Russell acknowledges the letter from Carswell dated the 29th of April and expresses his disapproval of the taking over, on the part of the Executive Department, of the Montgomery-Ward Mail Order Store in Chicago and discusses legislation regarding such actions and compromises that are required to win the war; "However, I am becoming tired of standing so much for unity's sake, and not getting much help from the other branch of the Government—I have stated to you before and I reiterate now that the labor situation, which has been brought about by the last ten years of petting and pampering, means trouble for our Country in the years ahead unless something is done about it".
