Atomic Line Shapes in the Presence of an External Magnetic Field

Both the theoretical basis and computational approach for extending the capabilities of a spectral line broadening code are presented. Following standard line broadening theory, the effects of an external magnetic field are incorporated into the atomic Hamiltonian and plasma average. In the presence of an external magnetic field the atomic Hamiltonian angular properties are altered--atomic energy levels are perturbed and the spectral emission line is polarized. The magnetic field introduces a preferential axis that changes the plasma average. These extensions have been incorporated into a new spectral line broadening code that is applied to several problems of importance to the understanding of tokamak edge plasmas. Applications fall into two broad categories: (1) determination of local plasma properties from distinct line shape features; and (2) consideration of global plasma phenomenon, such as radiation transport. Observable features of the Zeeman effect make H{sub {alpha}} a good magnetic field diagnostic. H{sub {beta}} does not make a good electron density diagnostic since the Zeeman effect is comparable to the Stark effect for a majority of tokamak edge plasma conditions. When optically thick lines exist the details of the spectral line shapes are shown to significantly influence the transport of radiation throughout the system.

ILC RF System R and D

The Linac Group at SLAC is actively pursuing a broad range of R&D to improve the reliability and reduce the cost of the L-band (1.3 GHz) rf system proposed for the ILC linacs. Current activities include the long-term evaluation of a 120 kV Marx Modulator driving a 10 MW Multi-Beam Klystron, design of a second-generation Marx Modulator, testing of a sheet-beam gun and beam transport system for a klystron, construction of an rf distribution system with remotely-adjustable power tapoffs, and development of a system to combine the power from many klystrons in low-loss circular waveguide where it would be tapped-off periodically to power groups of cavities. This paper surveys progress during the past few years.

Snapping Supernovae at z>1.7

We examine the utility of very high redshift Type Ia supernovae for cosmology and systematic uncertainty control. Next generation space surveys such as the Supernova/Acceleration Probe (SNAP) will obtain thousands of supernovae at z>1.7, beyond the design redshift for which the supernovae will be exquisitely characterized. We find that any z gtrsim 2 standard candles' use for cosmological parameter estimation is quite modest and subject to pitfalls; we examine gravitational lensing, redshift calibration, and contamination effects in some detail. The very high redshift supernovae - both thermonuclear and core collapse - will provide copious interesting information on star formation, environment, and evolution. However, the new observational systematics that must be faced, as well as the limited expansion of SN-parameter space afforded, does not point to high value for 1.7<z<3 SNe Ia in controlling evolutionary systematics relative to what SNAP can already achieve at z<1.7. Synergy with observations from JWST and thirty meter class telescopes afford rich opportunities for advances throughout astrophysics.

The spin of neodymium-141 was measured by the method of atomic beams and found to be 3/2. A lower limit placed on the hyperfine separation of the states with total angular momentum [formula] by second-order perturbation theory shows [formula]. A prerequisite for the determination of the nuclear spin from hyperfine-structure measurements is the knowledge of the electronic structure. The ground-state configuration of neodymium is known and the value is used throughout this work.

Development and anlysis of fast, approximate 3D Algorithms for interpretation of multi-component induction logging data

This report addresses the effects of electrical anisotropy on the 3D inversion of single-well induction logging data when anisotropy is not considered. Of concern are possible artifacts that may lead to an incorrect interpretation of the formation about the borehole. Comparison is made of 3D isotropic inversion on a suite of model data, with and without anisotropy, consisting of an infinite layer and layer terminated at the borehole. In both cases, the layer dip (or well deviation) is varied. Inversion of the anisotropic data result in an overestimate of the layer conductivity, and the lateral extent of the layer about the borehole.

Individuals with Disabilities Education Act (IDEA): Possible Voucher Issues

Congress is considering reauthorization of the Individuals with Disabilities Education Act (IDEA) program (the main federal program providing special education and related services to children with disabilities). Among the options being discussed is increasing parental choice under IDEA. This report provides background on current federal choice programs and on the Florida McKay Scholarship program, which provides scholarships for children with disabilities enrolled in the state’s public schools to attend other public schools or to attend participating private schools. The report concludes with a discussion of possible issues that a federal special education voucher program might raise.

The European Union's Reform Process: The Lisbon Treaty

In December 2007, leaders of the European Union (EU) signed the Lisbon Treaty, which seeks to reform the EU's governing institutions and decisionmaking processes to enable a larger EU to operate more effectively. This new treaty represents the latest stage in a reform process begun in 2002 and essentially replaces the proposed EU "constitution" that foundered after French and Dutch voters rejected it in referendums in 2005. In June 2008, Irish voters rejected the Lisbon Treaty, and have thrown its future into doubt. This report provides background information on EU reform efforts and possible implications for U.S.-EU relations that may be of interest in the second session of the 110th Congress.

For years, the British and Irish governments sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two governments and the Northern Ireland political parties participating in the peace talks announced an agreement on April 10, 1998. Despite a much improved security situation in the years since then, full implementation of the resulting Good Friday Agreement has been difficult. On May 8, 2007, however, Northern Ireland's devolved political institutions were restored after an almost five-year suspension following a powersharing deal between the largest unionist and nationalist parties.

New data on tank 241-C-106 were obtained from grab sampling and from compatibility testing of tank C-106 and tank AY-102 wastes.All chemistry-associated and other compatibility information compiled in this report strongly suggests that the sluicing of the contents of tank C-106; in accord with appropriate controls;will pose no unacceptable risk to workers; public safety; or the environment. In addition; it is expected that the sluicing operation will successfully resolve the High-Heat Safety issue for tank C-106.

Implications of the Tevatron jet results on PDF

We report a new measurement of the pseudorapidity ({eta}) and transverse-energy (E{sub T}) dependence of the inclusive jet production cross section in p{bar p} collisions at {radical}s = 1:8 TeV using 95 pb{sup {minus}1} of data collected with the D0 detector at the Fermilab Tevatron. The differential cross section d{sup 2}{sigma}/(dE{sub T}d{eta}) is presented up to {vert_bar}{eta}{vert_bar} = 3, significantly extending previous measurements. The results are in good overall agreement with next-to-leading order predictions from QCD, indicate a preference for certain parton distribution functions, and provide the world's best constraint on the gluon distribution at high parton momentum fraction x.

Linear Emittance Damper With Megagauss Fields

The emittance of the beams in both high energy, electron-positron colliders and synchrotron light sources is limited by collective beam interactions with the structure of the damping (or storage) rings. A novel linear damper offers the possibility of reducing the emittance by another factor of a few. The underlying physical principle is that high energy, high current, low emittance beams can emit copious hard gammas as synchrotron radiation and cool in the presence of megagauss magnetic fields. These fields can be provided by the beam itself in the presence of a low density gas.
