An enclosure includesd a document titled "Additional Dissenting Views of Honorable Omar Burleson," a discussion by Burleson of a bill that he introduced in 1969 and again in 1971 to decentralize two programs bogged down with red tape. The Committee's bill does the opposite by compounding the existing over-centralization and costing the taxpayer.
