Physics with a High Intensity Proton Source at Fermilab: Project X Golden Book

Within the next ten years the Standard Model will likely have to be modified to encompass a wide range of newly discovered phenomena, new elementary particles, new symmetries, and new dynamics. These phenomena will be revealed through experiment with high energy particle accelerators, mainly the LHC. This will represent a revolution in our understanding of nature, and will either bring us closer to an understanding of all phenomena, through existing ideas such as supersymmetry to superstrings, or will cause us to scramble to find new ideas and a new sense of direction. We are thus entering a dramatic and important time in the quest to understand the fundamental laws of nature and their role in shaping the universe. The energy scales now probed by the Tevatron, of order hundreds of GeV, will soon be subsumed by the LHC and extended up to a few TeV. We expect the unknown structure of the mysterious symmetry breaking of the Standard Model to be revealed. We will then learn the answer to a question that has a fundamental bearing upon our own existence: 'What is the origin of mass?' The European Parliament

The 785-member, directly elected European Parliament (EP) is a key institution of the 27-member European Union (EU). Once limited to being a consultative assembly, the EP has accumulated more power over time. Currently, it plays a role in the EU's legislative and budgeting processes, and exercises general supervision over other EU bodies. Ties between the EP and the U.S. Congress are long-standing, and EPCongressional exchanges are expected to continue in the second session of the 110th Congress.

The European Union (EU) views the enlargement process as a historic opportunity to promote stability and prosperity in Europe. Although the EU maintains that the enlargement door remains open, "enlargement fatigue" has become a serious issue in Europe and some experts believe that EU enlargement may be reaching its limits. The status of EU enlargement is one of many transatlantic issues likely to be of interest to the second session of the 110th Congress. This report lists the various nations admitted to the European Union within the past several years and analyzes the enlargement issue in general.

The European Union's Reform Process: The Lisbon Treaty

In December 2007, leaders of the European Union (EU) signed the Lisbon Treaty, which seeks to reform the EU's governing institutions and decisionmaking processes to enable a larger EU to operate more effectively. This new treaty represents the latest stage in a reform process begun in 2002 and essentially replaces the proposed EU "constitution" that foundered after French and Dutch voters rejected it in referendums in 2005. In June 2008, Irish voters rejected the Lisbon Treaty, and have thrown its future into doubt. This report provides background information on EU reform efforts and possible implications for U.S.-EU relations that may be of interest in the second session of the 110th Congress.

Northern Ireland: The Peace Process

For years, the British and Irish governments sought to facilitate a peaceful settlement to the conflict in Northern Ireland. After many ups and downs, the two governments and the Northern Ireland political parties participating in the peace talks announced an agreement on April 10, 1998. Despite a much improved security situation in the years since then, full implementation of the resulting Good Friday Agreement has been difficult. On May 8, 2007, however, Northern Ireland's devolved political institutions were restored after an almost five-year suspension following a powersharing deal between the largest unionist and nationalist parties.

Amplitude Analysis of the Decay B0->K+pi-pi0

We report an updated amplitude analysis of the charmless hadronic decays of neutral B mesons to K{sup +} {pi}{sup -}{pi}{sup 0}. With a sample of 454 million {Upsilon}(4S) {yields} B{bar B} decays collected by the BABAR detector at the PEP-II asymmetric-energy B Factory at SLAC, we measure the magnitudes and phases of the intermediate resonant and nonresonant amplitudes for B{sup 0} and B{sup 0} decays and determine the corresponding CP-averaged fit fractions and charge asymmetries.

Search for Second-Class Currents in \tau^-\to\omega\pi^-\nu_{\tau}

We report on an analysis of {tau}{sup -} decaying into {omega}{pi}{sup -}{nu}{sub {tau}} with {omega} {yields} {pi}{sup +}{pi}{sup -}{pi}{sup 0} using data containing nearly 320 million tau pairs collected with the BABAR detector at the PEP-II asymmetric energy B-Factory. We find no evidence for second-class currents and set an upper limit at 0.69% at a 90% confidence level for the ratio of second- to first-class currents.

Raman Shift of Stressed Diamond Anvils: Pressure Calibration and Culet Geometry Dependence

The pressure dependence of the Raman shift of diamond for highly stressed anvils at the diamond-anvil sample interface has been measured for different culet shapes up to 180 GPa at ambient temperature. By using hydrogen samples, which constitute both a quasi-hydrostatic medium and a sensitive pressure sensor, some of the effects of culet and tip size have been determined. We propose that the divergent results in the literature can be partly ascribed to different anvil geometries. Experiments show increasing second order dependence of the diamond Raman shift with pressure for decreasing tip size. This is an important consideration when using the diamond anvils as a pressure sensor.

High-Precision Computation and Mathematical Physics (open access)

High-Precision Computation and Mathematical Physics

At the present time, IEEE 64-bit floating-point arithmetic is sufficiently accurate for most scientific applications. However, for a rapidly growing body of important scientific computing applications, a higher level of numeric precision is required. Such calculations are facilitated by high-precision software packages that include high-level language translation modules to minimize the conversion effort. This paper presents a survey of recent applications of these techniques and provides some analysis of their numerical requirements. These applications include supernova simulations, climate modeling, planetary orbit calculations, Coulomb n-body atomic systems, scattering amplitudes of quarks, gluons and bosons, nonlinear oscillator theory, Ising theory, quantum field theory and experimental mathematics. We conclude that high-precision arithmetic facilities are now an indispensable component of a modern large-scale scientific computing environment.

Plug-In Hybrid Electric Vehicle Penetration Scenarios

This report examines the economic drivers, technology constraints, and market potential for plug-in hybrid electric vehicles (PHEVs) in the U.S. A PHEV is a hybrid vehicle with batteries that can be recharged by connecting to the grid and an internal combustion engine that can be activated when batteries need recharging. The report presents and examines a series of PHEV market penetration scenarios. Based on input received from technical experts and industry representative contacted for this report and data obtained through a literature review, annual market penetration rates for PHEVs are presented from 2013 through 2045 for three scenarios. Each scenario is examined and implications for PHEV development are explored.

Manifest Ultraviolet Behavior in the Three-Loop Four-Point Amplitude of N=8 Supergravity

Using the method of maximal cuts, we obtain a form of the three-loop four-point scattering amplitude of N = 8 supergravity in which all ultraviolet cancellations are made manifest. The Feynman loop integrals that appear have a graphical representation with only cubic vertices, and numerator factors that are quadratic in the loop momenta, rather than quartic as in the previous form. This quadratic behavior reflects cancellations beyond those required for finiteness, and matches the quadratic behavior of the three-loop four-point scattering amplitude in N = 4 super-Yang-Mills theory. By direct integration we confirm that no additional cancellations remain in the N = 8 supergravity amplitude, thus demonstrating that the critical dimension in which the first ultraviolet divergence occurs at three loops is D{sub c} = 6. We also give the values of the three-loop divergences in D = 7, 9, 11. In addition, we present the explicitly color-dressed three-loop four-point amplitude of N = 4 super-Yang-Mills theory.
