The Department of Veterans Affairs (VA) provides benefits to veterans who meet certain eligibility rules. Benefits to veterans range from disability compensation and pensions to hospital and medical care. VA provides these benefits to veterans through three major operating units: the Veterans Health Administration (VHA), the Veterans Benefits Administration (VBA) and the National Cemetery Administration (NCA). VHA is primarily a direct service provider of primary care, specialized care,and related medical and social support services to veterans through an integrated health care system. Veterans are enrolled in priority groups that determine paymentsfor service and non-service connected medical conditions.

Wildfire Protection Funding (open access)

Wildfire Protection Funding

The severe 2000 fire season prompted a significant rise in funding for wildfire protection that has been sustained; wildfire appropriations in FY2005 were more than $2.9 billion. Most of the funds ($2.8 billion in FY2005) are to protect federal lands, with funds for reducing fuel loads, for equipment and training, for fighting fires, and for restoring burned sites. Federal funding ($98 million in FY2005) also supports state efforts to protect nonfederal lands. Some wildfire funding ($74 million in FY2005) is used for fire research, fire facilities, and programs to improve forest health. Congress continues to debate wildfire funding levels, with a growing focus on the cost of wildfire suppression.

The devastation caused by Hurricane Katrina reaches beyond the borders of the states directly affected by the wind, rain, and floods. Before the storm reached the coast, thousands of residents of Louisiana and Mississippi evacuated to other states, including Texas and Oklahoma. Many people, for a variety of reasons, chose to disregard the mandatory evacuation orders issued by state and local officials. In general, evacuation policy is set and enforced by state and local officials. Federal policy provides for various aspects of civilian evacuation. As Members of Congress explore the challenges and losses in the states affected directly or indirectly by Hurricane Katrina, they may be called upon to consider federal policy options to more fully integrate federal and state authorities.

This report briefly discusses the Bush Administration's proposal to reduce the deficit between FY2004 and FY2009. It discusses the provisions of the FY2006 budget proposal in respect to the Administration's deficit reduction goal. CRS has constructed a modified baseline budget which, arguably, provides a “best guess” of the path of future deficits if current policy is extended. Under this alternative, the deficit is projected to rise to $425 billion in FY2009.

The Iran Nonproliferation Act and the International Space Station: Issues and Options

The Iran Nonproliferation Act of 2000 (INA) was enacted to help stop foreign transfers to Iran of weapons of mass destruction, missile technology, and advanced conventional weapons technology, particularly from Russia. Section 6 of the INA bans U.S. payments to Russia in connection with the International Space Station (ISS) unless the U.S. President determines that Russia is taking steps to prevent such proliferation. The ISS is currently under construction in orbit. According to current plans, the National Aeronautics and Space Administration (NASA) will become dependent on Russia for certain ISS crew-related services beginning in April 2006 for which NASA must pay. Thus, the INA could significantly affect the U.S. utilization of ISS. This report outlines the history of INA, its effect on Russian and Iranian proliferation, its impact on the ISS program, and options for resolving associated issues. It will not be updated.

Spectrum Management and Special Funds

The Commercial Spectrum Enhancement Act (P.L. 108-494, Title II) establishes a Spectrum Relocation Fund to hold the proceeds of certain spectrum auctions for the specific purpose of reimbursing federal entities for the costs of moving to new frequency assignments. The spectrum to be vacated will be sold to wireless service providers to expand advanced communications services. In addition to furthering the development of new wireless technologies, passage of the act represents a new aspect of national policy for spectrum management by linking spectrum auction proceeds to specific funding programs. The Communications Act of 1934, which the Commercial Spectrum Enhancement Act amends, directs that all auction proceeds be paid to the Treasury for use as general funds.

Hurricane Katrina, which struck Louisiana, Mississippi, and Alabama, caused widespread flooding, significant property damage, and lost lives. In response, Congress passed two supplemental appropriations measures providing a combined $62.3 billion for relief and recovery needs. Many knowledgeable observers think that the costs will likely rise much higher. Some have called for offsets in the federal budget to pay for Katrina (and, to a lesser extent, Hurricane Rita) relief and recovery efforts. Recently, many in Congress have expressed renewed concern about the impact of supplemental appropriations on the federal budget deficit and federal debt.

Overview and Analysis of Senate Amendment Concerning Interrogation of Detainees

On October 5, 2005, the Senate adopted a floor amendment (S.Amdt. 1977), proposed by Senator John McCain with 11 co-sponsors, that would (1) require Department of Defense (DOD) personnel to employ United States Army Field Manual guidelines while interrogating detainees, and (2) prohibit the “cruel, inhuman and degrading treatment or punishment of persons under the detention, custody, or control of the United States Government.” The amendment modified the Defense Department FY2006 Appropriations bill (H.R. 2863), which had passed the House on June 20, 2005, without a comparable provision. The defense appropriations bill is currently before a conference committee.1

Energy and Mineral Issues in the FY2006 Budget Reconciliation Bill

Several resource issues that are designed to generate revenue for the federal Treasury have been proposed for the FY2006 budget reconciliation bill. The most controversial of these provisions recommended by the House Resources Committee and Senate Energy and Natural Resources Committee would open part of the Arctic National Wildlife Refuge (ANWR) for oil and gas development. The House panel also approved a provision that would allow coastal states to “opt out” of the current offshore oil and gas development moratoria, increase fees for hardrock mining and patents, dispose of certain federal lands, and begin an oil shale and tar sands leasing program.

Agriculture and FY2006 Budget Reconciliation

The FY2006 budget resolution (H.Con.Res. 95, H.Rept. 109-62) contains reconciliation instructions that require authorizing committees to report legislation to reduce spending on mandatory programs within each committee’s jurisdiction. The resolution instructed the House and Senate Agriculture Committees to report legislation reducing spending on USDA mandatory programs by $173 million in FY2006 and $3.0 billion over five years (FY2006-FY2010). The House and Senate Agriculture Committees have completed action on their recommendations ($3.65 billion in the House and $3.0 billion in the Senate). The two measures would reduce spending on farm commodity and conservation programs in varying ways. The House measure also eliminates funding for various rural development programs and reduces food stamp spending. The Senate extends authority for a dairy income support program, which would require an offset of its projected cost. Reconciliation floor action is expected in November.

This report examines the opinions written by Judge Alito relating to civil rights for individuals with disabilities and includes a discussion of cases relating to the Americans with Disabilities Act (ADA), the Individuals with Disabilities Education Act (IDEA), section 504 of the Rehabilitation Act of 1973, and the Fair Housing Amendments Act. In addition, Judge Alito’s federalism decisions are briefly analyzed and their potential impact on disability related issues is discussed. Decisions authored by Judge Alito, as well as selected dissents and decisions where he joined the majority are examined.
