2000 Census: Refinements to Full Count Review Program Could Improve Future Data Quality
A letter report issued by the General Accounting Office with an abstract that begins "To ensure the completeness and accuracy of the 2000 census data, Bureau of the Census analysts were to identify, investigate, and document suspected data discrepancies or issues to clear census data files and products for subsequent processing or public release. They were to determine whether and how to correct the data by weighing quality improvements against time and budget constraints. Because the bureau lacked sufficient staff to conduct a full count review on its own, it contracted out some of the work to members of the Federal-State Cooperative Program for Population Estimates (FSCPE). FSCPE documented 1,402 data issues, 29 percent of the 4,809 issues identified by both FSCPE and bureau analysts during the full count review. Of the 4,809 issues, 1,599 dealt with "group quarters," where counts for prisons, nursing homes, dormitories, and other group living facilities differed from what analysts expected. Of the 1,599 group quarters issues, FSCPE identified 567. Discrepancies relating to housing unit counts, population data, and demographic characteristics accounted for 1,150 issues, 375 of which were identified by FSCPE. The 2002 Farm Bill: Overview and Status
This report discusses the provisions of the 1996 farm bill, which was due to expire in 2002 but was extended for an additional 6 years on May 13, 2002 by President Bush (P.L. 107-171). The new law is called the "Farm Security and Rural Investment Act (FSRIA) of 2002. The new law generally supersedes the previous omnibus farm bill, the Federal Agriculture Improvement and Reform (FAIR) Act of 1996 (P.L. 104-127). The new farm law has attracted widespread criticism both in the U.S. and abroad. This report discusses these criticisms as well as the defenses of the law's proponents.

Abort Gap Cleaning in RHIC
During the RHIC Au-run in 2001 the 200 MHz storage cavity system was used for the first time. The rebucketing procedure caused significant beam debunching in addition to amplifying debunching due to other mechanisms. At the end of a four hour store, debunched beam could account for approximately 30%-40% of the total beam intensity. Some of it will be in the abort gap. In order to minimize the risk of magnet quenching due to uncontrolled beam losses at the time of a beam dump, a combination of a fast transverse kicker and copper collimators were used to clean the abort gap. This report gives an overview of the gap cleaning procedure and the achieved performance.

ACCELERATOR PHYSICS MODEL OF EXPECTED BEAM LOSS ALONG THE SNS ACCELERATOR FACILITY DURING NORMAL OPERATION.
The most demanding requirement in the design of the SNS accelerator chain is to keep the accelerator complex under hands-on maintenance. This requirement implies a hard limit for residual radiation below 100 mrem/hr at one feet from the vacuum pipe and four hours after shutdown for hundred days of normal operation. It has been shown by measurements as well as simulation [l] that this limit corresponds to 1-2 Watts/meter average beam losses. This loss level is achievable all around the machine except in specific areas where remote handling will be necessary. These areas have been identified and correspond to collimation sections and dumps where a larger amount of controlled beam loss is foreseen. Even if the average level of loss is kept under 1 W/m, there are circumstances under which transient losses occur in the machine. The prompt radiation or potential damage in the accelerator components can not be deduced from an average beam loss of 1 W/m. At the same time, controlled loss areas require a dedicated study to clarify the magnitude and distribution of the beam loss. Accounting Profession: Oversight, Auditor Independence, and Financial Reporting Issues
Correspondence issued by the General Accounting Office with an abstract that begins "The accounting system's self-regulatory system for auditors, which largely depends on voluntary contributions from the accounting industry, is plagued by fragmentation, lack of coordination, poor communication, and conflicts of interest. In GAO's view, the current self-regulatory system is broken, and oversight by the Securities and Exchange Commission (SEC) has fallen short in protecting the public interest. Because of the important role played by independent auditors, GAO believes that direct government intervention is needed to create a new body to oversee the auditing of public companies by the accounting profession. Concerns about the timeliness, relevancy, and transparency of the financial reporting model could be addressed by closer cooperation between SEC and the Financial Accounting Standards Board (FASB), adequate and independent funding for FASB operations, and periodic reporting to Congress on FASB matters."

Afghanistan: Current Issues and U.S. Policy
The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Africa: U.S. Foreign Assistance Issues
This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

Agricultural Trade Issues in the 107th Congress
The 107th Congress is considering trade issues with implications for the U.S. agricultural sector. Trade in agricultural commodities and food products affects farm income and rural employment, and it also generates economic activity beyond the farm gate. With agricultural export sales the equivalent of one-quarter of farm income, some policymakers view U.S. efforts to develop market opportunities overseas as vital to the sector’s financial health. Decisions taken by the Bush Administration, and actions taken by Congress, thus will affect the outlook for agricultural trade.
