8(a) Program: The Importance of Effective Fraud Prevention Controls
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the results of our prior investigation of the Small Business Administration's (SBA) 8(a) Business Development Program. SBA's 8(a) program, named for a section of the Small Business Act, is a development program created to help small, disadvantaged businesses compete in the American economy and access the federal procurement market. To participate in the program, a firm must be certified as meeting several criteria, including: be a small business as defined by SBA; be unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States; and show potential for success. Upon certification, firms can obtain federal contracts without competing fully and openly for the work. For example, agencies are permitted to enter into sole-source contracts after soliciting and negotiating with only one 8(a) company. They also can participate in restricted competitions for federal contracts, known as set-asides, open to only 8(a) companies. In March 2010, GAO issued two companion reports on the 8(a) program, one focused on internal control procedures and processes that SBA has implemented to ensure that only eligible firms participate …

A 12 GHz RF Power Source for the CLIC Study
The CLIC RF frequency has been changed in 2008 from the initial 30 GHz to the European X-band 11.9942 GHz permitting beam independent power production using klystrons for CLIC accelerating structure testing. A design and fabrication contract for five klystrons at that frequency has been signed by different parties with SLAC. France (IRFU, CEA Saclay) is contributing a solid state modulator purchased in industry and specific 12 GHz RF network components to the CLIC study. RF pulses over 120 MW peak at 230 ns length will be obtained by using a novel SLED-I type pulse compression scheme designed and fabricated by IAP, Nizhny Novgorod, Russia. The X-band power test stand is being installed in the CLIC Test Facility CTF3 for independent structure and component testing in a bunker, but allowing, in a later stage, for powering RF components in the CTF3 beam lines. The design of the facility, results from commissioning of the RF power source and the expected performance of the Test Facility are reported.

500 MW X-Band RF System of a 0.25 GeV Electron LINAC for Advanced Compton Scattering Source Application
A Mono-Energetic Gamma-Ray (MEGa-Ray) Compton scattering light source is being developed at LLNL in collaboration with the SLAC National Accelerator Laboratory. The electron beam for the Compton scattering interaction will be generated by a X-band RF gun and a X-band LINAC at the frequency of 11.424 GHz. High power RF in excess of 500 MW is needed to accelerate the electrons to energy of 250 MeV or greater for the interaction. Two high power klystron amplifiers, each capable of generating 50 MW, 1.5 msec pulses, will be the main high power RF sources for the system. These klystrons will be powered by state of the art solid-state high voltage modulators. A RF pulse compressor, similar to the SLED II pulse compressor, will compress the klystron output pulse with a power gain factor of five. For compactness consideration, we are looking at a folded waveguide setup. This will give us 500 MW at output of the compressor. The compressed pulse will then be distributed to the RF gun and to six traveling wave accelerator sections. T-1020 NaI crystal test for DM-Ice
This is a memorandum of understanding between the Fermi National Accelerator Laboratory (Fermilab) and the experiments of the NaI Crystal Test for DM-Ice from the University of Wisconsin who have committed to participate in detector tests to be carried out during the 2011-2012 Fermilab Neutrino program. The memorandum is intended primarily for the purpose of recording expectations for budget estimates and work allocations for Fermilab, the funding agencies and the participating institutions. It reflects an arrangement that currently is satisfactory to the parties; however, it is recognized and anticipated that changing circumstances of the evolving research program will necessitate revisions. The parties agree to modify this memorandum to reflect such required adjustments. Actual contractual obligations will be set forth in separate documents. The DM-Ice collaboration is designing a sodium-iodide (NaI) based detector for a direct dark matter search. The detectors should have low readout noise and background levels to carry out a sensitive search. A 17-kg version of the experiment is running at the South Pole, 2500 m deep in the Antarctic ice, and a large scale experiment is currently being designed. Photographs of "1914 & Other Poems" by Rupert Brooke, held by UNT Special Collections. The first image, is of the inside of the book with a faint illustration of a man's profile, the second image the see-through brown piece of paper is turned over to cover the illustration but to reveal the title of the book. Although Rupert Brooke (1887-1915) died before ever seeing battle, he was renowned for his war sonnets. W.B. Yeats noted that Brooke was “handsomest young man of England,” a fact that may account for some of his fame. Educated at Cambridge, he became a thespian, scholar, and soldier. Brooke, commissioned in the Royal Navy, never got to see battle. He died in 1915 at sea from sepsis. An eerie photograph portrait of the author’s profile, dated 1913, appears opposite the title page in this edition. Following the title page with publisher information and the typical copyright statement, we encounter a brief biographical note listing Brooke’s education and war time experience. His five war sonnets, titled “1914,” became notable for their romantic and patriotic view of the war. As a young man, Brooke wrote poems and published in anthologies and periodicals; his first volume of poetry, …

The 2012 Gordon Research Conference on Mitochondria and Chloroplasts will assemble an international group of scientists investigating fundamental properties of these organelles, and their integration into broader physiological processes. The conference will emphasize the many commonalities between mitochondria and chloroplasts: their evolution from bacterial endosymbionts, their genomes and gene expression systems, their energy transducing membranes whose proteins derive from both nuclear and organellar genes, the challenge of maintaining organelle integrity in the presence of the reactive oxygen species that are generated during energy transduction, their incorporation into organismal signaling pathways, and more. The conference will bring together investigators working in animal, plant, fungal and protozoan systems who specialize in cell biology, genetics, biochemistry, physiology, proteomics, genomics, and structural biology. As such, this conference will provide a unique forum that engenders cross-disciplinary discussions concerning the biogenesis, dynamics, and regulation of these key cellular structures. By fostering interactions among mammalian, fungal and plant organellar biologists, this conference also provides a conduit for the transmission of mechanistic insights obtained in model organisms to applications in medicine and agriculture. The Gordon Research Conference on 'Molecular and Ionic Clusters' focuses on clusters, which are the initial molecular species found in gases when condensation begins to occur. Condensation can take place solely from molecules interacting with each other, mostly at low temperatures, or when molecules condense around charged particles (electrons, protons, metal cations, molecular ions), producing ion molecule clusters. These clusters provide models for solvation, allow a pristine look at geometric as well as electronic structures of molecular complexes or matter in general, their interaction with radiation, their reactivity, their thermodynamic properties and, in particular, the related dynamics. This conference focuses on new ways to make clusters composed of different kinds of molecules, new experimental techniques to investigate the properties of the clusters and new theoretical methods with which to calculate the structures, dynamical motions and energetics of the clusters. Some of the main experimental methods employed include molecular beams, mass spectrometry, laser spectroscopy (from infrared to XUV; in the frequency as well as the time domain) and photoelectron spectroscopy. 2020 Census: Prioritized Information Technology Research and Testing Is Needed for Census Design Decisions
A letter report issued by the Government Accountability Office with an abstract that begins "The Census Bureau (Bureau) has made progress in researching and testing information technology (IT) options for the 2020 Decennial Census, but several of the supporting projects lack schedules and plans, and it is uncertain whether they will be completed in time to inform the decision on the operational design for the 2020 census, planned for September 2015. Specifically, it has begun research on six IT-related projects, such as using the Internet for survey response and using employees' personal smartphones to collect census data. However, four of the projects lacked finalized schedules, and three lacked plans for gauging progress. Moreover, the two projects with completed schedules are not estimated to be completed until after the September 2015 design decision date (see figure)."
