1996-2004 Trends in the Single-Family Housing Market: Spatial Analysis of the Residential Sector (open access)

1996-2004 Trends in the Single-Family Housing Market: Spatial Analysis of the Residential Sector

This report provides a detailed geographic analysis of two specific topics affecting the residential sector. First, we performed an analysis of new construction market trends using annual building permit data. We report summarized tables and national maps to help illustrate market conditions. Second, we performed a detailed geographic analysis of the housing finance market. We analyzed mortgage application data to provide citable statistics and detailed geographic summarization of the residential housing picture in the US for each year in the 1996-2004 period. The databases were linked to geographic information system tools to provide various map series detailing the results geographically. Looking at these results geographically may suggest potential new markets for TD programs addressing the residential sector that have not been considered previously. For example, we show which lenders affect which regions and which income or mortgage product classes. These results also highlight the issue of housing affordability. Energy efficiency R&D programs focused on developing new technology for the residential sector must be conscious of the costs of products resulting from research that will eventually impact the home owner or new home buyer. Results indicate that home values as a proportion of median family income in Building America communities are …

Post-Remediation Biomonitoring of Pesticides in Marine Waters Near the United Heckathorn Superfund Site, Richmond, California (open access)

Post-Remediation Biomonitoring of Pesticides in Marine Waters Near the United Heckathorn Superfund Site, Richmond, California

This report, PNNL-11911 Rev. 1, was published in July 2000 and replaces PNNL-11911, which was published in September 1998. The revision corrects tissue concentration units that were reported as dry weight but were actually wet weight, and updates conclusions based on the correct reporting units. Marine sediment remediation at the United Heckathorn Superfund Site was completed in April 1997. Water and mussel tissues were sampled in January 1998 from four stations near Lauritzen Canal in Richmond, California, for the first post-remediation monitoring of marine areas near the United Heckathorn Site. Dieldrin and DDT were analyzed in water samples, tissue samples from resident mussels, and tissue samples from transplanted mussels deployed for 4 months. Concentrations of dieldrin and total DDT in water and total DDT in tissue were compared to pre-remediation data available from the California State Mussel Watch program (tissues) and the Ecological Risk Assessment for the United Heckathorn Superfund Site (tissues and water). Chlorinated pesticide concentrations in water samples were similar to pre-remediation levels and did not meet remediation goals. Mean dieldrin concentrations in water ranged from 0.65 ng/L to 18.1 ng/L and were higher than the remediation goal (0.14 ng/L) at all stations. Mean total DDT concentrations in …

Biomonitoring results indicated that pesticides were still bioavailable in the water column, and have not been reduced from pre-remediation levels. Annual biomonitoring will continue to assess the effectiveness of remedial actions at the United Heckathorn Site.

AN INTEGRATED RELAP5-3D AND MUTLIPHASE CFD CODE SYSTEM UTILIZING A SEMI-implicit coupling technique

An integrated code system consisting of RELAP5-3D and a multiphase CFD program has been created through the use of a generic semi-implicit coupling algorithm. Unlike previous CFD coupling work, this coupling scheme is numerically stable provided the material Courant limit is not violated in RELAP5-3D or at the coupling locations. The basis for the coupling scheme and details regarding the unique features associated with the application of this technique to a four-field CFD program are presented. Finally, the results of a verification problem are presented. The coupled code system is shown to yield accurate and numerically stable results.

The Master Pump Shutdown System (MPSS) will be installed in the 200 Areas of the Hanford Site to monitor and control the transfer of liquid waste between tank farms and between the 200 West and 200 East areas through the Cross-Site Transfer Line. The Safety Function provided by the MPSS is to shutdown any waste transfer process within or between tank farms if a waste leak should occur along the selected transfer route. The MPSS, which provides this Safety Class Function, is composed of Programmable Logic Controllers (PLCs), interconnecting wires, relays, Human to Machine Interfaces (HMI), and software. These components are defined as providing a Safety Class Function and will be designated in this report as MPSS/PLC. Input signals to the MPSS/PLC are provided by leak detection systems from each of the tank farm leak detector locations along the waste transfer route. The combination of the MPSS/PLC, leak detection system, and transfer pump controller system will be referred to as MPSS/SYS. The components addressed in this analysis are associated with the MPSS/SYS. The purpose of this failure and reliability analysis is to address the following design issues of the Project Development Specification (PDS) for the MPSS/SYS (HNF 2000a): (1) Single …

