UC Berkeley Seismic Guidelines, Appendix II: Ground Motion Time Histories for the UC Berkeley Campus

Three sets of ten time histories each were developed to represent the ground motions for each of the three return periods. All of the time histories are provided as pairs of fault-normal and fault-parallel components. The ground motion time histories are provided in two forms: unmodified, and spectrally modified to match the probabilistic response spectra. The unmodified time histories can be scaled to match the probabilistic response spectra at a specified period, such as the first mode period of the structure being analyzed, while leaving the shape of the response spectrum unmodified. This approach preserves the particular characteristics of the individual time history, together with the peaks and troughs of its response spectrum. These individual characteristics are modified in the spectrally matched time histories, resulting in a suite of ten time histories (for a given return period) that all have the same response spectrum for a given component (fault normal or fault parallel) that follows the smooth shape of the probabilistic response spectrum.

MEASUREMENT OF FRICTIONAL PRESSURE DIFFERENTIALS DURING A VENTILATION SURVEY

During the course of a ventilation survey, both airflow quantity and frictional pressure losses are measured and quantified. The measurement of airflow has been extensively studied as the vast majority of ventilation standards/regulations are tied to airflow quantity or velocity. However, during the conduct of a ventilation survey, measurement of airflow only represents half of the necessary parameters required to directly calculate the airway resistance. The measurement of frictional pressure loss is an often misunderstood and misapplied part of the ventilation survey. This paper compares the two basic methods of frictional pressure drop measurements; the barometer and the gauge and tube. Personal experiences with each method will be detailed along with the authors' opinions regarding the applicability and conditions favoring each method.

SEARCH FOR THE RARE KAON DECAY K{sup +} {yields} {pi}{sup +} {nu}{bar {nu}}

This thesis describes the search for the rare decay K{sup +} {yields} {pi}{sup +} {nu}{bar {nu}} in the pion momentum region 140 MeV/c {le} P{sub {pi}{sup +}} {le} 195 MeV/c. This is a Flavor Changing Neutral Current (FCNC) decay which is forbidden to the first order in the Standard Model (SM) by the GIM mechanism. However, this decay mode is allowed in the second order by two Z-Penguin and one box diagram and is expected to have a branching ratio of (0.72 {+-} 0.21) x 10{sup -10}. This decay mode is sensitive to the coupling of top to down quark and therefore a measurement of the branching ratio for this decay mode provides a measurement of the Cabibbo-Kobayashi-Maskawa matrix element V{sub td}. The recent observation of two events in the pion momentum region 211 MeV/c {le} P{sup {pi}{sup +}} {le} 229 MeV/c estimates a branching ratio of 1.57{sub -0.82}{sup +1.75} x 10{sup -10} for the same decay mode. We have extended the search for this decay to the lower pion momentum region. Data collected by the Experiment E787 at Brookhaven National Laboratory during the 1996 and 1997 run were analyzed in this thesis.

Computational Modeling of Uranium Hydriding and Complexes

Uranium hydriding is one of the most important processes that has received considerable attention over many years. Although many experimental and modeling studies have been carried out concerning thermochemistry, diffusion kinetics and mechanisms of U-hydriding, very little is known about the electronic structure and electronic features that govern the U-hydriding process. Yet it is the electronic feature that controls the activation barrier and thus the rate of hydriding. Moreover the role of impurities and the role of the product UH{sub 3} on hydriding rating are not fully understood. An early study by Condon and Larson concerns with the kinetics of U-hydrogen system and a mathematical model for the U-hydriding process. They proposed that diffusion in the reactant phase by hydrogen before nucleation to form hydride phase and that the reaction is first order for hydriding and zero order for dehydriding. Condon has also calculated and measures the reaction rates of U-hydriding and proposed a diffusion model for the U-hydriding. This model was found to be in excellent agreement with the experimental reaction rates. From the slopes of the Arrhenius plot the activation energy was calculated as 6.35 kcal/mole. Improved Thermophotovoltaic (TPV) Performance Using Dielectric Photon Concentrations (DPC)

This report presents theoretical and experimental results, which demonstrate the feasibility of a new class of thermophotovoltaic (TPV) energy converters with greatly improved power density and efficiency. Performance improvements are based on the utilization of the enhanced photon concentrations within high refractive index materials. Analysis demonstrates that the maximum achievable photon flux for TPV applications is limited by the lowest index in the photonic cavity, and scales as the minimum refraction index squared, n{sup 2}. Utilization of the increased photon levels within high index materials greatly expands the design space limits of TPV systems, including: a 10x increase in power density, a 50% fractional increase in conversion efficiency, or alternatively reduced radiator temperature requirements to as low as {approx} 1000 F.

