An 8-GeV Synchrotron-Based Proton Driver

In January 2002, the Fermilab Director initiated a design study for a high average power, modest energy proton facility. Such a facility is a possible candidate for a construction project in the U.S. starting in the middle of this decade. The key technical element is a new machine, dubbed the ''Proton Driver,'' as a replacement of the present Booster. The study of an 8-GeV synchrotron-based proton driver has been completed and published. This paper will give a summary report, including machine layout and performance, optics, beam dynamics issues, technical systems design, civil construction, cost estimate and schedule.

A 14.6 Arcsecond Quasar Lens Split by a Massive Dark Matter Halo

Gravitational lensing is a powerful tool to study the distribution of dark matter in the universe. The cold dark matter model of structure formation predicts the existence of quasars gravitationally lensed by concentrations of dark matter so massive that the quasar images would be split by over 7 inches. However, numerous searches for large-separation lensed quasars have been unsuccessful; all of the roughly 70 lensed quasars known to date, such as Q0957+561, have smaller splittings, and can be explained in terms of galaxy scale concentrations of baryonic matter that have undergone dissipative collapse. Here they report the discovery of the first large-separation lensed quasar, SDSS J1004+4112, with a maximum separation of 14.62 inches; at this separation, the lensing object must be dominated by dark matter. While gravitationally lensed galaxies of even large separation are known, large-separation quasars are more useful cosmological probes because of the simplicity of the resulting lens systems. The discovery in their current quasar sample is fully consistent with the theoretical expectations based on the cold dark matter model.

45-Day safety screen results for Tank 241-U-201, push mode, cores 70, 73 and 74

Three core samples, each having two segments, from Tank 241-U-201 (U-201) were received by the 222-S Laboratories. Safety screening analysis, such as differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity were conducted on Core 70, Segment 1 and 2 and on Core 73, Segment 1 and 2. Core 74, Segment 1 and 2 were taken to test rotary bit in push mode sampling. No analysis was requested on Core 74, Segment 1 and 2. Analytical results for the TGA analyses for Core 70, Segment 1, Upper half solid sample was less than the safety screening notification limit of 17 percent water. Notification was made on April 27, 1995. No exotherm was associated with this sample. Analytical results are presented in Tables 1 to 4, with the applicable notification limits shaded.

105-K Basin Material Design Basis Feed Description for Spent Nuclear Fuel (SNF) Project Facilities VOL 1 Fuel

Metallic uranium Spent Nuclear Fuel (SNF) is currently stored within two water filled pools, 105-KE Basin (KE Basin) and 105-KW Basin (KW Basin), at the United States Department of Energy (U.S. DOE) Hanford Site, in southeastern Washington State. The Spent Nuclear Fuel Project (SNF Project) is responsible to DOE for operation of these fuel storage pools and for the 2100 metric tons of SNF materials that they contain. The SNF Project mission includes safe removal and transportation of all SNF from these storage basins to a new storage facility in the 200 East Area. To accomplish this mission, the SNF Project modifies the existing KE Basin and KW Basin facilities and constructs two new facilities: the 100 K Area Cold Vacuum Drying Facility (CVDF), which drains and dries the SNF; and the 200 East Area Canister Storage Building (CSB), which stores the SNF. The purpose of this document is to describe the design basis feed compositions for materials stored or processed by SNF Project facilities and activities. This document is not intended to replace the Hanford Spent Fuel Inventory Baseline (WHC 1994b), but only to supplement it by providing more detail on the chemical and radiological inventories in the fuel …

Pacific Northwest Laboratory has initiated a review of the Safeguards and Security systems at the Critical Mass Laboratory with regards to determining appropriate upgrading actions that assure that an effective and efficient Safeguards and Security posture consistent with DOE-RL policies, procedures, and priorities is effected. As a result of this review, PNL has concluded that specific upgrades are required at CML that provide a demonstrated enhancement to the overall security posture of the facility and are based upon prudent expenditures of government funds. It was further concluded that additional recommended upgrades provide minimal improvement to the overall security system at a significant outlay of funds.