Agricultural Biotechnology: Background and Recent Issues (open access)

Agricultural Biotechnology: Background and Recent Issues

Since the first genetically engineered (GE) crops (also called GM [genetically modified] crops, or GMOs, genetically modified organisms) became commercially available in the mid-1990s, U.S. soybean, cotton, and corn farmers have rapidly adopted them. As adoption has spread, there have been policy debates over the costs and benefits of GE products. Issues include the impacts of GE crops on the environment and food safety, and whether GE foods should be specially labeled. Congress generally has been supportive of GE agricultural products, although some Members have expressed wariness about their adoption and regulation. The 109th Congress will likely continue to follow trade developments, particularly the U.S.-EU dispute, as well as U.S. regulatory mechanisms for approving biotech foods.

Determination of Zirconium in Plutonium-Zirconium Alloys (open access)

Determination of Zirconium in Plutonium-Zirconium Alloys

A method for determining zirconium in plutonium-zirconium alloys was required as part of an investigation of alloys containing fissionable material, with possible use in nuclear reactors. Alloys of these two elements were brought into solution with a bisulfate fusion and the zirconium was separated by precipitation with p-bromomandelic acid. Determinations were completed by weighing the zirconium oxide obtained after ignition of the precipitate at 925 degree C. The precision of this recommended procedure was estimated in terms of the standard deviation for quadruplicate determinations, made with weight aliquots from dissolved alloy samples. The range for the standard deviation was 0.5 to 1.7 parts per thousand for samples from which aliquots each containing 9 to 15 mg of zirconium were selected. The complete recovery of zirconium from solutions of pure zirconyl chloride and plutonium trichloride was shown by the 95 percent confidence limits of 99.9 +- 0.3 percent for the average of four determinations, observed with samples containing 5 to12 mg of zirconium in the presence of 10 to 20 mg of plutonium. It was found the Mo, La, PU(III), and K2Cr2O7 do not interfere with zirconium determinations made according to the recommended procedures, but Pu(IV) does interfere slightly. It was …

Task III: UCSD/DIII-D/Textor FY-97-98 Accomplishments

OAK (B204) Task III: UCSD/DIII-D/Textor FY-97-98 Accomplishments. A comprehensive report on the physics of pump limiters and particularly, the characterization of ALT-II, was published in Nuclear Fusion, bringing the project to a closure. The performance of the toroidal pump limiter was characterized under full auxiliary heating of 7 MW of NBI and ICRH and full pumping, as stated in the project milestones. Relevant highlights are: (1) Pumping with ALT-II allows for density control. (2) The achieved exhaust efficiency is 4% during NBI operation and near 2% during OH or ICRH operation. (3) We have shown that an exhaust efficiency of 2% is sufficient to satisfy the ash removal requirements of fusion reactors. (4) The plasma particle efflux and the pumped flux both increase with density and heating power. (5) The particle confinement time is less than the energy confinement time by a factor of 4. In summary, pumped belt limiters could provide the density control and ash exhaust requirements of fusion reactors.

Application of microfabrication technology to thermionic energy conversion. Progress report 4, 1 May 1980 to 31 July 1980 (open access)

Application of microfabrication technology to thermionic energy conversion. Progress report 4, 1 May 1980 to 31 July 1980

Two applications of microfabrication technology to thermionic converters have been investigated theoretically. The first is a novel method of maintaining micron or submicron spacings over large areas (>1 cm/sup 2/), using metals of different expansion coefficients to eliminate the shear stresses on the insulating pillars separating the electrodes. The second uses low-voltage field-emission sources to create ions in a large (approx. 1 mm) interelectrode gap for space charge neutralization. The theoretical results for both these approaches are highly encouraging.

Impingement of Cloud Droplets on a Cylinder and Procedure for Measuring Liquid-Water Content and Droplet Sizes in Supercooled Clouds by Rotating Multicylinder Method

"Evaluation of the rotating multicylinder method for the measurement of droplet-size distribution, volume-median droplet size, and liquid-water content in clouds showed that small uncertainties in the basic data eliminate the distinction between different cloud droplet-size distributions and are a source of large errors in the determination of the droplet size. Calculations of the trajectories of cloud droplets in incompressible and compressible flow fields around a cylinder were performed on a mechanical analog constructed for the study of the trajectories of droplets around aerodynamic bodies" (p. 1).
