Deepwater Horizon: Coast Guard and Interior Could Improve Their Offshore Energy Inspection Programs

Testimony issued by the Government Accountability Office with an abstract that begins "The April 2010 explosion of the Deepwater Horizon, a mobile offshore drilling unit (MODU), showed that the consequences of an incident on an offshore energy facility can be significant. A key way to ensure that offshore energy facilities are meeting applicable security, safety, and production standards is through conducting periodic inspections of the facilities. The Coast Guard and the Department of the Interior (Interior) share oversight responsibility for offshore energy facilities. The Coast Guard is to conduct security inspections of such facilities, whereas based on an agreement between the two agencies, Interior is to conduct safety compliance inspections on some offshore facilities on behalf of the Coast Guard as well as its own inspections to verify production. This testimony addresses: (1) the extent to which the Coast Guard has conducted security inspections of offshore energy facilities, and what additional actions are needed; (2) the extent to which Interior has conducted inspections of offshore energy facilities, including those on behalf of the Coast Guard, and challenges it faces in conducting such inspections; and (3) the Coast Guard's oversight authority of MODUs. Options for Collecting Revenues on Liquidated Entries of Merchandise Evading Antidumping and Countervailing Duties

Correspondence issued by the Government Accountability Office with an abstract that begins "The United States imposes antidumping and countervailing (AD/CV) duties to remedy unfair foreign trade practices that cause injury to domestic industries. Evasion of AD/CV duties weakens protections for U.S. industry and reduces U.S. revenues. U.S. Customs and Border Protection (CBP) sometimes detects such evasion after the merchandise has been "liquidated," i.e., the goods have entered commerce and the agency has completed processing the entry. Congress requested that we examine CBP's options for attempting to collect revenues in such cases. In this report, we examine (1) options available to CBP to assess revenues on entries of goods subject to AD/CV duties that entered the United States through evasion and have already been liquidated and (2) factors that affect the amount of revenues collected by CBP through the use of these options."

Green Building: Federal Initiatives for the Nonfederal Sector Could Benefit from More Interagency Collaboration

A letter report issued by the Government Accountability Office with an abstract that begins "Economic, environmental, and health concerns have spurred interest in "green building"--construction and maintenance practices designed to make efficient use of resources, reduce environmental problems, and provide long-term financial and health benefits. Federal laws and executive orders direct agencies to meet green building standards in federal buildings and to foster green building in the nonfederal sector; the latter includes private, state, local, and tribal entities and accounts for the majority of the nation's buildings. GAO was asked to (1) identify current initiatives by federal agencies to foster green building in the nonfederal sector and (2) determine what is known about the results of these initiatives. As part of the review, GAO sent questionnaires to the 11 agencies implementing the initiatives identified, including the Departments of Energy (DOE) and Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA); examined agency documents; and spoke with agency officials. GAO did not report funding data because officials stated that agencies do not track many green building funds separately."

Parallel Computation of Integrated Electromagnetic, Thermal and Structural Effects for Accelerator Cavities

The successful operation of accelerator cavities has to satisfy both rf and mechanical requirements. It is highly desirable that electromagnetic, thermal and structural effects such as cavity wall heating and Lorentz force detuning in superconducting rf cavities can be addressed in an integrated analysis. Based on the SLAC parallel finite-element code infrastructure for electromagnetic modeling, a novel multi-physics analysis tool has been developed to include additional thermal and mechanical effects. The parallel computation enables virtual prototyping of accelerator cavities on computers, which would substantially reduce the cost and time of a design cycle. The multi-physics tool is applied to the LCLS rf gun for electromagnetic, thermal and structural analyses.

CLIC RF High Power Production Testing Program (open access)

CLIC RF High Power Production Testing Program

The CLIC Power Extraction and Transfer Structure (PETS) is a passive microwave device in which bunches of the drive beam interact with the impedance of the periodically loaded waveguide and generate RF power for the main linac accelerating structure. The demands on the high power production ({approx} 150 MW) and the needs to transport the 100 A drive beam for about 1 km without losses, makes the PETS design rather unique and the operation very challenging. In the coming year, an intense PETS testing program will be implemented. The target is to demonstrate the full performance of the PETS operation. The testing program overview and test results available to date are presented.

Last Year of PEP-II B-Factory Operation

The PEP-II B-Factory at SLAC (3.1 GeV e{sup +} x 9.0 GeV e{sup -}) operated from 1999 to 2008, delivering luminosity to the BaBar experiment. The design luminosity was reached after one and a half years of operation. In the end PEP-II surpassed by four times its design luminosity reaching 1.21 x 10{sup 34} cm{sup -2} s{sup -1}. It also set stored beam current records of 2.1 A e{sup -} and 3.2 A e{sup +}. Continuous injection was implemented with BaBar taking data. The total delivered luminosity to the BaBar detector was 557.4 fb{sup -1} spanning five upsilon resonances. PEP-II was constructed by SLAC, LBNL, and LLNL with help from BINP, IHEP, the BaBar collaboration, and the US DOE OHEP.