The purpose of this quality assurance project plan (Plan) is to provide requirements for activities pertaining to sampling, shipping, and analyses associated with candidate feed tank samples for the 242-A Evaporator project. The purpose of the 242-A Evaporator project is to reduce the volume of aqueous waste in the Double Shell Tank (DST) System and will result in considerable savings to the disposal of mixed waste. The 242-A Evaporator feed stream originates from DSTs identified as candidate feed tanks. The 242-A Evaporator reduces the volume of aqueous waste contained in DSTs by boiling off water and sending the condensate (called process condensate) to the Liquid Effluent Retention Facility (LEPF) storage basin where it is stored prior to treatment in the Effluent Treatment Facility (ETF). The objective of this quality assurance project plan is to provide the planning, implementation, and assessment of sample collection and analysis, data issuance, and validation activities for the candidate feed tanks.

The scope of this quality assurance project plan (Plan) is sampling and analytical services including, but not limited to, sample receipt, handling and storage, analytical measurements, submittal of data deliverables, archiving selected portions of samples, returning unneeded sample material to Westinghouse Hanford Company (WHC), and/or sample disposal associated with candidate feed samples and process condensate compliance samples. Sampling and shipping activities are also included within the scope. The purpose of this project is to provide planning, implementation, and assessment guidance for achieving established data quality objectives measurement parameters. This Plan requires onsite and offsite laboratories to conform to that guidance. Laboratory conformance will help ensure that quality data are being generated and therefore, that the 242-A evaporator is operating in a safe and compliant manner. The 242-A evaporator feed stream originates from double-shell tanks (DSTs) identified as candidate feed tanks. The 242-A evaporator reduces the volume of aqueous waste contained in DSTs by boiling off water and sending it to the Liquid Effluent Retention Facility (LERF) storage basin before further treatment. The slurry product is returned to DSTs. Evaporation results in considerable savings by reducing the volume of mixed waste for disposal.

[612 NW 6th Street]

This photograph of 612 N. W. 6th Street was taken on the Fourth of July, 1975. The house was built in 1905 by W. S. McCutcheon. The house has been owned and occupied from that time to the present time (2006) by Gil Hull. The local parish of the Episcopal Church held meetings in the basement that members lovingly called "the Catacombs." St. Luke's Episcopal Church is located next door on a lot donated by the McCutcheons. The style of the house is tentatively determined to be Neo-classical. (Possibly made over from Queen Anne, Free Classic.) It shows evidence of extensive remodeling. An earlier photograph is pictured on page 140 of "Time Was..." by A. F. Weaver.

880 nanosecond particle in cell mover for the CDC 7600

A very fast computational method of moving particles for one dimensional electrostatic plasma simulations using integer arithmetic is described. The cloud in cell method forms the basis of this technique. This paper is in the form of a compass compilable subroutine with comments and examples describing methods of using an entirely integer representation to gain up to an order of magnitude increase in speed over equivalent floating point Fortran coding. Integer arithmetic has several advantages over floating point arithmetic for one dimensional particle movers. The adds are much faster, and the binary numerical description allows the implementation of very simple boundary conditions if the simulation region extends from zero to a power of two. Furthermore, integer arithmetic makes very efficient use of each memory bit since there is no floating point exponent. Consequently, it becomes feasible and fast in long word length machines to pack the velocity and position of a particular particle into the same word, thus saving a factor of two in computer storage and/or 10. These advantages are combined with the fact that integer adds and logicals complete in only two computer cycles allowing nearly complete optimization of register and instruction interleaving. This article discusses the 2003 Congress bipartisan E911 (Enhanced 911) legislation introduced in both chambers. Moreover, the article describes the difference in parallel provisions each bill contains that have significant implications for emergency communication policy. The article defines Enhanced 911 as the capability of identifying the phone number and location of a call to a PSAP (Public Safety Answering Points). This report characterizes the cost to PSAPs of upgrading systems and supporting expanded operations as an obstacle to this legislation.

The style of the house has been tentatively identified as Italian Renaissance. This house was also home to the John Moore family, and to the family of Gerald Talkington. The photograph of house was taken April 4, 1976. This photograph is to be found on page 183 of "Time Was..." by A. F. Weaver.