Energy Policy: The Continuing Debate

On April 10, 2003, the House passed comprehensive energy legislation, H.R. 6 (247- 175). The bill was a composite of four measures – H.R. 39, reported from the House Committee on Resources, H.R. 238, marked up by the House Science Committee, H.R. 1531, reported from Ways and Means, and an unnumbered bill reported out of the Energy and Commerce Committee. Unlike comprehensive energy legislation (H.R. 4) debated in the 107th Congress, H.R. 6 includes a section on electricity which has stirred some controversy. H.R. 6 would provide authorization for exploration and development of the Arctic National Wildlife Refuge (ANWR).

Transmission electron microscopy of oxide dispersion strengthened (ODS) molybdenum: effects of irradiation on material microstructure

Oxide dispersion strengthened (ODS) molybdenum has been characterized using transmission electron microscopy (TEM) to determine the effects of irradiation on material microstructure. This work describes the results-to-date from TEM characterization of unirradiated and irradiated ODS molybdenum. The general microstructure of the unirradiated material consists of fine molybdenum grains (< 5 {micro}m average grain size) with numerous low angle boundaries and isolated dislocation networks. 'Ribbon'-like lanthanum oxides are aligned along the working direction of the product form and are frequently associated with grain boundaries, serving to inhibit grain boundary and dislocation movement. In addition to the 'ribbons', discrete lanthanum oxide particles have also been detected. After irradiation, the material is characterized by the presence of nonuniformly distributed large ({approx} 20 to 100 nm in diameter), multi-faceted voids, while the molybdenum grain size and oxide morphology appear to be unaffected by irradiation.

Defense Cleanup and Environmental Programs: Authorization and Appropriations for FY2003

The Department of Defense (DOD) administers five environmental programs in response to various requirements under federal environmental laws. These programs include environmental cleanup, environmental compliance, pollution prevention, environmental technology, and conservation. Additionally, the Department of Energy (DOE) is responsible for managing defense nuclear waste and cleaning up contaminated nuclear weapons sites. The Administration requested a total of $11.17 billion for these programs in FY2003, about $390 million more than the FY2002 funding level of $10.78 billion. Some of the ongoing issues associated with these programs are the adequacy, cost, and pace of cleanup, whether DOD and DOE adequately comply with environmental laws and regulations, and the extent to which environmental requirements encroach upon military readiness.

Most catalysts consist of nanometer-sized particles dispersed on a high-surface area support. Advances in characterization methods have led to a molecular level understanding of the relationships between nanoparticle properties and catalytic performance. Together with novel approaches to nanoparticle synthesis, this knowledge is contributing to the design and development of new catalysts.

Analysis of the vaporization barrier above waste emplacement drifts

Prediction of the amount of water that may seep into the waste emplacement drifts is an important aspect of assessing the performance of the proposed geologic nuclear waste repository at Yucca Mountain, Nevada. The repository is to be located in thick, partially saturated fractured tuff that will be heated to above-boiling temperatures as a result of heat generation from the decay of nuclear waste. Since water percolating down towards the repository will be subject to vigorous boiling for a significant time period, the superheated rock zone (i.e., rock temperature above the boiling point of water) can form an effective vaporization barrier that reduces the possibility of water arrival at emplacement drifts. In this paper, we analyze the behavior of episodic preferential flow events that penetrate the hot fractured rock, and we evaluate the impact of such flow behavior on the effectiveness of the vaporization barrier.

On the Optimal Allocation of R&D Resources for Climate Change Technology Development

While technology studies and integrated assessment models incorporating endogenous technological change have demonstrated that advancing technology is a crucial component of an optimal greenhouse gas abatement strategy, the R&D process itself has received little analytical attention. This paper presents a conceptual framework for considering and exploring the optimal allocation of R&D resources for climate change technology development. The framework is then applied to a stylized application that considers the allocation between R&D focused on resolving uncertainties about the retention of sequestration and R&D focused on improving the performance of renewable energy technologies.

REPORT on the TRUCK BRAKE LINING WORKSHOP and FLEET OPERATORS' SURVEY

The report summarizes what transpired during brake linings-related workshop held at the Fall 2003 meeting of the Technology and Maintenance Council (TMC) in Charlotte, NC. The title of the workshop was ''Developing a Useful Friction Material Rating System''. It was organized by a team consisting of Peter Blau (Oak Ridge National Laboratory), Jim Britell (National Highway Traffic Safety Administration), and Jim Lawrence (Motor and Equipment Manufacturers Association). The workshop was held under the auspices of TMC Task Force S6 (Chassis), chaired by Joseph Stianche (Sanderson Farms, Inc.). Six invited speakers during the morning session provided varied perspectives on testing and rating aftermarket automotive and truck brake linings. They were: James R.
