Dzero will be heading into a physics run starting in 2000. This physics run could last several years. The Dzero HVAC system is an integral part of climate control and electronics cooling. The current HVAC control system is based upon a 1985 Johnson Controls System. In order to enter the next long-term physics run with a solid HVAC control system, the current control system needs to be upgraded. This proposal investigates three options: (1) Replacement to the next generation of Johnson Controls Hardware and Software with the Johnson Controls operator interface - FESS; (2) Replacement to the next generation of Johnson Controls Hardware and Software with the FIX32 Operator Interface - FESS/Dzero; and (3) Replacement with a commercially available Programmable Logic Controller (PLC) WITH THE FIX 32 Operator Interface - Dzero.

Audit of construction of protective force training facilities at the Pantex Plant

A goal of the Department of Energy project management system is to ensure that projects are necessary to fulfill mission needs and are cost effective. This requires that the Department justify each project and explore competitive alternatives. The objective of this audit was to assess the need to construct protective force training facilities at the Department`s Pantex Plant. Our audit disclosed that (1) construction of a physical training facility was not necessary to fulfill mission needs, and (2) the Department did not consider all viable alternatives to constructing a weapons tactics and training facility. These conditions occurred, in part, because a Justification for New Start was never prepared and approved for the Security Enhancements Major System Acquisition, which included these two projects. We recommended that the Manager, Albuquerque Operations Office, cancel construction of the physical training facility, make needed repairs and upgrades to the existing facilities, and reduce the cost of the Security Enhancements Major System Acquisition accordingly. Implementation of this recommendation will save about $1.7 million. We also recommended that the Manager direct Mason & Hanger to perform economic analyses of all viable alternatives to constructing a weapons tactics and training facility before proceeding with construction. Cutting fluid study for single crystal silicon

An empirical study was conducted to evaluate cutting fluids for Single Point Diamond Turning (SPDT) of single crystal silicon. The pH of distilled waster was adjusted with various additives the examine the effect of pH on cutting operations. Fluids which seemed to promote ductile cutting appeared to increase tool wear as well, an undesirable tradeoff. High Ph sodium hydroxide solutions showed promise for further research, as they yielded the best combination of reduced tool wear and good surface finish in the ductile regime. Negative rake tools were verified to improve the surface finish, but the negative rake tools used in the experiments also showed much higher wear than conventional 0{degree} rake tools. Effects of crystallographic orientation on SPDT, such as star patterns of fracture damage forming near the center of the samples, were observed to decrease with lower feedrates. Silicon chips were observed and photographed, indicative of a ductile materials removal process.

Laser diagnostic for high current H{sup {minus}} beams

In the last 5 years, significant technology advances have been made in the performance, size, and cost of solid-state diode-pumped lasers. These developments enable the use of compact Q-switched Nd:YAG lasers as a beam diagnostic for high current H{sup {minus}} beams. Because the threshold for photodetachment is only 0.75 eV, and the maximum detachment cross section is 4 {times} 10{sup {minus}17} cm{sup 2} at 1.5 eV, a 50 mJ/pulse Q-switched Nd:YAG laser can neutralize a significant fraction of the beam in a single 10-ns wide pulse. The neutral beam maintains nearly identical parameters as the parent H{sup {minus}} beam, including size, divergence, energy, energy spread, and phase spread. A dipole magnet can separate the neutral beam from the H{sup {minus}} beam to allow diagnostics on the neutral beam without intercepting the high-current H{sup {minus}} beam. Such a laser system can also be used to extract a low current proton beam, or to induce fluorescence in partially stripped heavy ion beams. Possible beamline diagnostic systems will be reviewed, and the neutral beam yields will be calculated.

Improving reservoir conformance using gelled polymer systems. Fourteenth quarterly report, January 1, 1996--March 31, 1996

The general objectives are to (1) to identify and develop gelled polymer systems which have potential to improve reservoir conformance of fluid displacement processes, (2) to determine the performance of these systems in bulk and in porous media, and (3) to develop methods to predict the capability of these systems to recover oil from petroleum reservoirs. This work focuses on three types of gel systems - an aqueous polysaccharide (KUSP1) system that gels as a function of pH, the chromium(III)-polyacrylamide system and the aluminum citrate-polyacrylamide system. Laboratory research is directed at the fundamental understanding of the physics and chemistry of the gelation process in bulk form and in porous media. This knowledge will be used to develop conceptual and mathematical models of the gelation process. Mathematical models will then be extended to predict the performance of gelled polymer treatments in oil reservoirs. Technical progress of Task III, mechanisms of in situ gelation is presented in this progress report.