Customer Satisfaction Survey of Pacific Northwest National Laboratory's Technical Assistance Partners -- FY 2011

The businesses that have utilized PNNL's Technology Assistance Program were sent a survey to solicit feedback about the program and to determine what, if any, outcomes resulted from the assistance provided. As part of its small business outreach, Pacific Northwest National Laboratory (PNNL) offers technology assistance to businesses with fewer than 500 employees throughout the nation and to businesses of any size in the 2 counties that contain the Hanford site. Upon request, up to 40 staff-hours of a researcher's time can be provided to address technology issues at no charge to the requesting firm. During FY 2011, PNNL completed assistance for 54 firms. Topics of the technology assistance covered a broad range, including environment, energy, industrial processes, medical, materials, computers and software, and sensors. In FY 2011, PNNL's Technology Assistance Program (TAP) was funded by PNNL Overheads. Over the past 16 years, the Technology Assistance Program has received total funding of nearly $2.8 million from several federal and private sources.

Bunch Length and Impedance Measurements at SPEAR3

Streak camera measurements were made at SPEAR3 to characterize longitudinal coupling impedance. For the nominal optics, data was taken at three rf voltages and a single-bunch current range of 0-20mA. Both bunchcentroid phase shift and bunch lengthening were recorded to extract values for resistive and reactive impedance. An (R+L) and a Q=1 model were then back-substituted into the Haissinski equation and compared with raw profile data. In the short bunch (low-{alpha}) mode, distribution 'bursting' was observed.

Ideas for a Future PEP-X Light Source (open access)

Ideas for a Future PEP-X Light Source

SLAC is developing a long-range plan to transfer the evolving scientific programs at SSRL from the SPEAR3 light source to a much higher performing synchrotron source -- PEP-X -- a new storage ring that would occupy the existing PEP-II tunnel and support two experimental halls, each containing 16 x-ray beam lines. Operating at 4.5 GeV and 1.5 A with a horizontal emittance of 0.14 nm-rad, reached using 90 m of damping wigglers, PEP-X would have an order of magnitude higher average brightness and flux in the 1-{angstrom} x-ray range than any existing or planned future storage ring sources. Higher brightness in the soft x-ray regime might be reached with partial lasing in long undulators, and high peak brightness could be reached with seeded FEL emission. The status of preliminary studies of PEP-X is presented.

Commissioning the 90 Degree Lattice for the PEP II High Energy Ring

In order to benefit from further reduction of the vertical IP beta function of the PEP-II high energy ring (HER) the bunch length should be reduced. This will be achieved by changing the phase advance from 60 degree to 90 degree in the four arcs not adjacent to the IR region, thus reducing momentum compaction by about 30% and reducing bunch length from a present 12 mm down to 8.5 mm at low beam current. In preparation to implement the 90 degree lattice the main HER quadrupole and sextupole strings and their power supplies have been reconfigured. The synchrotron tune initially will be lower but can be brought back by raising the rf voltage. Beam emittance is held at 48 nmr by introducing a significant dispersion beat in the arcs. The lattice was successfully commissioned at currents up to 800 mA in August 2007. In this paper we will compare the actual machine with the predicted behaviour, explain the correction strategies used and give an overall assessment of the operation and the benefit of the new lattice configuration.

Crabbed Waist Collisions in DAFNE and Super-B Design

The new idea of increasing the luminosity of a collider with crab waist collisions and first experimental results from the DA{Phi}NE {Phi}-Factory at LNF, Frascati, using this concept are presented. Consequences for the design of future factories will be discussed. An outlook to the performance reach with crab waist collisions is given, with emphasis on future B Factories.

First Measurements of the Longitudinal Bunch Profile at SLAC Using Coherent Smith-Purcell Radiation at 28GeV

Coherent Smith-Purcell radiation has been demonstrated as a technique for measuring the longitudinal profile of charged particles bunches in the low to intermediate energy range. However, with the advent of the International Linear Collider, the need has arisen for a non-invasive method of measuring the bunch profile at extremely high energies. Smith-Purcell radiation has been used for the first time in the multi-GeV regime to measure the longitudinal profile of the 28GeV SLAC beam. The experiment has both successfully determined the bunch length, and has also demonstrated its sensitivity to bunch profile changes. The challenges associated with this technique, and its prospects as a diagnostic tool are reported here.
