CHAPTER 5-RADIOACTIVE WASTE MANAGEMENT

The ore pitchblende was discovered in the 1750's near Joachimstal in what is now the Czech Republic. Used as a colorant in glazes, uranium was identified in 1789 as the active ingredient by chemist Martin Klaproth. In 1896, French physicist Henri Becquerel studied uranium minerals as part of his investigations into the phenomenon of fluorescence. He discovered a strange energy emanating from the material which he dubbed 'rayons uranique.' Unable to explain the origins of this energy, he set the problem aside. About two years later, a young Polish graduate student was looking for a project for her dissertation. Marie Sklodowska Curie, working with her husband Pierre, picked up on Becquerel's work and, in the course of seeking out more information on uranium, discovered two new elements (polonium and radium) which exhibited the same phenomenon, but were even more powerful. The Curies recognized the energy, which they now called 'radioactivity,' as something very new, requiring a new interpretation, new science. This discovery led to what some view as the 'golden age of nuclear science' (1895-1945) when countries throughout Europe devoted large resources to understand the properties and potential of this material. Federal Renewable Energy Screening Assistant (FRESA) User's Manual: Version 2.5

The FRESA computer program, Version 2.5, provides an easy way to collect and process building and facility data to indicate opportunities for renewable energy applications in federal facilities and buildings. The purpose of this analytic tool is to focus feasibility study efforts on those applications most likely to prove cost-effective. The program is a supplement to energy and water conservation audits, which must be completed for all federal buildings and will flag renewable energy opportunities by facilitating the evaluation and ranking process. FRESA results alone are generally not sufficient to establish project feasibility. The FRESA User's Manual provides instruction on getting started; an overview of the FRESA program structure; an explanation of the screening process; detailed information on using the functions of Facility/Building Info, Building/Facility Analysis, Input/Output, and Weather Data or Adding a Zip Code; troubleshooting; and archiving data. Appendices include Algorithms Used in FRESA Prescreening, Excel Spreadsheets for FRESA Inputs, Other Useful Information, and Acronyms and Abbreviations.

FEMP case study: Regional super ESPC saves energy and dollars at NASA Johnson Space Center

This case study describes the new energy-efficient equipment being installed at NASA Johnson Space Center in Houston, Texas, to save nearly $2 million per year in energy and utility costs. The work is being done under a delivery order by Honeywell, Inc., as part of a US Department of Energy ``super'' regional energy savings performance contract, or Super ESPC. These are streamlined contracts that allow Federal agencies to contract with competitively selected energy service companies in their region for a variety of energy- and water-efficient products and services. The service companies pay up-front capital costs and are reimbursed with part of the agency's utility cost savings. In this work, NASA Johnson Space Center will get new energy-efficient lighting and compressed-air systems, water-conserving fixtures, and improved controls.

Pestoides F, and Atypical Yersinia pestis Strain from the Former Soviet Union

Unlike the classical Yersinia pestis strains, members of an atypical group of Y. pestis from Central Asia, denominated Y. pestis subspecies caucasica (also known as one of several pestoides types), are distinguished by a number of characteristics including their ability to ferment rhamnose and melibiose, their lacking the small plasmid encoding the plasminogen activator (pla) and pesticin, and their exceptionally large variants of the virulence plasmid pMT (encoding murine toxin and capsular antigen). We have obtained the entire genome sequence of Y. pestis Pestoides F, an isolate from the former Soviet Union that has enabled us to carryout a comprehensive genome-wide comparison of this organism's genomic content against the six published sequences of Y. pestis and their Y. pseudotuberculosis ancestor. Based on classical glycerol fermentation (+ve) and nitrate reduction (+ve) Y. pestis Pestoides F is an isolate that belongs to the biovar antiqua. This strain is unusual in other characteristics such as the fact that it carries a non-consensus V antigen (lcrV) sequence, and that unlike other Pla{sup -} strains, Pestoides F retains virulence by the parenteral and aerosol routes. Solid Nitrogen at Extreme Conditions of High Pressure and Temperature

We review the phase diagram of nitrogen in a wide pressure and temperature range. Recent optical and x-ray diffraction studies at pressures up to 300 GPa and temperatures in excess of 1000 K have provided a wealth of information on the transformation of molecular nitrogen to a nonmolecular (polymeric) semiconducting and two new molecular phases. These newly found phases have very large stability (metastability) range. Moreover, two new molecular phases have considerably different orientational order from the previously known phases. In the iota phase (unlike most of other known molecular phases), N{sub 2} molecules are orientationally equivalent. The nitrogen molecules in the theta phase might be associated into larger aggregates, which is in line with theoretical predictions on polyatomic nitrogen.

Super Energy Savings Performance Contracts: Federal Energy Management Program (FEMP) Program Overview (revision)

This four-page publication describes the U.S. Department of Energy's (DOE's) streamlined energy savings performance contracting, or ''Super ESPC,'' process, which is managed by DOE's Federal Energy Management Program (FEMP). Under a Super ESPC, a qualifying energy service company (ESCO) from the private sector pays for energy efficiency improvements or advanced renewable energy technologies (e.g., photovoltaic systems, wind turbines, or geothermal heat pumps, among others) for a facility of a government agency. The ESCO is then repaid over time from the agency's resulting energy cost savings. Delivery orders under these contracts specify the level of performance (energy savings) and the repayment schedule; the contract term can be up to 25 years, although many Super ESPCs are for about 10 years or less.
