Safeguards Effectiveness Evaluations in Safeguards Planning

This paper describes analytic tools we developed to quantify the effectiveness of safeguards against theft of special nuclear material by insiders. These tools help identify vulnerabilities in existing safeguards, suggest potential improvements, and help assess the benefits of these upgrades prior to implementation. Alone, these tools are not sufficient for safeguards planning, since the cost of implementing all suggested upgrades almost always exceeds the available resources. This paper describes another tool we developed to allow comparsion of benefits of various upgrades to identify those upgrade packages that achieve the greatest improvement in protection for a given cost and to provide a priority ranking among cost-effective packages, thereby helping decision-makers select the upgrades to implement and highlight the mount of residual risk. 5 refs., 3 figs.

Linear Emittance Damper With Megagauss Fields

The emittance of the beams in both high energy, electron-positron colliders and synchrotron light sources is limited by collective beam interactions with the structure of the damping (or storage) rings. A novel linear damper offers the possibility of reducing the emittance by another factor of a few. The underlying physical principle is that high energy, high current, low emittance beams can emit copious hard gammas as synchrotron radiation and cool in the presence of megagauss magnetic fields. These fields can be provided by the beam itself in the presence of a low density gas.

Measuring GAMMA 10 end-loss ions with an ELIS (end-loss-ion spectrometers) from TMX-U

The author spent the period from March 22 to July 10, 1987, at the GAMMA 10 tandem-mirror experiment at the University of Tsukuba in Tsukuba, Japan. The purpose of this extended trip was to install on GAMMA 10 one of the end-loss-ion spectrometers (ELIS) used on TMX-U (Tandem Mirror Experiment-Upgrade) at LLNL and to make plasma measurements there with this diagnostic instrument. This report discusses the considerable planning and preparations that preceded the trip, the actual experience with the ELIS equipment at GAMMA 10, data and results obtained while the author was there, GAMMA 10 experimental procedures, the scientific and technical support during the stay, and some final comments and suggestions concerning an international exchange such as this one. The data acquired on GAMMA 10 while there, along with earlier data, present an encouraging picture of a plasma in a thermal-barrier mode in a tandem-mirror, magnetic-fusion machine. 6 refs.

Absorption of carbon dioxide in waste tanks

Air flow rates and carbon dioxide concentrations of air entering and exiting eight H-Area waste tanks were monitored for a period of one year. The average instanteous concentration of carbon dioxide in air is within the range reported offsite, and therefore is not affect by operation of the coal-fired power plant adjacent to the tank farm. Waste solutions in each of the tanks were observed to be continuously absorbing carbon dioxide. The rate of absorption of carbon dioxide decreased linearly with the pH of the solution. Personnel exposure associated with the routine sampling and analysis of radioactive wastes stored at SRP to determine the levels of corrosion inhibitors in solution could be reduced by monitoring the absorption of carbon dioxide and using the relationship between pH and carbon dioxide absorption to determine the free hydroxide concentration in solution.

EC Tube Fits

In the design of the EC, the beam tube, through which the beam line travels, can be found in the IH tube which is centrally located in the IH module. However, also between the beam tube and the IH tube lie both the vacuum and inner tubes of the vacuum and inner vessels. It is the vacuum between these vessels which provides insulation between the ambient beam tube and liquid argon in the cryostat. while the vacuum tube is supported along its length with the inner tube as best as possible, the inner tube will only be supported at the ends. The beam tube will also be end-supported, but it will be allowed to rest directly on the inner surface of the vacuum tube. It is required that the beam tube be able to slide in and out of the vacuum tube with relative ease in order that the EC's can be moved away from the CC when necessary (repair work, etc.). Although the frequency of such a move is not known, it is hoped to be low, and it would therefore be desirable, for cost reasons, to be able to use stock tubing for the vacuum and beam tubes …

D-Zero Cryostat Supplemental Rupture Disc

The common relief and rupture disc vent line requires a double disc assembly with vented interspace for accurate disc burst pressures. The first disc must take pump and purge vacuum loading, but be set to operate at 110% of the MAWP, 18.3 psig (ASME code). The available solution is 18.3 psig with a burst tolerance of +/- psig. The interspace should be locally vented by a flow limiting vent valve to decouple the vent line backpressure from the vessel rupture disc. The second disc must take the worst case vent line backpressure, the steady state value found in D-Zero engineering note 3740.000-EN-63 with all three cryostats simultaneously venting at the fire condition into the 4-inch x 6-inch and 6-inch x 8-inch sections. This value is less than 2 psid. The maximum rupture value for the second disc must be less than the minimum rupture value for the first disc less 2 psid i.e. < 16.3.

Solar dynamic heat pipe development and endurance test. Monthly technical progress report number 3, 28 July--27 August 1987

The Space Station requires a high-level of reliable electric power. The baseline approach is to utilize a hybrid system in which power is provided by photovoltaic arrays and by solar dynamic power conversion modules. The organic Rankine cycle (ORC) engine is one approach to solar dynamic conversion. The ORC provides the attributes of high efficiency at low temperature and compact simple designs utilizing conventional techniques and materials. The heat receiver is one area which must be addressed in applying the proven ORC to long life applications such as the Space Station. Heat pipes with integral thermal energy storage (TES) canisters and a toluene heater tube are the prime components of the heat receiver from the Phase B preliminary design. This contract is a task order type addressing the design, fabrication and testing of a full scale heat pipe. The primary activities during the report period were the fabrication of three 74.4 inch long LiOH canisters and a 72 inch long toluene heater tube. Progress on other tasks and objectives of future tasks are described.

Evaluating late detection capability against diverse insider adversaries

This paper describes a model for evaluating the late (after-the-fact) detection capability of material control and accountability (MCandA) systems against insider theft or diversion of special nuclear material. Potential insider cover-up strategies to defeat activities providing detection (e.g., inventories) are addressed by the model in a tractable manner. For each potential adversary and detection activity, two probabilities are assessed and used to fit the model. The model then computes the probability of detection for activities occurring periodically over time. The model provides insight into MCandA effectiveness and helps identify areas for safeguards improvement. 4 refs., 4 tabs.

High average power solid state laser power conditioning system

The power conditioning system for the High Average Power Laser program at Lawrence Livermore National Laboratory (LLNL) is described. The system has been operational for two years. It is high voltage, high power, fault protected, and solid state. The power conditioning system drives flashlamps that pump solid state lasers. Flashlamps are driven by silicon control rectifier (SCR) switched, resonant charged, (LC) discharge pulse forming networks (PFNs). The system uses fiber optics for control and diagnostics. Energy and thermal diagnostics are monitored by computers.
